RFQ Solicitation No. 1333MF18QNFFP4358

Questions & Responses

Question 1: I understand that I need to fill in total travel cost and my company’s DUNS number in section 11b (page 1), and that a breakdown of travel costs should be included as a separate document. It seems logical that “total firm fixed price” (11f) should also be based on a breakdown of labor costs by task and associated deliverables as outlined in the statement of work. So I would include a separate budget document that outlines travel costs and labor costs, then providing a sub-total for travel (11b) and, together, a total firm-fixed price (11f). Please confirm this is an accurate understanding of what is being asked by the RFQ. I further understand that I need to fill out my basic information in sections 12, 13, 14 and 15 on page 1 of the request for quotation.

Response 1: A breakdown of the labor cost is not required, everything else mentioned is correct; you are welcome to submit your labor cost along with your quote response, but it is not required. On page 1, sections 13, 14, 15, and 16 will need to be completed.

Question 2: This is a request for quotation (RFQ) and not a request for proposal (RFP). Yet in page 8 section I the solicitation says, “this announcement constitutes the only solicitation;

proposals [emphasis mine] are being requested and a written solicitation will not be issued.” The solicitation provides further directive on what is being requested in section 52.212-2 Commercial

Items (Oct 2014)(page 25), and on what issues a response to the RFQ will be evaluated on. My question is this: In addition to filling out page 1 of this solicitation, providing a separate document that outlines a budget and travel costs, does my “proposal” need to include anything beyond the following:

1. Description of knowledge and experience

2. Description of past performance

3. Firm fixed price all or nothing

Do I need to provide a comprehensive conceptual approach for how I would complete the tasks and meet deliverables? It does not appear this is what is being asked for in the RFQ, but I would like to clarify.

Response 2: This is a request for quote (RFQ). A breakdown of the budget/labor cost is not a requirement, however, offerors are welcome to provide a breakdown of the budget/labor cost with their quote response, but it is not required. In addition to those mentioned, you must acknowledge amendments to the solicitation on the Standard Form (SF) 30. A comprehensive conceptual approach for how the contractor will complete the tasks and meet deliverables is not required.

Question 3: Page 26, sub-section 6 “Options.” This sub-section is unclear. The SOW, including tasks and associated deliverables is clear. I do not see an option to create a separate price for “all options” versus the “basic requirement.” I plan to demonstrate that I will complete all tasks and deliverables. Please advise if I am missing something as it relates to “options.”

Response 3: There are no options identified in the Solicitation; please disregard.

Question 4: On section 52.212-3 “Offeror Representations and Certifications—Commercial

Items (Nov 2017)(page 26 – 41). I am currently registered in the SAM system. I do my annual updates as required, and just completed one a few months back. Am I understanding the instructions for this section clearly in that I only need to complete paragraph b (page 29), nothing else in this section? And if this is accurate, is there something I need to fill out on the actual solicitation form in this section, as it doesn’t seem so? Please clarify.

Response 4: Since your registration on SAM.gov is current, no further information is required under FAR 52.212-3 Offeror Representations and Certifications-Commercial

Items.

Question 5: Pending the response to the above question, it does not appear that I need to fill out any subsections under section 52.212-3 starting from sub-section c (page 26) ending with subsection u (page 41). This may be redundant to the previous question.

Response 5: Since your registration on SAM.gov is current, no further information is required under FAR 52.212-3 Offeror Representations and Certifications-Commercial

Items.

Question 6: On section 52.252-1 Solicitation Provisions Incorporated by Reference (Feb

1998)(page 41). I do not understand what this section is asking for as it relates to what I am supposed to submit in responding to the RFQ. Please clarify.

Response 6: There are no requirements for submission under FAR 52.252-1 Solicitation

Provisions Incorporated by Reference.
