About this file

This statement of need requests funding for hotel accommodations in support of the Marine Operations-Data And Technology Assembly training event taking place from December 11-21, 2023 in Newport, Oregon. The training will host 26 participants for a total of 320 room nights at the Hallmark Hotel. The purpose of the event is to provide rigorous training to survey technicians on topics including CTD sensors, scientific computing systems, cybersecurity, electronics training, oceanographic data collection tools, and data quality management. Originally each participant was required to pay for their own lodging and seek reimbursement later, but this request seeks direct payment for accommodations to remove the financial burden from participants and alleviate issues with reimbursement processing timelines. The point of contact is Katie Watkins-Brandt at NOAA, with lodging to be provided at the listed address for the Hallmark Hotel in Newport, Oregon.

STATEMENT OF NEED

Purchase Request Number: XXXX

Hallmark Hotel Accommodations for the Marine Operations- Data And Technology Assembly

(MO-DATA)

PURPOSE:

The Marine Operations – Data And Technology Assembly (MO-DATA) is the annual Survey Technician training event and is being hosted in Newport, OR from December 11th to December 21st, 2023. This event is crucial in the training and development of our primary data stewards, the Survey Technicians, and includes a rigorous training schedule with the sessions listed under technical specifications. Well in advance of the meeting, the Hallmark Hotel was chosen as the hotel for accommodations based on the pricing, availability, and location and a block of rooms was reserved at the government rate. Initially, each Survey Technician was asked to provide payment for the duration of their stay and claim reimbursement. Due to the concern with the delay in voucher repayments, many Survey Technicians and XO’s from ships have reached out suggesting we look into alternate methods to pay for accommodations and remove the financial burden on the Survey Technicians to pay for their own accommodations and later be reimbursed.

This is a request to cover the cost of the accommodations to relieve this burden, remove the need to reimburse the survey technicians at a later date and further remove the burden on an already backlogged voucher reimbursement system.
