QUESTIONS AND ANSWERS PURSUANT TO RFP 1333ND18RNB100015 (AV/VTC

EQUIPMENT, SUPPORT, AND SERVICES)

Q1. Will the scope of this IDIQ be limited to NIST? Will it be limited to the Boulder, CO and the Gaithersburg sites only?

A1. Yes, and - Task Orders may include equipment purchases and remote VTC support (MTO #1) for sites other than Gaithersburg and Boulder. On-site field support as required in MTO #1, is specified for the Gaithersburg and Boulder campuses only.

Q2. What other manufacturers will need to be supported for this bid? You only list Cisco services support A2. Aside from Cisco, this is not a request for OEM ongoing manufacturer’s support;

however, under MTO #1 (which a version of will become an actual task order post award), there is reference to a help desk that has personnel with familiarity and experience troubleshooting problems that include non-Cisco VTC and peripheral AV gear of various manufacturers (e.g., Polycom, Lifesize, Extron, Crestron, etc.)

Q3. Can you provide the current services that you are using for this environment?

A3. The government does not understand this question.

Q4. Is there an incumbent contract providing these services?

A4. No

Q5. Once awarded, how will the task orders be negotiated? Task by Task using the proposal pricing schema? Or will there be a new negotiation for each task required?

A5. Refer to pages 56-68 of the RFP.

Q6. Will an extension be granted?

A6. This Amendment establishes a revised date/time for receipt of proposals.

Q7. Can you provide the number of FTEs at each site?

A7. NIST has no contracted FTEs for these services and this solicitation does not include a requirement for contracted FTEs.

Q8. Do you require resumes to be submitted with this requirement?

A8. Refer to page 14 of the RFP.

Q9. Is the equipment provided by the government or the contractor?

A9. The Cisco equipment associated with MTO #1 is government furnished. The equipment necessary to fulfill MTO #2 is contractor furnished.

Q10. Can you provide the total costs of the current contract?

A10. See Q4

Q11. Even though I’m not 8a can I still bid on this as an SDVOSB?

A11. Only 8a Contractors are eligible for this opportunity.

PAGE 5 OF 12 1333ND18RNB100015001

Q12. Is this a follow-on contract? if yes, would the government please provide the name of the incumbent contractor and contract number?

A12. See Q4

Q13. Will the contractor employees be granted office space at all NIST site locations, or will they work at the contractor’s site?

A13. This solicitation is to establish an ID/IQ contract. Task Orders will be awarded for specific requirements. Currently, there is no expectation for a Task Order to provide contractor employees on premise full time. If a Task Order is ever issued that requires the presence of a contractor employee on premise for a period of time (e.g., weeks or months), a desk will be made available.

Q14. Should the Mock Task Order pricing be included as a separate excel document, or included within the ten page limit?

A14. A separate excel (or pdf, Word) document, excluded from the ten page limit for each Mock Task Order technical proposal

Q15. Page 19 of the solicitation (“AV/VTC Gear”) asks vendors to include a blanked discount for all MSRP prices when submitting responses. Because we have different discounts from different OEM’s can we provide a list of our MSRP products that show the associated discount available from each OEM?

A15. This is acceptable.

Q16. Under the ID/IQ Umbrella Statement of Work (page 29), it lists AUTOCAD Designer as an associated labor category. May we use a Visio Designer for this position/labor category?

A16. This is acceptable.

Q17. How does NIST anticipate awarding the maintenance work? Will it be awarded through a separate Task Order post ID/IQ award?

A17. Yes

Q18. Are there any OEM certifications or VAR certificates that are required to be eligible for award?

A18. There are no OEM or VAR certifications required to be eligible for award of the ID/IQ; however, Cisco CCNA certifications are required as part of the remote help desk support as described on page 20 of the solicitation.

Q19. Is onsite support required on a full-time basis for CA and 2 SC remote locations?

