About this file
This is a Questions and Answers document for federal contract opportunity 1333MF26Q0105 (23-488) for fire control monitoring and inspection services issued by NOAA.
The contract scope encompasses fire alarm system monitoring and inspection services across multiple NOAA buildings (301, 302, 303, 305, 306, 307, and MA), along with new fire alarm installations for the Boat Barn, Turtle Barn, Wet Lab, and Turtle Hospital. Existing infrastructure includes seven fire alarm control panels using Honeywell SK-5208 and MS-9050UD models with varying quantities of smoke detectors (2-11 per building), pull stations (2-8 per building), and notification appliances. The contract requires inspection and servicing of 35 portable ABC fire extinguishers (models A411 and B456) across multiple locations, maintenance of backflow prevention devices with detailed inventory provided, and replacement of all sealed lead acid batteries (14 total units across buildings) upon contract award. The contractor must also install new fire alarm systems in four additional facilities with specified preliminary device quantities. A mandatory site visit is scheduled for Tuesday, September 8, 2026, at 10:00 AM CST at Building 307, requiring advance confirmation with Michael.Cordova@noaa.gov. Prospective attendees may not pose questions during the visit but must submit inquiries to Contracting Officer Suzanne.Johnston@noaa.gov by 10:00 AM CST on September 9, 2026. The document clarifies that technicians performing on-site work must possess required certifications and qualifications regardless of employment status (prime contractor or subcontractor), though prime contractors not physically present do not require such certifications if qualified subcontractors perform the work. Corrective repairs and replacement parts identified during inspections are included in the firm-fixed-price CLINs and must be bid accordingly.
