COVID-19 Repair Period Shipboard Requirements

PAGE 27 OF 54 1333MK21QNMAN0004

COVID-19 REPAIR PERIOD SHIPBOARD REQUIREMENTS

BLUF: Daily Symptom Screening, Tracking, and Accountability is the responsibility of the ships. Contractors or others that are not in compliance shall be asked to leave the ship.

ALL PERSONNEL ABOARD A NOAA VESSEL ARE REQUIRED TO:

● Anyone can stop work and notify supervisors for anything outside of these parameters.

● Cover their mouth and nose with a cloth face mask (at least two layers of tightly woven cotton at all times).

● Social distance of at least 6 feet when possible.

● Participate in a daily screening prior to working, supported by the ship and/or shipyard/maintenance contractor.

● Stay home if any symptoms are present. Should symptoms develop while at work, notify your supervisor and leave the ship for home or medical care.

CREW MEMBERS, SHORE BASED SUPPORT STAFF, ELECTRONICS TECHNICIANS:

The NOAA MHS COVID-19 Reporting Risk Assessment (RRA) is required when reporting to the ship if it has been more than 5 days since the last screening. Shelter in Place (SIP) is only required based on the answer to question 5 of the RRA regarding participation in the CDC identified high risk activities. Once daily screening has commenced, the high risk activities are highly discouraged, but not prohibited. Shipmates are encouraged to avoid these activities to decrease the likelihood of COVID-19 exposure while continuing to wear masks, social distance, etc. while out).

For urgent matters where crewmembers, shore based support staff and ETs are unable to complete 5 days of SIP, they will be required to wear an N95 mask but are to revert back to a SIP for the remainder of the 5 days when the task is complete. This must be approved per protocols (CO ship, CO MOC, Director, MO and Director, Health Services).

CONTRACTORS:

All contractors (or inspectors) are recommended but not required to SIP prior to coming aboard the ship. In lieu of SIP, daily contractors (i.e. yard workers and their subcontractors) shall be pre-screened as part of that company’s COVID-19 protocols that meet or exceed MO guidance as agreed to in the contract pre-meeting. For contractors brought in to specifically address NOAA ship repairs that are not a part of a shipyard/maintenance contractor’s pre-approved COVID-19 screening program (i.e. Kongsberg, Caterpillar, etc.), an N95 mask may be worn for the first five days in lieu of a SIP period. Marine Health Services makes the determination, based on RRA responses, for SIP/N95 mask requirements. All contractors must be screened daily using questions that meet or exceed those in our daily screening requirements before permission to board is granted. A daily log shall track those entering the ship in case a positive case or symptomatic case arises, either by using our tracker and/or by the yard worker’s pre-approved screening program.

TRAVEL COSTSrevised

PAGE 28 OF 54 1333MK21QNMAN0004

TRAVEL COSTS

Travel and subsistence expenses incurred, if required, in the direct performance of this contract shall be reimbursed in accordance with the contractor’s established policy, subject to the limitations set forth herein, pursuant to the Federal Acquisition Regulation (FAR) 31.205-46 (or 31.3), establishing the Federal Travel Regulations (FTR) procedures.

Travel shall not be reimbursed in excess of the cost of first class rail or of the lowest customary standard, coach or equivalent airfare offered during normal business hours, except where the contractor certifies as to unavailability of accommodations, or necessity to travel during other than normal business hours based solely on the Government’s requirement for performance.

Subsistence for lodging, meals and incidental expenses shall be reimbursed based on actual costs incurred only to the extent that they do not exceed on a daily basis, the maximum per diem rates in effect at the time of travel as set forth in the Federal Travel Regulations.

In the event that the Contractor cannot negotiate a lodging rate at or below the FTR rate, the Contractor shall submit a request for payment of actual lodging costs to the Contracting Officer for approval prior to incurring any charges for lodging.

For any employee, routine daily commuting time (less than 50 miles one-way from their place of employment or residence) to and from the work site is not an allowable charge under this order.

SUBMISSION OF INVOICES: Invoices shall be submitted to the POC, and the Contracting Officer.

1. Agency and contracting activity.

Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch

2. Description of supplies or services required to meet agency needs

Services are required of authorized MTU diesel engine technicians to service and repair the No. 2 Diesel Generator set on board the NOAA Ship Thomas Jefferson per statement of work.

Period of Performance: 01/02/2021 to 02/12/2021 Place of Performance: NOAA Ship THOMAS JEFFERSON’s home port located in Norfolk, VA

3. Identification of the BrandName to be solicited.

An authorized Certified Technician by the OEM of MTU/ Rolls –Royce Solution to work on Detroit Diesel Generator Engines

4. Authority cited and supporting rationale. Only one source is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

The Ship Service Diesel Generator Engines on NOAA Ship Thomas Jefferson are brand name MTU. All work on the engines requires technicians certified to service these engines because of proprietary knowledge and information.

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

The generator engines require servicing and only OEM’s parts can be used in the repair.

MTU and their partners factory authorized contractors are the only contractors that have access to the Detroit Diesel Generator Engines worldwide network of parts. Many of the engine components are remanufactured by the MTU. It is critical that these and all parts are MTU certified parts to ensure the quality standards are met for remanufactured parts, and to also ensure any warranty work from the engine repairs is enforceable.NM-
