Section III - Description/Specifications
STATEMENT OF NEED
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries SEFSC/Marine Mammal & Turtle Division Compact ultracold freezer (-80°C), CO2 backup and monitoring
PURPOSE:
An ultracold compact freezer is needed to store genetic samples at -80°C at the leased laboratory at the South Louisiana Community College in Crowley, LA. A freezer is not currently available at this space and needed to conduct genomics research. The freezer must have a CO2 backup system already installed and a remote temperature monitoring system is needed for this freezer.
SCOPE OR MISSION:
Laboratory space has been leased for at least 2 years at the South Louisiana Community College to provide a location for researchers to conduct work while the current genomics laboratory is being renovated. Freezers for sample storage are not available for use at the leased space and a compact ultracold freezer is needed to store genetic samples at -80°C in order for the Marine Mammal and Turtle Division to be able to conduct crucial genomics experiments and data analyses.
BACKGROUND:
The Marine Mammal and Turtle Division genomics laboratory is leasing space at the South Louisiana Community College for at least 2 years to conduct research while the University of Louisiana at Lafayette building that currently houses the genomics laboratory is being renovated. An ultracold freezer is needed at the leased space to conduct work and for temporary storage. The ultracold freezer currently at the University building can not be moved to the leased space because those freezers need to be on generator back-up power for long-term storage of sensitive genetic samples and back-up power is not available in the leased space. Since a generator is not available at the leased space, this purchase must include a CO2 backup system installed in the freezer and a remote temperature monitoring system.
TECHNICAL SPECIFICATIONS:
¿ Ultracold freezer with temperature range of -50°C to -86°C ¿ Compact, can fit under counter ¿ 3.6 cubic feet ¿ Dimensions: smaller than 36”W x 23” D x 33” H ¿ Power supply: 115 V, 5-15P plug ¿ Factory installed CO2 injection system for back-up ¿ Audible freezer alarms: High/Low temp, power fail, battery low, filter clean, fault ¿ Remote monitoring system to detect temperature fluctuations in two freezers with yearly subscription ¿ One shelf and 6 freezer racks for sample box storage ¿ Warranty for 1 year plus continued maintenance and servicing for up to four additional option years.
¿ Maintenance and servicing shall include all parts and labor to maintain the unit in proper working condition. Freezer shall not be offline for more than 48 hours at any one time. Under normal circumstances, the contractor will have personnel onsite to begin diagnostics within 24 hours of notification to start diagnosis and repairs to the freezer. Government will be notified if repairs cannot be completed within 48 hours and given a plan for repair completion. In cases of emergencies (such as but not including; imminent danger to sample viability or extensive damage to equipment), the contractor will have personnel onsite to begin diagnostics within 2 hours of emergency notification.
¿ Option for annual preventative maintenance including: inspection and cleaning of vent and air filter; check of installation environment, electronic display and wiring, temperature sensor and alarm, temperature monitoring system, CO2 backup system, inner doors/lids/alignments, compressor, cooling fan and insulation
SPECIAL REQUIREMENTS:
Purchase must include a CO2 backup system installed in the freezer and a remote temperature monitoring system.
DELIVERY SCHEDULE:
Base: Freezer shall be delivered within 60 days after receipt of order Option Year 1 maintenance and service: One year following receipt of unit and acceptance Option Year 2 continued maintenance and service following option year 1 Option Year 3 continued maintenance and service following option year 2 Option Year 4 continued maintenance and service following option year 3
DELIVERY LOCATION: 1933 W. Hutchinson Ave, Crowley, LA 70526, PROJECT LEAD: Identified at time of contract award.
EVALUATION CRITERIA: This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted match the specified requirement of the RFQ. Failure to include all required items in the quote will render the quote ineligible for award. The criteria listed are all of equal value and will be evaluated on the basis of pass or fail. Please ensure to include details about what is being offered as just providing a price does not give enough information to deem technically acceptable or not.
1. The quote shall meet the Technical Specifications identified in the Statement of Need.
