STATEMENT OF WORK
for
Provide Annual Valise Life Raft Inspection/Service and Repair
1.0 Background. The Northeast Fisheries Observer Program (NEFOP), at the Northeast Fisheries Science Center, places Observers onboard commercial fishing vessels from Maine to North Carolina. At times, the observer’s presence exceeds the capacity of the commercial vessel’s installed raft. When that happens, NEFOP issues the observer a valise life raft. This action has been approved by the United States Coast Guard. Currently NEFOP owns 8 valise life rafts that must be serviced annually.
2.0 General Requirements
2.1 Scope of Work. Non-Personal Service.
The contractor shall annually inspect/service/repack up to six (6), 4 person valise life rafts and up to two (2), 6 person valise life rafts. All rafts have been serviced annually after the second year of purchase.
The contractor shall be a USCG approved life raft service station and authorized to inspect/service/repack valise life rafts.
The contractor shall issue a certificate, and attach a service sticker, for all rafts that successfully pass the inspection.
Although there may be up to 8 inspections per year, the contractor shall only bill the Government per actual inspection completed.
The contractor shall make any routine/normal repairs required pertaining to the safe use and deployment of said valise rafts which when approved will be billed to the appropriate contract line item (CLIN). Contractor invoice shall reflect the required repair parts, etc., being billed and submitted for payment.
LIFE RAFT SERVICE PROCEDURES
Documentation:
The contractor shall perform each inspection using an industry standard and approved checklist that is completed for each raft that provides a full documentation of service that is archived and a copy is submitted with invoice. All inspection and servicing should follow USCG requirements as outlined in 46 CFR 160.151-57.
Significant issues will be thoroughly documented on checklist, email to TPOC, including photographs of damaged items.
Invoices will be emailed directly to TPOC and a hard copy along with service checklist will be provided to FSB representative when life raft is picked up from service center.
PAGE 9 OF 41 1333MF20QNFFM0054
Service:
Valise bag is opened and life raft is removed. Valise bag is inspected for damage and if necessary, may be patched or replaced. Following re-pack, serial number, capacity, and inspection information are clearly re-marked and a new service sticker is affixed to outside of the bag.
Life raft is inflated with compressed air and all components are inspected inside and out, taking close look at condition of structure, materials, and seams. As needed, items may be repaired or replaced. See Appendix A & B.
A pressure test is conducted for 60 minutes in upper and lower buoyancy chambers, arch chamber and life raft floor (if applicable). According to standards, additional gas inflation and pressure testing may be conducted base on the rafts age (beginning after 5 years).
CO2 cylinder, painter line/assembly, cylinder operating head, air release valve/mechanism, and hoses are inspected, checking for correct CO2 level and connections. If necessary, CO2 may be refilled, and painter line assembly or release mechanism and hoses may be replaced or repaired.
Life raft equipment and emergency pack are accounted for and replaced if expired or not in working order. See Appendix A & B.
Communication:
FSB staff will contact life raft service provider prior to delivering a raft due for service and shall receive an expected date of completion when the life raft arrives at the service center. Typical time for completion is 30 days from raft delivery date.
Life raft service provider will contact the COR when inspection and repairs have been completed, if significant concerns regarding a particular raft are identified, or if they expect the service to take longer than original estimate.
REPLACEMENT OF COASTAL PACK AND DITCH KIT ITEMS:
Per this SOW, replacement of expired items found in a Coastal Pack and in Ditch Kits are included in the annual inspection. No additional charges will be invoiced for the Coastal Pack or Ditch Kit contents as specified in the SOW. It does not include any major work/service beyond a normal inspection/repack. See Appendix A Ditch Kits Equipment List and Appendix B Coastal Pack Equipment List for the detailed contents of each.
MAJOR WORK/SERVICE:
Contractor shall identify in writing to the TPOC any Major work/service beyond a normal inspection/repack pertaining to the safe use and deployment of said valise rafts that is required for prior approval and appropriate funding prior to work being accomplished.
