About this file

This document is an amendment to a combined synopsis/solicitation for a High-Temperature Vacuum Instrumented Indenter (HTVI) system. The National Institute of Standards and Technology (NIST) requires the HTVI system, including delivery, installation, training, and extended warranty and service contracts for up to four years.

The amendment provides answers to questions received in response to the solicitation. Key details include: the required scan size range, proposed payment terms can be negotiated but must be associated with delivery of items, factory acceptance testing and on-site calibration requirements, expected period of performance, and standards for calibration of dynamic force, dynamic displacement, and frequency. The amendment clarifies that NIST will not provide advanced payment without receipt of a deliverable, and that vendors should provide their own certified reference materials for high-temperature calibration.

Amendment to Combined Synopsis/Solicita on# 1333ND24QNB030362

July 8, 2024

The purpose of this amendment is to provide answers to ques ons received in response to the solicita on. See Ques ons (Q) and Answers (A) below:

Q1) For the SPM scanning range listed in Statement of Work (SOW), Sec on III, item 7, the scan size is required to be up to 50um*50um. Please clarify whether it is a typo here.

A1) No, it is not a typo. The range is correct as stated.

Q2) Is it possible to adapt the payment terms of 100% on acceptance? Could it be possible to have 50% NET 10 on delivery and 50% NET 10 a er receipt & acceptance?

A2) Payment terms can be nego ated prior to award but note that the Government will not provide advanced payment without receipt of a corresponding deliverable. Payments must be associated with receipt of deliverables. Proposed alternate payment terms must be submi ed with quotes.

Q3) Factory Acceptance: can you specify if this would be done in person at the contractor’s facili es in or by remote call? What are the criteria for success?

A3) The expectancy is that the equipment has been tested for full func onality in the factory prior to shipment to the installa on site. A wri en statement by the vendor that a factory acceptance test has been successfully performed in the factory prior to shipment will suffice.

Q4) Period of Performance: are these Period Dates just examples as a guide, or are these what NIST expects?

A4) These are the excepted delivery melines.

Q5) SOW Sec on III, Item 8a states Calibra on must be performed onsite. Does this mean that we need to demonstrate the calibra on procedure only, or must we actually do a full calibra on? If the la er, can we use a NIST interferometer (for displacement) and NIST weights (for load)?

A5) The calibra on of the equipment is to be performed on site as outlined in the related ISO standards using equipment commonly used by the vendor for calibra ng their instruments.

Q6) SOW Sec on III, Item 8c states that system be calibrated for dynamic force, dynamic displacement and frequency. These calibra ons are not listed in ISO 14577-2 (2015) so what methodology, hardware and reference materials does NIST expect here?

A6) The calibra on is to be performed for these parameters is to be performed according to ISO 1457702 (2022).

Q7) SOW Sec on III, Item 8(d)(ii) states “2 suitable reference materials should use reference materials with values cer fied for the range of elevated temperatures being used.”. We use fused Si at high temperatures, but this is not cer fied. Can NIST provide cer fied reference materials for use up to 400°C?

A7) In this context, cer fica on refers to as being cer fied by the vendor. Basically, the vendor shall provide to 2 suitable reference materials which proper es (hardness, elas c modulus) at high temperature have been measured by the vendor previously.
