Questions for Solicitation 1333ND18RNB610011, Shield Tanks
The purpose of this amendment is to respond to questions/requests for further clarifications.
The questions/answers are as follows:
1. Standard Form 33, Line 9 states that “Sealed offers in original and 1 copy..” be provided while Section L.2.c.1 states that the “proposals shall be submitted in paper media in sealed envelopes or packages. On page 80 of the RFP, Addendum to Section L.1 indicates that “if the proposal is submitted electronically, additional copies are not required.” Please confirm that the proposal can be submitted electronically. If so, is there a size limitation for emailing the files?
Answer: The preferred method is electronic via email. The maximum size of an email is 25MB. Offerors may submit multiple emails because of the size limit. All emails must be received prior to the due date and time.
2. On page 84 of the RFP, Addendum to Section L.3.b in the directions for the Price Proposal it states that “the Government reserves the right to request the offeror provide cost breakdown to support proposed prices to the Mock Delivery Order.” And then six specific types of pricing information are listed. Please confirm that the Government does not expect that pricing information to be included with this proposal.
Answer: Correct, the Government is expecting one price for each individual line item numbered ---1 through 0017. The Government reserves the right to request the cost breakdown to support proposed prices to the mock delivery order after proposals have been received.
3. On page 3 of the RFP in the listing of Supplies/Services, Items 0015 (Solid Wall Shield) and 0016 (Solid Roof Shield) lists A36 Steel as the material while in the Mock Delivery Orders for CLINS 0015 and 0016304 Stainless Steel is listed. Please confirm the material for Items 0015 and 0016.
Answer: The Mock Delivery Order CLIN 0015 and 0016 the correct material is 304 Stainless steel.
4. Drawing 048-7222 is missing from the 048-7157 drawing package. Can you please provide?
Answer: Drawing 048-7222-1 is now uploaded with this amendment.
5. Drawing 048-7217 does not give the width of the part. Can you please provide the missing dimension?
Answer: Drawing 048-7217 is now replaced with drawing 048-7217-1 that provides for the missing dimensions.
6. On the drawings tolerances are listed as .xxx +/- .005, .xx +/- .01, and .x +/- .1. Can these tolerances be increased to +/-.03?
Answer: The tolerances provided in the title block are standard title blocks used by the NCNR for all parts that need fabrication. It should be noted that each part will not be inspected to individually meet the tolerances specified on the title block. The overall assembly envelope will be inspected using the assembly drawings to a tolerance specified in the SOW of +/- .125”. However, hole patterns, threaded holes, clearance holes, or other features that will have a purpose other than creating the envelope will be inspected to .xxx +/- 0.005”, .xx +/- 0.01, and .x +/- .1, respectively, as specified on the assembly drawing.
7. Drawing 046-7217, Note 5 lists to “use components (supplied by the NCNR)…for pressure test.” Will NIST be supplying these components?
Answer: There is no drawing 046-7217. NCNR believes NOTE 5 in question is associated with drawing 046-2919. NCNR is providing all the equipment listed in Note 5 when estimating the fabrication and testing costs of 046-2919.
8. Question – Do we have to follow NIST Tank Fill methodology?
Answer: No. NIST’s fill method is just to show what has worked in the past.
9. Question – Will internal welds be identified on the drawings provided by NIST for task orders?
Answer: If there’s any need for internal welds, they will be specified in the assembly drawings.
10. Question – How many days prior to delivery do we need to notify NIST of a delivery being made.
Answer: Vendors need to contact the Government Point of Contact a minimum of 48 hours prior to the delivery arriving at NIST Gaithersburg. See Section 2 Shipments/Delivery in the Statement of Work.
This amendment results in no change to the current minimum specifications or terms and conditions.
