STATEMENT OF WORK
National Oceanic and Atmospheric Administration (NOAA)
NOAA FISHERIES
Southeast Fisheries Science Center/Population and Ecology Monitoring Division
Research Vessel Charter St. Thomas and St. John, USVI
I. Background/Overview:
The Population and Ecology Monitoring Division has a funded MSA Program research project that requires completion of randomized island-wide dive surveys of queen conch populations in multiple locations around the islands of St. Thomas and St. John, U.S. Virgin Islands. In order to successfully complete this project, as many sites as possible need to be visually surveyed to provide a robust sample size which will generate an extensive data set of queen conch morphometrics. We plan to survey conch populations at numerous sites around St. Thomas and St. John during an upcoming field expedition from June 19 – July 2, 2023. To facilitate efficient completion of surveys NOAA Fisheries requires contractor services to include experienced captains with two appropriate vessels consisting of ample deck and storage space for dive/snorkel and scientific equipment.
II. Scope of Work
The contractor shall provide two appropriate vessels meeting NOAA Small Boat Program safety requirements FOUND HERE and licensed captains knowledgeable in navigation of the local area. This will enable NOAA Fisheries PIs and field personnel to focus on locating survey locations and conducting radial surveys as efficiently as possible. The quoted unit price shall include any and all required labor, fuel; appropriate vessel, and equipment required to provide the requested services.
III. Tasks
The contractor shall provide two captains and two small boat vessels that will be utilized to survey conch at specified locations in St. Thomas and St. John, USVI. The boats shall operate simultaneously in close proximity on days required by the government. Specific tasks are as follows:
● Task 1: Ensure vessels meet USCG and NOAA Small Boat Program safety standards. To facilitate thorough and efficient field surveys, the government requires a vessel not to exceed 32 feet in length with ample open deck and storage space for dive/snorkel gear and scientific survey equipment. Each vessel must be outfitted with secure storage space for up to 10 dive tanks and associated buoyancy compensators (BCDs) for four divers.
The vessels’ listed capacity limits must safely accommodate up to six NOAA personnel plus the captain. Both vessels must have adequate deck space for dive teams to doff and don dive gear, safely enter the water over the side, and exit the water using ladders installed on the stern. The vessels must also be capable of entering and potentially anchoring in shallow bay areas around the islands as needed. In some areas the captain must be capable of navigating the vessel through shallow coral reef habitats to access inner areas of the desired study sites. In addition, the captains must be licensed by the USCG and possess considerable knowledge of the local navigable waters of the USVI.
PAGE 6 OF 35 1333MF23QNFFN0034
● Task 2: Fuel vessels before the requested dates and maintain appropriate fuel levels daily.
● Task 3: Captain the vessels to specified locations around St. Thomas and St. John as identified by principal investigators.
IV. Period of Performance: The Base Year will begin Date of Award through 12 months. The 1st survey is expected to occur June 19 – July 2, 2023 with the potential for additional surveys occurring through September 30, 2023. Weather permitting, each boat shall operate for eight hours per day, each day of the scheduled survey period. This also includes operating on weekends.
Option years will begin one day after the previous POP end date or by June 01 and go through 12 months. Date will be determined upon award. Survey work is estimated to be conducted during the following timeframes:
Option Year 2: June 1, 2024 – September 30, 2024 Option Year 3: June 1, 2025 – September 30, 2025

The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:
Technical Evaluation Factors: (adjust per requirement)
Factor 1--TECHNICAL APPROACH. The quotation will be evaluated on how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish the contract requirements. If a quoter has no relevant past performance, the quoter must affirmatively state that it possesses no relevant past performance history. Offerors who fail to either provide past performance information or affirmatively state that they have none, may be considered as non-compliant to the solicitation.
Factor 4-- COST/PRICE. The proposed prices/costs will be evaluated. The cost evaluation will determine whether the proposed costs are realistic, complete, and reasonable in relation to the solicitation requirements. Proposed costs must be entirely compatible with the technical approach.

AA 23-03 Attachment 2 NOAA IPP Implementation Notice
To NOAA Contractors
Subject: NOAA Transition to the Invoice Processing Platform Electronic Invoicing System
Effective October 1, 2023, the National Oceanic and Atmospheric Administration (NOAA) willtransition contractor payment requests to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis (FRSTL). The IPP is available at no cost to commercial vendors and independent contractors doing business with NOAA. The IPP website address is https://www.ipp.gov.
Action to take:
If you are already enrolled in the IPP:
If your company is already registered to use the IPP, you will not be required to re-register. Upon implementation of NOAA’s Business Applications Solution, invoices for the identified contract(s) must be submitted electronically through the IPP system.
If you are NOT already enrolled in the IPP:
If your company is not registered to use the IPP, when NOAA initiates the enrollment process, your point of contact in SAM.gov will receive registration instructions via email from ipp.noreply@mail.eroc.twai.gov. Please add ipp.noreply@mail.eroc.twai.gov to your address book so you do not disregard these instructions or mistake them for spam.
You will receive two emails from the IPP Customer Support:
● The first email will contain an initial administrative IPP User ID.
● The second email will contain a temporary password. Vendors must log in with the temporary password within 30 days.
Contractors can create additional user accounts, including administrators, after initial login. Registration is complete when the initial administrative user logs into the IPP website using the initial administrative IPP User ID and temporary password and accepts the rules of behavior.
Vendor Training
Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website. After logging in to the IPP application, users can access guides with step-by-step instructions for all IPP capabilities, including creating and submitting invoices and setting up email notifications. Monthly live webinars provide a great opportunity to learn system basics and ask the IPP team questions about the application.
Additional Support
For assistance with the application, IPP users can call the IPP Customer Support team at
(866) 973-3131, Monday through Friday from 8:00 a.m. to 6:00 p.m. Eastern Time, or send an email to IPPCustomerSupport@fiscal.treasury.gov. Vendors can also find answers to frequently asked questions on the Vendor FAQ page of the IPP.gov website.
