STATEMENT OF REQUIREMENTS
High-Concurrency High-Performance Computer Systems
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology’s (NIST); Materials Measurement Laboratory’s (MML), Materials Science and Engineering Division's Center for Theoretical and Computational Materials Science operates a computational cluster, for which additional capacity is required. The current acquisition will enhance the capability of this cluster by increasing the computational resources available to users for scientific computing.
II. SCOPE OF WORK
The requirement consists of a number of high-concurrency high-performance computer systems suitable for integration into a resource-managed cluster computing system, and interconnection infrastructure for these systems. We require a quantity of seven (7) high-concurrency computer systems and an option for one (1) additional system to be exercised within 12 months from date of award.
III. SPECIFICATIONS
The Contractor shall provide computer systems according to the specifications below:
CLIN 0001: Seven (7) High-concurrency high-performance computer systems shall provide the following capabilities.
a. A CPU or CPUs totaling 64 cores, capable of running at least 128 simultaneous independent execution threads, clocked at 2.0 GHz or faster, and implementing the amd64/ia64t instruction set.
Implementation of very wide vector instructions (“AVX512”) is not required. The CPU or CPUs shall have memory bandwidth of 341 GB/s and shall be appropriate for HPC applications.
b. Memory totaling at least 512 GB, consisting of error-correcting registered RAM rated at DDR4-2666 or faster.
c. Two 1TB capacity SATA hard drives, rated at 6 GB/s or faster.
d. One FDR-capable Infiniband host channel adapter.
e. Connectivity for a keyboard and local console display. Keyboard connectivity may be either USB or PS/2, and video connectivity may be VGA or better, sufficient to drive a text console.
f. At least two Ethernet ports provided by RJ-45 connectors, rated at 1 Gb/s or faster.
g. A motherboard capable of driving the CPU, RAM, and other peripherals at their full rated speed.
h. A chassis housing all the components, able to operate on 208V single-phase electrical power, with sufficient power to drive all the specified devices at their full rated speeds. The chassis shall be a rack-mount chassis and may not exceed 2U in height. All hard drives shall be housed in hot-swap drive trays.
i. All hardware shall operate correctly at full rated speed in the Linux operating system, under kernel version 4.9 or later.
j. The contractor shall complete burn-in testing of all components prior to delivery.
k. The system shall be delivered fully assembled.
OPTION CLIN 0002: One (1) High-concurrency high-performance computer systems shall provide the following capabilities.
IV. DELIVERY
The Contractor shall deliver the following equipment FOB Destination to NIST within 30 days from date of award to NIST, 100 Bureau Drive, Building 301, Gaithersburg, Maryland 20899:
CLIN Description Quantity Due Date
CLIN 0001 High-concurrency high-performance computer systems Seven (7) 30 days from date of award.
OPTION CLIN 0002 High-concurrency high-performance computer system One (1) 30 days from date of award.
Packaging: Industry standards for packing and shipping these commercial computer systems shall be acceptable.
Installation: Installation will be completed the by the Government within 14 days of delivery.
V. TESTING AND ACCEPTANCE
Upon Installation by the Government, NIST Staff will operate the systems through the boot-up process. Once all systems have been booted successfully. The equipment will be accepted within 7days of Installation and Testing.
VI. WARRANTY
The Contractor shall provide, at a minimum, a Three (3) year warranty on equipment. Warranty shall commence upon successful completion of delivery, installation, testing and acceptance of all required specifications. The warranty shall include that the Contractor shall provide replacements for defective parts, including the cost of shipping replacement parts to the NIST site. All defective parts will be returned to the vendor at the expense of the vendor.
