About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 142040-26-0049 regarding the procurement of raised floor tiles for WFO Glasgow.
The solicitation seeks actual raised floor tiles that integrate into the existing floor system, not floor covering that sits on top of panels. The original delivery requirement of 60 days from date of award has been revised to 90 days to accommodate current industry lead times of 10-12 weeks, which the government deemed acceptable. Interested parties raised concerns about specification clarity, noting that the original requirements mixed characteristics of carpet tiles and hard surface flooring. The specification references "smooth, moppable surface" and "ESD compliance" (typically associated with vinyl, rubber, or access floor coverings) alongside "CRI Green Label Plus certified" (a carpet and carpet cushion certification). In response, the government provided photographs of the existing understructure, including stringers, struts, and tiles. The images show TATE brand raised floor tiles (model HPL1222Z, variant ST22) with a carpeted surface visible from the top and a cork or composite core material visible in cross-section. The existing tiles are manufactured in the USA and include stringer hardware for assembly. The government referenced these photographs as clarification regarding the material type required, though the Q&A does not provide explicit written specification of whether ESD carpet, ESD vinyl, or ESD rubber tiles are required—instead directing respondents to interpret the existing product from the provided images.

The following questions and or clarifications requests were received from various interested parties. All questions and clarifications have been consolidated. Questions are denoted by “Q” and the response is denoted by “R.”
Q1: Is this for the actual tiles that go into the system or the floor covering that goes over top the panels?
R1: Actual tiles that go into the system.
Q2: Delivery within 60 days from date of award: current lead time as of August 6, 2026, is 10 – 12 weeks. Is this acceptable?
R2: Yes. The period of performance will be revised to 90 days from date of award
Q3: May I get pictures of the current understructure of the floor, focusing on the stringers and struts and existing tiles (top, sides (if any model numbers) and bottom)?
A concern for this feature: CRI Green Label Plus certified The specification you posted mixes characteristics of carpet tile and hard surface flooring:
● "Smooth, moppable surface" and "ESD compliance" typically describe vinyl, rubber, or access floor coverings.
● "CRI Green Label Plus" is primarily a carpet and carpet cushion certification.
R3: Here are pictures of what is existing.
