Request for Quotations: 1333ND19QNB180073 Disaster Recovery and Off‐Site Tape Storage Services and Equipment
QUESTIONS AND GOVERNMENT RESPONSES
# Description of Question Response
[Is] the requirement considered as new requirement or are there incumbent contracts? If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?
Yes. The Incumbents are Copper River Information Technology, LLC and Copper River Enterprise Services, LLC.
How is this work being performed today? By government personnel, or by contract? If by contract, please provide the contract number, and if that contract is NOT in the FPDS, also can you please provide the Contractor Name and DUNS, Contract Value, and POP?
Work is currently performed by contractor personnel.
The Incumbents are Copper River Information Technology, LLC and Copper River Enterprise Services, LLC
[Regarding] Table 3 Disaster Recovery Resources. Does the incumbent contractor own this equipment, or is this GFE to be transferred to the new contractor?
The incumbent contractor or their subcontractor owns the Hot Site equipment. The Hot Site equipment may become the “Cold Site” equipment or the Cold Site equipment may be GFE, depending on procurement options and capabilities.
[SOW] Page 11, Requirements for Tapes. The Additional Note under the Gaithersburg listing appears to not address the total of 16 containers. Please clarify.
Typically only 1 large container containing tapes from a particular system is shipped to the facility each week while another is returned.
Occasionally a second container is needed if there are more than 60 backup tapes in the large container. Small containers are intended for this purpose. These tapes are NOT slotted and the contractor does not handle them. They remain in the container and returned in the container.
Once a month a container is designated to remain at the tape storage facility for 12 months, representing a year of monthly backups. At the end of the 12th month the oldest container is returned to NIST.
One large container (DR A) is shipped to the storage facility on the first Wednesday of the month. A different large container (DR B) is returned to the GCF on the second Wednesday of the month.
[SOW] Page 10 states the “maximum number of tapes each month” for each of two facilities. Does this mean the maximum in storage or the maximum to be transported[?] If transport is the answer, how many tapes are in storage at any one time? If storage is the answer, how many tapes are transported each month?
Average weekly slotted tapes at the contractor’s facility:
Gaithersburg: 709 Boulder: 0
Average weekly Large boxes at the contractor’s facility:
Gaithersburg: 14 + two at the NIST Gaithersburg Computer Facility (GCF). (12 boxes are “Monthly” tape boxes, one is to be returned to the GCF and one is a DR box.)
Boulder: 0
Average weekly Small boxes at the contractor’s facility:
Gaithersburg: 0 Boulder: 13
Average slotted tapes transported each week:
Gaithersburg: 55. Maximum experience could be double if special request tapes are sent.
Boulder: 0. Currently all Boulder backup tapes fit in one small box.
Average large boxes transported to Contractor facility each week:
Gaithersburg: 2. However, it should be 1 Plus a small box. The large box substitution is the contractors choice.
Once a month a 3rd box is transported when DR materials are sent. A second DR box is returned the following week.
Average small boxes transported each week:
Gaithersburg: 0 Boulder: 1
