About this file
This is Amendment 0001 to solicitation 1333MK25Q0039, which extends the response deadline to January 31, 2025 at 12:00 PM EST for a total small business set-aside opportunity. The solicitation is for the procurement and installation of a new hydraulic winch system to raise and lower the Forward Mast on the NOAA Ship PISCES, located in Norfolk, VA.
The scope includes providing and installing a PullMaster PL2 winch (or approved equal) with 2,000 lb line pull capacity and a 10-horsepower hydraulic power unit (HPU), along with all necessary foundations, piping, electrical work, and controls. Key requirements include ABS-certified welding, NDT testing of deck penetrations, and commissioning by an OEM technician. The period of performance is March 1, 2025 to April 10, 2025. Technical evaluation criteria emphasize past performance and contractor capabilities over price. Bidders must provide relevant past performance on government/NOAA vessels and detailed specifications for proposed equipment. Quotes must be submitted electronically to james.pritchard@noaa.gov and include detailed cost breakdowns, liability insurance, and three similar job references.
