Combined Synopsis/Solicitation Attachment I – Specifications

I. BACKGROUND

The National Fire Research Laboratory (NFRL) at the National Institute of Standards and Technology (NIST) provides the capability to test full-scale building structures under hydraulically applied loads and realistic fire conditions. The facility is a unique National resource for large-scale structural-fire tests to validate computational models used to predict building performance in fire. The facility allows researchers to study the response of the full structure to fire, rather than the response of individual building elements or subassemblies as is the case in current practice. Research conducted in this facility will help to provide the technical basis for improvements to codes, standards, and design of building structures for fire.

II. PURPOSE

The purpose of this acquisition is for the fabrication of structural steel Beams and Girders to be delivered to the NFRL located at NIST in Gaithersburg, MD. These components (members) will provide the framework for a two story multi-bay steel-framed structural assembly, for an upcoming test series in which the structural performance of concrete-steel composite floors on steel-framed structural assemblies under fire loading conditions will be studied. NIST will provide design drawings for the components.

Fabrication tolerances on the specified dimensions are critical to ensure compatibility with the existing components, and to ensure that the system can be assembled together as required.

III. SPECIFIC REQUIREMENTS

All structural steel members shall be fabricated in accordance with the following standards:

• American Institute of Steel Construction (AISC) Specification for Structural Steel Buildings

(ANSI/AISC 360-16)

• American Society for Testing and Materials (ASTM) Standard Specification for General Requirements for Rolled Structural Steel Bars, Plates, Shapes, Sheet Piling (ASTM A6-17a)

Components and Detailed Requirements

The drawings are attached in NFRLSteelFraminng_Beams_and_Girders_AppendixA.pdf. The drawings provide details on the sections, dimensions, and other technical information for each member. The members total thirty-nine W-section beams and girders. There are eight total types, varying in length from roughly 12 ft to 29 ft, and varying in quantities between 2 and 12 of each type. Table 3 summarizes the quantities and lengths of each type of the beams and girders.

Summary of quantities and lengths of required beams and girders Item Member Drawing No. Length (L) Quantity

Beam 1 W16x31 (Uncoped) A1 28' 10-1/8" 4 Beam 2 W16x31 (coped at top) A2 29' 9-15/16" 3 Beam 3 W14x22 (Uncoped) A3 12' 10-1/8" 12 Beam 4 W14x22 (coped at top) A4 13' 10-11/16" 6 Beam 5 W18x35 (Uncoped) A5 18' 10-13/16" 2 Beam 6 W18x35 (Uncoped) A6 12' 10-13/16" 4 Beam 7 W16x26 (Uncoped) A7 18' 10-13/16" 4 Beam 8 W16x26(Uncoped) A8 12' 10-13/16" 4

Attachment I – Specifications

Performance Requirements

All structural steel members must be cleaned by removing all loose mill scale, loose rust, loose paint, and other loose detrimental foreign matter.

Design Standards: Comply with the AISC Code of Standard Practice for Steel Buildings and Bridges (COSP), which sets forth criteria for the trade practices involved in steel buildings, bridges and other structures.

Quality-Control: Comply with 2016 AISC Code of Standard Practice for Steel Buildings and Bridges

(COSP).

Materials – Rolled Structural Shapes: (wide-flange sections (W, WT)): ASTM A992 (Grade 50)

Fabrication Tolerances

This project requires exacting fabrication tolerances. Fabricate members, so each finished member shall comply with the tolerances specified in the relevant ASTM specification for component dimensions, center-locations and diameters of holes, dimensions of cutouts, and, flatness, planeness, and rightness.

IV. DELIVERY

The Contractor shall coordinate with the NIST POC for delivery of the members to the NFRL at NIST, Gaithersburg. Delivery terms shall be FOB DESTINATION. The NFRL is directly accessible through a rollup door. NIST staff will unload the members from the delivery truck(s) inside the NFRL using the overhead crane and/or forklift(s). The Contractor shall comply with the following requirements for Handling, Storage, and Delivery of the system.

The Contractor shall submit material certificates (Material Test Report (MTR)/ Mill Test Report): Signed by manufacturers certifying that for any of the following items, the chemical analysis and mechanical properties are in conformance with the specified specification requirements.

• Structural steel shapes, such as rolled wide-flange sections, channel sections, and hollow structural sections.

• Structural steel plate materials.

The Contractor shall deliver all items and deliverables (i.e. components and material certificates) no later than 60-days after award.

V. INSPECTION AND ACCEPTANCE CRITERIA

NIST staff will inspect each delivered component for acceptance. Components that do not comply with the standards listed herein, or that do not meet the tolerances specified herein, are unacceptable.

Additional requirements for inspection, evaluation, and acceptance are as follows:

• Upon delivery, NIST staff will inspect each component for damage sustained during transportation. An item is unacceptable when damage or deficiencies are identified that cannot be resolved through repairs and that would prevent it from performing as required. The Contractor shall replace unacceptable components with new components that comply with the requirements.

Attachment I – Specifications

• Inspection of whether the fabrication tolerances are adequate for each component to perform as required will be conducted in accordance with the Inspection of Fabrication Tolerances section below.

o Grinding of certain steel components by the Contractor may be permitted by NIST to meet certain fabrication tolerances on overall length or thickness, provided that the extent of grinding is approved by NIST and will not impair the structural adequacy, serviceability and durability of the component.

Inspection of Fabrication Tolerances

To inspect whether the fabrication tolerances are adequate for the components to perform as intended, two different sets of procedures will be employed wherever applicable

Measurement of Dimensions, Flatness, and Levelness

Selected critical measurements of the components will be taken as specified in the following. Deviations in these measurements that exceed the fabrication tolerances specified in are unacceptable. Certain unacceptable deviations may be corrected by grinding, but only provided that the extent of grinding is approved by NIST and will not impair the structural adequacy, serviceability and durability of the component.

• Length, Width, Height, Hole Diameter: The length, width, height, and other relevant dimensions, may be measured at up any location for any component. Dimensions may be measured using a tape measure, Vernier caliper, laser, or any other measurement device of NIST’s choosing, provided that the accuracy of the measurement device exceeds the specified tolerances.

• Center-to-Center Spacing between Through- and Threaded-Holes: Center-to-center spacings between through- and threaded-holes may be measured using a tape measure, Vernier caliper, laser, or any other measurement device of NIST’s choosing, provided that the accuracy of the measurement device exceeds the specified tolerances.

• Flatness, Planeness, Rightness: The maximum deviation from flatness, planeness, or rightness of welded assemblies may be measured using a tape measure, Vernier caliper, laser, carpenters square, protractor, inclinometer, or any other measurement device of NIST’s choosing, provided that the accuracy of the measurement device exceeds the specified tolerances.
