About this file
This is a Questions and Answers document for solicitation 1333MG-25-Q-0036 regarding Pipette and Balance Services for NOAA's Hollings Marine Laboratory. The document clarifies requirements for calibration services of 44 balances (21 analytical and 23 top-loaders) and multi-channel pipettes (31 8-channel and 5 12-channel units).
Key details include: contractors must provide their own precision balance equipment; MC Standard Service is required for multi-channels with single random channel measurement; Level 1 Non-ISO service with Pass/Fail reporting is specified; balances have maximum weight capacity of 50 kg; Non-ISO Service with "As Left" data reports is required; calibration is needed once during the performance period (February 14, 2025 – February 13, 2026) scheduled for November 2025; high/low readings are required per pipette without "As Found/As Left" data; no specific ISO standards compliance is required. The document provides detailed specifications for 44 different balance models from manufacturers including Mettler Toledo, Sartorius, Ohaus, Denver Instrument, and others, with capacities ranging from 31g to 50kg and varying readability levels.

1333MG-25-Q-0036 - Questions and Answers
1. Is there a precision balance on-site that we would be able to use for the pipettes? No, Contractors shall provide their own.
2. For the 44 balances, are they analytical or non-analytical? Mixture of analytical (21) and top- loaders (23)
3. For any multi-channels, could you please break them out by the number of channels (6 channels, 8 channels, 12 channels, etc.)? 8 channel (31), 12 channel (5)
4. For the multi-channels, would you like MC Standard or MC Premium Service? Standard
a. MC Standard Service: An inter-channel performance verification procedure to ensure each channel is functioning properly and equivalent across channels.
Next, measurement data is reported from a single random channel.
b. MC Premium Service: Data is reported from every channel.
5. What level of service do you need for the pipettes? I have attached the levels of service our contractor can provide.
Level 1 Non-ISO service. PM/CAL with Pass/Fail - Academic, Educational, and R&D requirements
Level 2 Non-ISO service. PM/CAL with “As Left” data reports. 4 readings - Pharmaceutical, Research, Clinical requirements
Level 3 ISO 17025 service. PM/CAL with “As Found” and “As Left” data reports. 4 AF and 4 AL readings - Hospital labs, clinical labs to meet their requirements from CLIA and/or CAPP
Level 4 ISO 17025 service. PM/CAL with “As Found” and “As Left” data reports. 4 AF and 10 AL readings - GLP/GMP Pharmaceutical and Biotechnology Laboratories under FDA Audit
Level 5 ISO 10725 & ISO 8655 service. PM/CAL with “As Found” and “As Left” data reports. 10 AF and 10 AL readings. ISO 8655 tolerances only - Quality Control Laboratories. Meets all ISO:8655 requirements.
6. Could you please provide the max weight capacities for the balances? 50 kg
7. For your balances, which service option do you need?
1. ISO Service which includes preventative maintenance and calibration with “As
Found/As Left” data reports.
2. Non-ISO Service which includes preventative maintenance and calibration with
“As Left” data reports.
8. Would it be possible to provide a sample calibration certificate or guidance on the required format? No. the certification is typically a sticker that they put on the pipette or balance stating that it was calibrated (with name, date of service, name of vendor, etc.)
9. Does the lab require As Found / As Left data, and how many readings per pipette should be included (e.g., high/mid/low readings vs. only high/low readings)? No requirement for “As Found/As Left”. Provide high/low readings per pipette.
10. Could you kindly provide insight on the following:
a. Calibration Expiry Dates:
o When are the current pipettes and balances due for calibration? November
b. Calibration Frequency:
o Will calibration be required once or multiple times throughout the Period of Performance (February 14, 2025 – February 13, 2026)? Once o When is the first visit scheduled for? November 2025
c. ISO Standards & Compliance Requirements:
o Are there any specific ISO standards that the calibration service provider must comply with? (e.g., ISO 8655 for pipettes, ISO/IEC 17025 for calibration labs) No ISO standards required.
11. Could you please provide the manufacturer, make/model, and capacity of the balances
