About this file
This document is a Request for Quote (RFQ) for the repair or replacement of failed electric motors at the National Institute of Standards and Technology (NIST) Gaithersburg, MD campus. The scope of work covers repairing or procuring new replacement motors for HVAC fans, pumps, elevators, generator sets, and other rotating electrical apparatuses. The contractor must be an active member of the Electrical Apparatus Service Association (EASA) and follow EASA's recommended repair practices.
The contract has a one-year base period with four one-year option periods. NIST has identified approximately 21 failed motors that need repair, and the contractor will provide firm fixed pricing once the motors are received and inspected. The government will provide a yearly budget for the potential repair or replacement of motors, with the option to transfer unrepaired motors to the next fiscal year. Motor replacement will be considered if it is deemed more cost effective than repair. The contractor must provide a 12-month warranty on new motors and 6-month warranty on refurbished motors.

SCOPE OF WORK
1.0 BACKGROUND
The National Institute of Standards and Technology (NIST) is a federal agency. Its mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life.
To that end, it is The Office of Facilities and Property Management’s (OFPM) mission to support the NIST mission by planning, building, operating, maintaining facilities and deliver support services that provide a safe, secure and sustainable environment.
OFPM operates and maintains the campus that facilitates the research mentioned, so there is a need for the repair of mission-critical rotating electrical apparatuses (electric motors) or the procurement of new motors when repair costs indicate a replacement is cost-effective.
2.0 OBJECTIVE
This is a requirement for the repair of electric motors or the potential procurement of new replacement units for multiple applications on the NIST-Gaithersburg (MD) campus to include but not be limited to HVAC fans, pumps, elevators, generator sets, etc. To a lesser degree, the Government may require field services on rotating apparatuses.
The period of performance is one year from the date of award with four (4) one-year option period.
The Government will provide a given amount of money each year for the potential repair or replacement of failed electrical motors delivered to the contractor’s repair shop. Each year’s budget will be dependent on the availability of funds, but is expected to be consistent from year to year. Please keep in mind, the NIST campus consists of over 50 buildings, and numerous processes and systems are supported by electric motors, so there may be occasions when additional funds may need to be provided due to an in scope, but higher than “normal” priced requirement from the Government.
It is anticipated that the contractor will provide firm fixed pricing once electric motors have been received and properly inspected and tested per ANSI/EASA AR100-2020 recommended practices for the repair of rotating electric apparatuses. All labor, parts, services and other items required for repairs shall be included in the cost.
3.0 SCOPE OF WORK
The contractor shall provide the necessary labor, material, equipment, services, supervision, and facilities, on an as need basis, for the potential repair or replacement of multiple types of electric motors in accordance with the SCOPE OF WORK (SOW) herein.
3.1 NIST has identified approximately 21 failed electric motors that need to be repaired to varying degrees. Please reference Attachment 1 or 2 (NIST Electric Motors for Repair Pricing Spreadsheet) for the existing list of motors.
3.1.1 It is the Government’s intent to have the failed motors serve as the basis for a new contract. An established best value cost matrix will be used to assess the estimates provided by the repair contractors that are found to be technically acceptable. Please reference the Evaluation Criteria.
Revised: 06-06-2024
PAGE 8 OF 70 1333ND24QNB190517
Gaithersburg Campus Electric Motor Refurbish
SCOPE OF WORK
3.1.2 It is the Government’s intent to repair as many of the failed electric motors as possible, up to the budget and the availability of funds for the Base Year (FY2025).
3.1.3 Any motors unable to be funded for repair in FY2025, will be transferred to the next Fiscal year (FY2026), and so on, until all known, and presently unknown motors are either repaired or replaced.
3.1.4 Motor replacement will be considered, if it is deemed cost effective by the COR, after discussion(s) with the repair shop (contractor).
3.1.5 Please note that the initial 10 or 11 electric motors to be repaired, may be a combination of any of the 21 failed motors identified in this SOW. Following award, the Government will identify which motors are to be serviced first.
4.0 SPECIFIC TASKS
4.1 The contractor shall specialize in the repair and procurement of electric motors and rotating electrical apparatuses. The procurement services will largely be related to failed motors deemed to be candidates for replacement instead of repair, upon inspection, etc.

would include the part(s) being installed in equipment, and confirming that the part(s) conform to the specifications provided by NIST.
5.1.2 In a case where the inspection cannot be completed within the given timeline, the Government will perform a visual inspection and take steps necessary to accept part(s), and authorize payment within 30 calendar days.
5.2 Packing and shipping shall follow best trade practices. On some occasions the contractor may be required to provide shipping crates. The Government will state this requirement in the request for shipping and receiving.
5.3 The contractor must agree to a 12-month warranty for all new electric motors and rotating electrical apparatuses, and six (6) months for refurbished electric motors and rotating electrical apparatuses from the date of acceptance.
5.4 Parts that are found to be non-compliant with OEM or Scope specifications, shall be made to be compliant by the contractor at the contractor’s expense. The contractor shall be responsible for all shipping charges resulting from rework due to non-compliance.
5.5 Deliverables: Along with the electric motor, the contractor shall provide to the COR a written report of all inspections, tests, and work performed on each electric motor, in accordance with ANSI/EASA AR100-2020. This report must be submitted to the COR within eight (8) business days of receiving NIST electric motor(s), unless otherwise agreed upon with the COR.
5.5 Invoicing: The Contractor may invoice for electric motors that have been successfully returned to the NIST campus, and acknowledged as having been received, inspected and approved by the COR. Invoicing may include charges associated with motors (rotating electrical apparatuses) that have been determined to be replacement candidates by the contractor and COR, following inspection and teardown. The contractor may also decide to invoice monthly, following completed and accepted work as denoted above.
6.0 PERIOD OF PERFORMANCE

The Contractor is responsible for the currency, accuracy and completeness of the data within SAM, and for any liability resulting from the Government's reliance on inaccurate or incomplete data.
To remain registered in SAM after the initial registration, the Contractor is required to review and update on an annual basis, from the date of initial registration or subsequent updates, its information in SAM to ensure it is current, accurate and complete. Updating information in SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
(d)(1)(i) If a Contractor has legally changed its business name or "doing business as" name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day's written notification of its intention to--

The Contractor shall require a subcontractor requiring access to classified information to provide its CAGE code with its name and location address or otherwise include it prominently in the proposal. Each location of subcontractor performance listed on the DD Form 254 is required to reflect a corresponding unique CAGE code for each listed location unless the work is being performed at a Government facility, in which case the agency location code shall be used.
