About this file

This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for a waste pump service for the NOAA Ship Oscar E. Sette at Naval Base Guam. The document identifies UEG Inc. dba Unitek Environmental Guam (a small business) as the sole source provider, with the sole rationale being their direct access to Naval Base Guam and status as the only provider through a contracted Naval Company. The requirement involves pumping off approximately 4,000 gallons of oily waste and water from the NOAA ship, with the service being issued due to 7600B delays. The document notes that if any other vendors can provide these services and meet solicitation requirements, their quote shall be considered, suggesting some flexibility in the sole source determination.

The document is signed by LCDR Kristin Sojka as the Technical/Requirements Representative and Christopher Baker as the Contracting Officer, with a determination date of 5/1/2025. The acquisition is associated with ACQR#6104847 N4019223C5300 for Guam BOSC OY4 NOAA Port & Fuel Services, and is part of the Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
