CLIN 0001 Requirements Document

Overview of the Vacuum Vessel

The Vacuum Vessel consists of four parts: the dome, the base, the vessel bottom and the bucket (figure 1). The dome, the base and the vessel bottom have an inner diameter of 36 inches. The bucket has an inner diameter of 12.5 inches. The height of the vessel assembled is 66.5 inches. The height of the dome, vessel bottom and bucket are 26 inches, 3 inches and 10 inches respectively. The base contains three cylindrical legs with a length of 28 inches. The vessel contains 37 standard CF flanges: 12 flanges of type CF 8'' are located in the dome; 9 flanges of type CF 8'' and 12 flanges of type CF 2.75'' are located in the base; 3 flanges of type CF 6'' are located in the vessel bottom; 1 flange of type CF 6'' is located in the bucket. All flanges are provided with blind flanges, screws and copper gaskets. The mating flanges between the base and the dome and between the base and the vessel bottom must feature double O-ring seals. The space between the two O-ring grooves is connected to a pumping port that is terminated with a KF nipple. The vacuum vessel shall be manufactured from 304 stainless steel with sufficient wall thickness to ensure safe operation. The inside of the vacuum vessel is electro polished. The base pressure in the vacuum vessel shall be 10-4 Pa or lower. Additionally, a motorized lifting system used to raise the dome and open the vessel is required.

Minimum Requirements of the Vacuum Vessel with lifting System

a. The vacuum vessel can be pumped down to 10-4 Pa. This shall be certified by the contractor.

b. The dimensions and features explicitly indicated in attachment A must be respected.

c. The four parts of the vacuum vessel are made from 304 stainless steel.

d. The inside of the vacuum vessel shall be electro polished.

e. Sufficient wall thickness for safe operation.

f. The mating flanges between the base and the dome and between the base and the vessel bottom must feature double O-ring seals. The space between the O-rings is connected to a pumping port outside the vacuum vessel that is terminated with a KF nipple. The O-rings stay in the dome and in the vessel bottom when the dome is lifted off or when the vessel bottom is removed. Dove-tailed grooves shall be used to prevent the O-rings from dropping.

g. A motorized lifting system used to raise the dome and open the vessel is required. This system must be able to raise the dome 26 inches relative to the position shown in attachment A. That means a separation gap of 26 inches between the dome and the base and a total height of 92.5 inches for the vacuum vessel when opened. The maximum allowed height for the lifting system is 9 feet. The motorized lifting mechanism should not block the access to the bucket below the vacuum chamber in order to remove it and transfer it to a different location in the laboratory.

A schematic or information regarding commercial product shall be provided with the technical submittal.

h. The surfaces C and D indicated in the detail view B of attachment A must be as parallel as possible.Figure 1: The vessel consists of four parts. From the top to the bottom: dome, base, vessel bottom and bucket.

i. The table below indicates the size and positions of the horizontal flanges. The z-positions are measured from the surface of the mating flange between the dome and base. Flanges with negative z-positions are welded to the base, flanges with positive z-positions to the dome. The angles indicated in the radial position are relative to the reference axis shown in attachment A.

j. In attachment A, bottom view, there are 4 features indicated with the legend “I-CF6”. This means that, for these components, vertical flanges of type CF6 are expected. These flanges must be integrated in the bucket and vessel bottom.

k. The system shall be delivered with all ports blanked off with Con Flat hardware and copper gaskets. The O-rings described in item f shall be included.

l. The three supporting legs with 28 in height, which are shown in attachment A and in figure 1, shall be mounted to the base by using joints that can be removed or dismantled without damaging the joining components. That includes, but is not limited to, fasteners. Welding is, for instance, not accepted.

Deliverables and Schedule

a) Design Review

No later than two months after the receipt of the order the contractor shall provide the technical drawings of the vacuum vessel and lifting system for NIST to review. The technical representative will provide written comments on the design. If the design is accepted NIST will notify the contractor to begin manufacturing. Otherwise, the design shall be modified to correct deficiencies identified in the written comments identified by the NIST technical representative.

b) Manufacturing

After the technical drawings are accepted by the technical representative, NIST will notify the contractor that the manufacturing can begin.

c) Delivery

The vacuum chamber shall be delivered no later than three months after the technical drawings are accepted. Delivery shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor should deliver all line items to NIST, building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640.

d) Documentation

The contractor shall provide overview drawings of all components of the vessel in electronic format. The contractor shall certify that the required base pressure can be reached with the proposed vacuum vessel without baking.

INSPECTION AND ACCEPTANCE

The vacuum chamber must be compatible with a base pressure of 10-4 Pa. This must be certified by the awardee.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that the equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.

The Government anticipates inspection will occur within 14 days from receipt of the equipment.

WARRANTY

The contractor shall warrant the equipment in accordance with the Contractor’s commercial warranty timeframe and for a period of at least one-year.

PAYMENT SCHEDULE

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

100% after acceptance by the TPOC of a fully delivered system, confirming to the minimum requirements.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