A19. See Q13

Q20. On page 60 of the solicitation (section 1352.228-70 Insurance Coverage), sub parts (d) and (e) refer to insurance coverage required for work performed with any aircraft and seafaring vessels. Does the customer anticipate that any work on this contract may be performed with the involvement of aircraft or seafaring vessels?

PAGE 6 OF 12 1333ND18RNB100015001

A20. No

Q21. Does the contractor need to provide additional labor pricing for the California and South Carolina locations?

A21. See Q13

Q22. Page 19, Instructions to Offerors – does the Government prefer separate files for the Mock Task Order technical and price proposals, or one combined file?

A22. The Government prefers separate files.

Q23. Remote Help Desk Support, p. 35 – does NIST need a dedicated help-desk services or shared services is acceptable as long as the mentioned requirements are met?

A23. NIST does not require a dedicated help desk. Shared services is acceptable as long as the mentioned requirements are met

Q24. (3) Volume III Price Quotation Base Contract, p. 15 – once the Cisco service contract is procured will the government make prompt reimbursement payments per Small Business contract payment category type IA (15 days Not-to Exceed 30 days)?

A24. Historically, NIST has paid monthly in arrears. This will be negotiated at the Task Order level.

Q25. (3) Volume III Price Quotation Base Contract, p. 15 thru 19 – is the government’s expectation to have the eleven labor categories at both locations, Maryland and Colorado?

A25. The labor categories are those minimally required. Offerors may propose additional labor categories; however, these are labor categories only, not individuals.

Also, see Q13.

Q26. SOW Mock Task Order 1, p. 34 – since EOL devices will not be covered under current vendor maintenance contracts, what is the governments expectations to “Contractor shall provide limited support”?

A26. This “limited service” shall include remote support for interoperability issues between different codecs and security issues and concerns. EOL units that are still in service are marked in red on the attached equipment list. Also, see Q29 and Q30.

Q27. Instructions to Offerors, p. 6, #8 – the instructions request “A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically).” Does the Government prefer Representations and Certifications to be included in Volume 1 – Business Proposal or in a separate file?

A27. Volume 1 – Business Proposal

Q28. Remote Help Desk Support, p. 35 item #2 – Phone support – between the hours of 8:30AM and 5:00PM, EST, Monday through Friday. Is this the same time period for the Mountain Standard Time location at the Colorado location?

PAGE 7 OF 12 1333ND18RNB100015001

A28. NIST only requires support from 8:30AM-5PM EST (which translates to 6:30AM-

3PM MST)

Q29. VTC Maintenance, p. 40 item VM VCS – The serial # for the below does not exist in Cisco database, VM VCS – 0760CBAA & 0ABC55F5. Can you provide the Cisco serial # to price the maintenance?

A29. For purposes of MTO #1, remove this item. The attached equipment list has been updated accordingly.

Q30. VTC Maintenance, p. 40 item C40 – The serial # FTT1908004O is terminated and auto de-installed as per Cisco. Can you provide more information if this was replaced with a new device? If so, please provide use the correct serial #.

A30. For purposes of MTO #1, remove this item. The attached equipment list has been updated accordingly.

Q31. What is the staffing mix of the incumbent contract #DOCSB134116CQ0011?

A31. See Q4

Q32. How many FTEs, by labor category, support the incumbent contract

#DOCSB134116CQ0011?

A32. See Q4

Q33. Will the ToC, acronym list and requirements reference matrix be included in the page count?

A33. Yes

Q34. Is there a maximum limit to the number of past performance references provided?

A34. Yes, three (3)

Q35. Are the 2x Mock Task Order responses – 10 pages each – included in the overall 50 page count for the technical response?

A35. No

Q36. MTO 1 – Will the contractor be responsible for any changes to the physical plant (i.e. cables, wiring, power, etc)?

A36. No

Q37. MTO 2 – What level/extent of technical drawings are expected in the response to the design and installation activities in MTO 2?

