STATEMENT OF WORK - REVISION 1

PAGE 9 OF 48 1333MF20QNFFM0054

STATEMENT OF WORK – REVISED 1 September 2020 for

Provide Annual Valise Liferaft Inspection/Service and Repair

1.0 Background. The Northeast Fisheries Observer Program (NEFOP), at the Northeast Fisheries Science Center, places observers onboard commercial fishing vessels from Maine to North Carolina. At times, the observer’s presence exceeds the capacity of the installed raft. When that happens, NEFOP issues the observer a valise liferaft. This action has been approved by the United States Coast Guard. Currently NEFOP owns 8 valise liferafts that must be serviced annually.

2.0 General Requirements

2.1 Scope of Work. Non-Personal Service.

The contractor shall annually inspect/service/repack up to six (6), 4 person valise liferafts and up to two (2), 6 person valise liferafts. All rafts have been serviced annually after the second year.

The contractor shall be a USCG approved liferaft service station and authorized to inspect/service/repack valise liferafts.

The contractor shall issue a certificate, and attach a service sticker, for all rafts that successfully pass the inspection.

Although there may be up to 8 inspections per year, the contractor shall only bill the Government per actual inspection completed.

The contractor shall repair any issues pertaining to the safe use and deployment of said valise rafts, either at the time of inspection, or when discovered during use (whichever occurs first).

Billing for said repairs will occur under a different budgetary line, and will need to be identified as such.

LIFERAFT SERVICE PROCEDURES

Documentation:

The contractor shall perform each inspection using an industry standard and approved checklist that is completed for each raft that provides a full documentation of service that is archived and a copy is submitted with invoice. All inspection and servicing should follow USCG requirements as outlined in 46 CFR 160.151-57.

Significant issues will be thoroughly documented on checklist, email to COR, including photographs of damaged items.

Invoices will be emailed directly to COR and a hard copy along with service checklist will be provided to FSB representative when liferaft is picked up from service center.

Service:

PAGE 10 OF 48 1333MF20QNFFM0054

Valise bag is opened and liferaft is removed. Valise bag is inspected for damage and if necessary, may be patched or replaced. Following re-pack, serial number, capacity, and inspection information are clearly re-marked and a new service sticker is affixed to outside of the bag.

Liferaft is inflated with compressed air and all components are inspected inside and out, taking close look at condition of structure, materials, and seams. As needed, items may be repaired or replaced. See itemized list.

A pressure test is conducted for 60 minutes in upper and lower buoyancy chambers, arch chamber and liferaft floor (if applicable). According to standards, additional gas inflation and pressure testing may be conducted base on the rafts age (beginning after 5 years).

CO2 cylinder, painter line/assembly, cylinder operating head, air release valve/mechanism, and hoses are inspected, checking for correct CO2 level and connections. If necessary, CO2 may be refilled, and painter line assembly or release mechanism and hoses may be replaced or repaired.

Liferaft equipment and emergency pack are accounted for and replaced if expired or not in working order. See itemized list.

Communication:

FSB staff will contact liferaft service provider prior to delivering a raft due for service and shall receive an expected date of completion when the liferaft arrives at the service center. Typical time for completion is about a month from delivery date.

Liferaft service provider will contact the COR when inspection and repairs have been completed, if significant concerns regarding a particular raft are identified, or if they expect the service to take longer than original estimate.

REPLACEMENT OF COASTAL PACK AND DITCH KIT ITEMS:

Per this SOW, replacement of expired items found in a Coastal Pack and in Ditch Kits are included in the annual inspection. No additional charges will be invoiced for the Coastal Pack or Ditch Kit contents as specified in the SOW. It does not include any major work/service beyond a normal inspection/repack. See Appendix A Ditch Kits Equipment List and Appendix B Coastal Pack Equipment List, Appendix C Standard Repairs for the detailed contents of each.

MAJOR WORK/SERVICE – ADDITIONAL ITEM REQUIREMENTS (AIRs):

Major work/service beyond a normal inspection/repack will depend on parts required and damage to rafts.

ADDITIONAL ITEM REQUIREMENTS (AIRs): These items related to Growth Work: The Unit Price Column will be used throughout the life of the contract if growth work is added to the scope of the contract [reference Commerce Acquisition Regulation (CAR) clause 1352.271-72]. If AIRs are issued, these items will be awarded at the quantities needed via a contract modification. The work must be identified, quoted, and approved with a modification issued (with agreed upon funding) prior to the commencement of work under this area. Pricing will be identified based on

PAGE 11 OF 48 1333MF20QNFFM0054
