About this file

This is a Questions and Answers document for solicitation 1333MJ25Q0006, regarding the procurement of Lithium Battery Packs for NOAA's mooring systems. The Q&A addresses technical specifications and submission requirements, clarifying that battery packs should be heat shrunk with accessible diodes for testing (though not protruding), and includes references to diagrams and pictures provided in Amendments 0001 and 0002. The document confirms that quotes and specification sheets should be submitted via email by 5pm EST/EDT on February 11, 2025. 01/31/2025:

Question:

Do you have any additional diagrams, pictures, or sample to review?

Response:

We do not have additional diagrams. A picture of a sample battery pack is attached with Amendment 0002.

Question:

Is this pack in heat shrink? If so is there any specification as to the material?

Response:

Pack should be heat shrunk. We do not have a specification for the material but use what is acceptable for a battery pack.

Question:

There is also a note that Diodes must be accessible for testing. How exposed to these parts need to be?

Response:

Diodes should not protrude from the pack but the anode side of the diode should be electrically accessible. (in the picture of the sample battery, there are cutouts in the top of the pack that allow access to the top of the cell connected to the diode, this is also acceptable)

01/30/2025 Question:

Can we get more details on the GPS buoy system to ensure compatibility?

Response:

The Statement of Need has been updated to include the Buoy block diagram and buoy picture in Amendment 0001.

Question:

How should we submit the quote? Is email fine, or is there a specific format or portal we need to use?

Response:

Please submit the quote, specification sheet via email by 5pm EST/EDT on 02/11/2025.

Question:

I am wondering if you have pictures, drawings or a data sheet for this battery pack?

Response:

The Statement of Need has been updated to include the Buoy block diagram and buoy picture. Please check the Statement of Need_0001 on the solicitation updated 01/30/2025 in SAM.gov for more details on the Buoy. A picture of a sample battery pack is attached with Amendment 0002.
