NIST Requirements Document Liquid Deposition System I. Background The NIST Mass and Force Group, Small Mass and Force Metrology Project requires a liquid deposition system. As part of the TrueBq IMS project, a fluid dispensing balance is being constructed. The balance will deposit 1-5 milligram of liquid onto a surface and determine the liquid mass. The dispensing of the liquid must be automated and tightly controlled with minimum disturbance to the balance, requiring an electronic means of liquid dispensing without moving parts.

II. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide one (1) deposition system that meets the following minimum specifications:

· System must deposit 1 milligram (approximately 1 microliter) of aqueous solution of viscosity between 0.8 and 1.2 mPa.s within 30 seconds.

· If electrical wiring required for operation at deposition rate in bullet 1 is > 50 micrometers, vendor must include a transformer that is removable to prevent overheating of the electrical wiring during dispensing.

· Dispenser mass less than 100 g .

· Size of system must fit in a cube of 80 mm in length x80 mm in width x60 mm in depth. System shall have M3 threaded holes 1 cm apart on the top of the dispenser for attachment to a NIST provided adapter plate.

· System must not require external pressure during the dispensing operation. The system shall be capable of dispensing at the rate in bullet 1 and 2 with back pressure from gravity only. The presence of gas lines to apply pressure to the dispenser will compromise the desired measurement during operation.

· Electrical connection to dispenser must be accessible to allow connection to NIST’s custom low mechanical stiffness connectors (50-100 micrometer gold filament wire). Access to bare electrical leads is acceptable.

· The dispenser may come into contact with hazardous substances which could persist after the dispensing operation. To minimize the possibility of contamination, and the requirements for storage of potentially contaminated components, any dispenser components that come into contact with the hazardous substances must be disposable. Disposable sample reservoir for dispenser is required to be compatible with 1 molar nitric acid.

· Disposable sample reservoir must have a volume of at least 50 microliters but not more than 80 microliters to allow deposition of multiple samples in the same run.

· To ensure continuity of operation, any custom disposable components must be provided in a quantity of at least 100, as described above, any components that may come into contact with hazardous substances must be disposable.

· Mass distribution of solution in reservoir shall be symmetrical with respect to gravity to prevent changes in the location of the center of mass during deposition. If the center of mass of the fluid shifts in a direction perpendicular go gravity by a significant amount, this could disrupt the measurement. Any static components such as mechanical fasteners are not expected to change during any deposition process, and do not have to meet this requirement.

· System shall offer a mostly closed reservoir system to prevent sample evaporation from the reservoir during deposition operations. 1 to 5 small (100 micrometer or less) openings for pressure equalization are acceptable.

· Dispenser will be loaded with radionuclide solution. Safety operation requires minimizing exposure of staff to radionuclides. Preference will be given to systems with convenient procedures for loading the sample into the dispenser, and fixturing the sample into place if the sample loading procedure is conducted while the dispenser is not fixed into the place where it will be operated.

· System must accommodate 1 cm underneath dispenser for loading of samples. Final deposition distance can be as small as 1 mm. NIST is creating a motion system for use positioning a surface underneath the dispenser onto which the sample will be deposited. This system requires at least 1 cm vertical clearance.

· Visualization system is required to image droplet generation and deposition process. Visualization system must accommodate approximate calibration of droplet size. The visualization system must include a camera and magnification system with a working distance of 40 mm or greater, and an LED strobed illumination system with a working distance of 70 mm or greater. Both of these components must fit through a hole that is 60 mm wide and 60 mm tall.

· Software must be provided to interface with all essential components of the deposition system including the electronic waveforms used to generate the droplets, the visualization system, and the droplet deposition time to control the amount of solution deposited on the surface. The computer system running the software will be provided by NIST.

· When not in use, system shall not generate electric or magnetic fields from any dispenser system components within 1 m of fluid dispenser, as these may interfere with another simultaneous measurement (exception will be allowed for the custom transfoermer).

· When not in use, system shall not generate any mechanical vibration from any dispenser system components within 1 m of fluid dispenser, or offer an option to shut down the source of the vibration during other simultaneous measurement.

· Hardware and software must meet the following IT security requirements:

· • DOC IT Security Policy media sanitization requirements (MP-6)

· • FAR 39.101(d) regulations involving NIST common security configuration checklists including Federal Desktop Core Configuration (FDCC) or United States Government Configuration Baseline (USGCB) initiative

· • Personal identity verification requirements from FAR 4.1302 and FIPS PUB 201 [in accordance with Homeland Security Presidential Directive (HSPD-12)]

· • FAR part 11.002 requirements which state that unless the agency Chief Information Officer waives the requirement, when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-267) and the corresponding declarations of conformance defined in the USGv6 Test Program. To meet this requirement each DOC acquisition of IP protocol technology must express requirements for IPv6 capabilities in terms of the USGv6 Profile (i.e., using the USGV6 Capabilities Check List) and vendors must be required to document their product’s support of the requested capabilities through the USGv6 test program (reference https://www-x.antd.nist.gov/usgv6/ using the USGv6 Suppliers Declaration of Conformity.

III. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 6 weeks ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 301 Shipping and Receiving Gaithersburg, MD 20899-1640 IV. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The liquid deposition system will be operated to verify deposition of 1 milligram of water within 30 seconds.

The Government will test, inspect, and accept the equipment onsite within 14 business days of the receipt of the liquid deposition system. A visual inspection of the liquid deposition system will be performed by the NIST TPOC to identify surface defects or any form of indication that the liquid deposition system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the liquid deposition system due to defects and/or nonconformance.