A37. NIST expects basic signal flow drawings that visually represent the technical approach and support the technical discussion of the proposed design.

Q38. We are aware that the ceiling value of this contract is $7M; what is the anticipated spend on this contract? A38.

Over the past 10 years, NIST has spent on average $800K/yr. on similar multi-year ID/IQ’s between Gaithersburg and Boulder combined. There are some major upgrades

PAGE 8 OF 12 1333ND18RNB100015001

that are needed at this time, but budgeting is challenging to predict. The $7M ceiling has been chosen to ensure that if funds are available, NIST will be able to utilize this contract to meet these upgrade needs.

Q39. According to Deltek analysis, the total spend on incumbent sole source contract #DOCSB134116CQ0011, performed by High Plains Computing, Inc. was $267K over

1.5 years. Given that the incumbent contracts spend was well below its $4M ceiling, what is the Government’s reason for expanding the contract to a $7M ceiling?

A39. See Q38

Q40. As this contract has a $3M higher ceiling than incumbent contract #DOCSB134116CQ0011, is this IDIQ, a consolidation of multiple contracts?

A40. Yes, previously NIST has had separate IDIQ contracts for the Gaithersburg and Boulder campuses. This contract will provide for both campuses.

Q41. What is the Government’s reason for soliciting this IDIQ as a multiple award contract?

A41. Aside from Federal Acquisition Regulation (FAR) preference, the competitive nature of a multi-award contract will better meet NIST’s interests.

Q42. Please clarify if this requirement is a part of Past Performance requirement for evaluation or is it a qualification requirement for the actual staff of prime and sub-contractor providing these services?:

Solicitation Page #26 Contractor Requirements: The Gaithersburg, MD and Boulder, CO campuses are presently mixed production and presentation environments with equipment and systems that are both analog and digital and SD and HD. The Contractor (both prime and sub-contractors) shall have experience and expertise in the design and installation with these types of mixed environments, the transition to digital and HD, as well as consulting services for these upgrades. The Contractor (both prime and sub-contractors) shall have expertise and manufacturer relationships sufficient to offer technology overviews, system evaluations, upgrade paths and demonstrations of new products and services.

A42. This requirement should be addressed under the technical capability section as outlined on page 22 of the solicitation

Q43. Please confirm if NIST will be evaluating the experience and past performance of the Teaming partners? Looking at the complex Scope of work, we anticipate that teaming arrangements of the complimenting capabilities will provide the best services to

NIST.

A43. Yes

Q44. Price Proposal for the Mock Task Orders: Will the Government confirm that pricing for each Mock task order is not counted as part of the ten (10) page limit for each item?

A44. See Q14

PAGE 9 OF 12 1333ND18RNB100015001

Q45. For systems that can be covered by CISCO, the Contractor shall obtain software support agreements and other parts and supplies agreements with the Original Equipment Manufacturer (OEM) to ensure that all VTC equipment is maintained and operational pursuant to OEM (Cisco) specifications. Will the Government provide a summary of these current agreements?

A45. Currently NIST has a purchase order for this service and that Contractor has agreements in place with Cisco. This is NIST’s expectation for an actual Task Order to be issued post contract award for VTC maintenance and support.

Q46. Cisco Prime Call Support- OEM (Cisco) hardware and software warranty to include all applicable software upgrades. Replacement codecs and cameras shall be provided next business day (NBD) or second business day (2BD), at the latest, for units and parts that require replacement. What is the current status of this service today?

A46. NIST presently has a purchase order for this service

Q47. Offerors must have the financial capacity (e.g., the ability to make up-front payment to CISCO for NIST’s annual VTC maintenance, without advance payment from NIST), working capital and other resources to perform the work under any resultant ID/IQ contract. When can Contractors invoice the government for prepaid items (Cisco Prime Call Support, etc.)? A47. To be negotiated on a Task Order basis; but, historically, invoiced monthly, in arrears
