STATEMENT OF NEED
Field Tents and Flies – Hawaiian Monk Seal Research Program 2025
PURPOSE:
Purchase of tents and associated flies and equipment for remote field camps
SCOPE OR MISSION:
The Hawaiian monk seal research program (HMSRP) and Marine Turtle Biology & Assessment Program (MTBAP) require the replacement of wall tents and flies for remote field camps in the Northwestern Hawaiian Islands (NWHI). These tents are necessary to provide shelter during summer field seasons for up to five months.
BACKGROUND:
Robust canvas wall tents are necessary to withstand high wind and weather events as well as provide safe and comfortable working and living space to field staff in remote NWHI field camps. Vinyl rain flies are necessary to provide an extra waterproof layer of protection from rain. Specific sizes are important to have sufficient space to live, work, and shelter from the elements while having minimal impact to the environment. Tents, flies, and poles are transported to the field sites by ship and small boat so size of package prior to set up is important (see requirements below).
The expected lifespan of these field tents is 8-10 years. Additionally, field tents are being transitioned from an external frame design, to internal frame tents which are more robust and durable in the weather at the remote field sites. The table below shows the total quantity of tents and flies needed to fully change to internal frame tents and a descoped quantity (in green) that are required to be purchased in 2025 in preparation for the 2026 field season for tents and flies that must be replaced immediately based on this lifespan and observed unrepairable damage on the existing tents.
Because of the robust biosecurity requirements at the field sites, there must be sufficient lead time prior to deployment for proper inspection, packing, and quarantine requirements.
Summary of tent needs at NWHI field camps required for purchase in 2025:
TECHNICAL SPECIFICATIONS: Tents must include the following features in order to provide appropriate conditions to field staff, maximize safety of wildlife, and minimize impact to the environment.

b. Tent must be able to withstand typical NWHI weather including consistent rain and winds up to 40kts.
c. Tent must have adequate ventilation and be made of appropriate materials to maintain comfortable internal temperatures (<80°F) with 70-100°F external temperatures.

(ii) Examples. (A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. (B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
