STATEMENT OF WORK
NIST Disaster Recovery and Off‐Site Tape Storage Services and Equipment
Background Founded in 1901, the National Institute of Standards and Technology (NIST) is a non‐regulatory federal agency within the U.S. Commerce Department. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life.
In order to ensure the continued availability of the computer infrastructure, there is need to develop and maintain a viable contingency planning/disaster recovery (DR) program for their information technology (IT) systems. The program must ensure the capability to maintain critical business functions and restore normal operations in the event of a disruption or interruption to automated information system or network services.
The requirement of an IT contingency plan/disaster recovery plan for systems is outlined in the respective system security plans as required by the following laws, policies, and regulations: Public Law 107‐347 E‐ Government Act of 2002, Title III, Information Security; Federal Information Security Management Act of 2002;
OMB Circular No. A‐130, Appendix III, Security of Federal Automated Information Resources; NIST Special Publication 800‐34, Contingency Planning Guide for Information Technology Systems; and NIST Special Publication 800‐53, Recommended Security Controls for Federal Information Systems and Organizations.
Mission The Infrastructure Services Division (ISD) of NIST’s Office of Information Systems Management (OISM) is responsible for providing system administration for all enterprise servers and scientific computing systems for NIST. Formulating and implementing an IT contingency plan/disaster recovery plan containing detailed guidance and procedures for restoring critical automated systems quickly and effectively following a service disruption is a vital service that ISD provides to its customers.
Current Environment ISD plans and maintains NIST’s central information technology systems including specialized scientific computing systems, data storage systems, messaging and collaboration systems, web‐based information systems, as well as financial and administrative systems. ISD plans for and maintains NIST’s central computing facilities, provides system security for NIST enterprise information technology systems and monitors system performance and workload to achieve maximum effective use of installed systems. Evaluates alternative approaches for satisfying customer needs and recommends solutions based on NIST priorities and resources.
ISD addresses disaster recovery requirements by providing their internal customers backup services that include an off‐site tape storage option. In addition, the Commerce Business Systems (CBS) applications have a requirement for an alternate data center for disaster recovery.
General Requirements This support requirement is for maintaining critical data, restoring data following a service disruption and contingency planning for recovery (providing facilities and equipment) in the event of a declared disaster.
Requirements include the following:
Task 1 ‐ Backup Media Management Requirements:
Provide all labor, materials other than NIST provided tapes, supervision, a storage vault at a remote secure location, and Courier service to provide weekly pick‐ups/deliveries from/to NIST Gaithersburg, Maryland campus to the remote storage vault and from/to NIST Boulder, Colorado campus to the remote storage vault.
PAGE 10 OF 47 1333ND19QNB180073
On a weekly basis, tapes will be delivered to facility more than 50 miles from the NIST Gaithersburg and Boulder Campuses.
