About this file

This document is an Amendment #01 Questions and Answers (Q&A) for Request for Quote (RFQ) 1333MF25Q0031 for Field Tents and Flies for Remote Field Camps issued by NOAA. The Q&A covers 14 detailed questions from potential vendors regarding tent specifications, including internal frame configurations, sewn-in floor requirements, window and grommet placements, fly colors, zipper types, pole materials, packaging constraints, and sizing tolerances. Key responses indicate flexibility in tent dimensions, a preference for galvanized steel poles, white fly color, and strict requirements for sealed floor-to-wall connections to prevent wildlife and insect entry.

The solicitation is a Small Business Set-Aside with a NAICS code of 314910, seeking 5 tents and 2 flies to be delivered by 12/31/2025 to Honolulu, HI. The incumbent contract is 1305M323PNFFT0422. Vendors must submit electronic quotes via email by 5:00 PM EST on July 2, 2025, with evaluation based on specification sheets, pricing, and ability to meet the delivery date. The government intends to award a low-priced, technically acceptable firm fixed-price purchase order on an all-or-none basis with Net 30 payment terms.

RFQ 1333MF25Q0031

Amendment #01

Questions and Answers

Q1: My question is how you plan on putting up a tent with that has a sewn in floor that has an internal frame? There’s no way to set the frame up and drape the tent over the internal frame if the tent has a sewn in floor. One last question; what color preference would you prefer for the flies?

A: We have had internal frame tents in the past with sewn in floors where the frame can be constructed inside the tent. If this is possible with your tents, then please include instructions. Our preferred fly color is white but other colors will be considered.

Q2: Drawings & Specs: Are any reference drawings, technical diagrams, or photos available for the tents and flies outlined in the Statement of Need (e.g., flap locations, window positions, pass-throughs for cables)? These would help ensure our design fully aligns with your operational requirements.

A: We don't have any diagrams available aside from what is in the SON. We will consider any designs that fit the SON requirements.

Q3: Grommet Placement on Flies: For the large and small flies, can you clarify: Are the interior grommets meant for center-line support? Should they align with the tent frame or follow a specific pattern?

A: The internal grommets are in the SON because we need them for some existing tents (but not others) grommet placement will be discussed after award.

Q4: Propane/Solar Pass-Through Ports: Can you confirm whether the three 3" hemmed slits on the large tent should be placed on specific walls or evenly distributed?

A: Hemmed slits should be at least 1 foot off the ground and preferred placement in a rectangular tent is on the back wall 1 foot from the left and right corner. Specifics can be further discussed after award.

Q5: Window Configuration on Small Tents: The minimum requirement is three windows. Would a fourth window (one on each wall) be acceptable or preferred?

A: Three windows were specified because the 4th wall is assumed to have the door. Designed with a 4th wall will be considered.

Q6: Zipper Type: You've specified #10 YKK or similar. Would YKK #10 coil zippers (non-metal) be acceptable, or is metal preferred due to durability?

A: Any #10 YKK or similar will be considered.

Q7: Poles and Frames: If we exclude tent poles from the quote, are there specific specs you prefer for the dimensions/materials of poles so they can be fabricated locally? Should we assume aluminum, steel, or another material?

A: If poles are not included in the quote, we would like the measurements for the poles to be made locally. We are not looking for specific specs for the poles, except that they fit the tent that is quoted.

We prefer galvanized steel as a pole material.

Q8: Packaging Constraints: Should we assume that each tent + accessories must individually fit in a 48"x44"x30" pallet tub? Or is that the max for any single container, with other items transported separately?

A: The containers we use to transport all gear are the pallet tubs described. Poles can be transported separately but all soft components must be able to fit in that size container.

Q9: Inspection/Quarantine Timeline: You mentioned a need for lead time for inspection, packing, and quarantine. Is there a deadline for delivery to your facility in advance of the 12/31/2025 due date?

A: Deadline for delivery is 12/31/2025. This gives us enough lead time prior to deployment for inspection, packing, and quarantine.

Q10: Please confirm whether a tent model equivalent to the Denver Tent Co. Colorado Lodge Tent is acceptable as a baseline, or if NOAA has an in-house preferred model currently in use.

A: We will consider any tent model that fits the requirements of the SON.

Q11: Is there an incumbent for this contract? If so, what is the contract number and value?

A: 1305M323PNFFT0422

Q12: Questions from the manufacturing company: We don’t manufacture the exact sizes specified.

For example, they ask for a 10’x15’ with a 7’ peak height. Our standard size would be 10’x14’ with a 5’ sidewall and an 8’11” peak height. Can they work within our standard sizes or do they have to be exact? Same question on the 9’x9’ with a 7’ peak height. Our sizes would be 8’x10’ with a 7’11” peak height. We can build custom sizes if the sizing is a must, but I wanted to at least share our base sizes for your review.

A: The SON states that we will consider similar sizes (if other required specs are met). The dimensions this vendor mentions should work for our purposes.

Q13: I see they only want 2 fly’s and 5 tents. For maximum protection from the elements, I would suggest a top fly with each tent. Our standard fly’s will run front to back on the tents and have 18” of side/eave overhang. I also notice the top fly’s do not match the sizes of the tents. Are the 2 fly’s listed for a different use?

A: We have existing flies that do not need replacement at this time for the other tents.

Q14: We do offer a lay in style floor, but do not suggest a sewn in floor as it is very difficult to set up with our internal frame. All our wall tent style tents do come with 12” of base sod cloth to fold in under the internal frame to help seal out the eliminates. Then you can lay in the floor separately.

A: We require that the floor and wall connection be completely sealed and connected to keep out all wildlife, including small insects.
