Statement of Work:
Request price quote:
Data / Electrical / Build Proposed conversion of Storage Room 4461 into a Secure Room NCWCP 5830 University Research Court, College Park, MD, 20740.
SAB 4th Floor
PURPOSE OF REQUEST:
This request is for a price quote for labor and materials needed to convert a storage room into a Secure Room compliant with Title 32, Code of Federal Regulations (CFR) Part 2001, Classified National Security Information for open storage of SECRET material to include: removal of shelving and installation of: electrical power and data-outlets, a new compliant door w/lock, a return air duct, fire-code compliant fixtures (i.e. strobes, sprinkler heads, alarms, etc.) if necessary, a standalone alarm system w/motion detection and keypad disable w/swipe entry and all necessary state and county permits where needed. Contractor will remove all debris, trash and equipment from work site upon project completion.
Part 1 GENERAL
1. PROJECT SUMMARY
A. The Satellite Analysis Branch management team requires the conversion of an existing storage room into a Secure Room with approximate dimensions of 12’ x 13’. This conversion will require the installation of additional gypsum board on all four walls encompassing the room in addition to other modifications. Contractor shall provide all labor, materials, and equipment to successfully complete these tasks in accordance with this scope of work.
B. Construction activities must be scheduled without impact or disruption to ongoing NESDIS/NCEP operations.
C. A safe, clean, quiet working environment shall be maintained at all times.
D. The conversion of the storage room into a Secure Room shall meet the following requirements for storage of controlled information:
1. Walls, Floor, & Ceiling – The walls, floor, and ceiling construction of the Secure Room must be of permanent construction materials offering resistance to, and/or providing evidence of unauthorized entry into the area. Walls forming the perimeter of the room shall extend from the floor slab to the true ceiling and be attached with permanent construction materials.
2. Door Construction – The door shall be at least 1 ¾ inch thick and constructed of wood, metal, or other solid material. It will have at least a Sound Transmission Classification (STC) factory rating of 45. It will be equipped with sound reducing door sweeps. The door shall be secured with a GSA-approved, three-position combination lock (CDX-09). The door will have a Grade 1 non-hold open automatic door closer and acoustical gaskets. Each perimeter door must be protected by a balance magnetic switch or door contact. Hinge pins should be interior on the secure side of the door. Hinges that must be exterior and located on the outside of the door shall be non-removable.
3. Vents & Ducts – All vents, ducts and similar openings in excess of 96 square inches (and over 6” in its smallest dimension) that enter or pass through an open storage area shall be protected with either bars, expanded metal grills, commercial metal sound baffles, or an intrusion detection system (IDS). If bars are used, they shall be a minimum of ½” inch diameter steel, welded vertically and horizontally six inches on center; a deviation of ½” in vertical and /or vertical spacing is permissible. If grills are used they shall be of 3/4 inch –mesh, #9 (10 gauge), case hardened, expanded metal. Sufficient supply ventilation already exists into the Secure Room. However, a return vent does not exist and must be added to facilitate proper air circulation. No vents, ducts, and similar openings will be implemented in excess of 96 square inches, nor over 6 inches in the smallest dimension. Z-Ducts will be implemented as required to provide proper sound attenuation. Air quality will meet ASHRAE 62.1 standard.
4. Sound Attenuation – Perimeter walls extending from slab to slab shall be insulated for the purpose of sound reduction. Ducts shall be configured to minimize sound transmission, including the implementation of sound reducing materials, if needed. Active white noise generators are not required. An STC rating of 45 shall be provided at perimeter walls and will be subject to field testing.
5. Power & Lighting – A power whip sufficient to supply four 20 Amp conditioned power circuits shall be implemented to ensure continuity of operations in the event of a utility power failure. The power whip supply will tap into exiting supply panel in the “B” supply closet, RM4571. This supply can go up and over. Length of supply line is roughly 40-50 feet. An emergency power shut-off switch will be required.
6. Alarm System and Keypad entry – Provide a standalone alarm system with motion detection sensors, e.g., ultrasonic and passive infrared. Use of dual technologies is authorized having one technology transmit an alarm condition independently from the other technology. Swipe entry will be on the exterior of the room and keypad disable will be on the interior of the room. Arming/disarming time for the alarm system is 45 seconds. The monitoring company needs to be UL2050 certified. If a monitoring station is responsible for more than one IDS, there shall be an audible and visible annunciation for each IDS. IDS shall be separate from, and independent of, fire, smoke, radon, water, and other systems. Perimeter door must be protected by a standard door contact (see door construction section above).
7. Contractor will remove all debris, trash and equipment from work site upon project completion.
E. Installation of the under-floor air dam common with designated perimeter walls and adjacent corridors/ rooms shall consist of a gypsum board air dam within the raised floor cavity to separate existing HVAC zones, if necessary.
F. NOAA will provide the following products for installation by the Contractor:
1. Systems furniture materials.
2. Freestanding furniture.
G. NOAA/DOC IT Team and Operations will furnish and install:
1. Cable plant installation from existing to systems furniture.
2. Computers, monitors and related office equipment.
3. An automatic transfer switch (ATS) within the Secure Room, if necessary.
4. Connectivity to monitoring station for Intrusion Detection System.
2. QUALITY ASSURANCE
a. The Contractor shall provide oversight of material installation and shall ensure that the installation progresses in accordance with schedule requirements.
b. The Contractor shall perform on-site inspection of newly installed materials for conformance with installation drawings and the Government’s requirements, and identify points of non-conformance.
c. The Contractor shall manage and coordinate final walk through, punch list, and project close-out activities.
d. The Contractor shall warrant the final installation against defects in workmanship, components, and performance for a period of one year from the date of Government acceptance. The warranty shall cover all labor and materials necessary to correct failed portions of the installation and to demonstrate performance within the original installation specifications after repairs are accomplished. This warranty shall be provided at no additional cost to NOAA.
e. The Government will inspect the Contractor’s performance using a quality assurance program through random inspections, scheduled inspections, or any other method of inspection that the Government determines reflects the actual successful performance of this contract.
3. STANDARDS
a. New work shall comply with all applicable building codes for the local jurisdiction.
b. Secure Room must meet Title 32, Code of Federal Regulations (CFR) Part 2001, Classified National Security Information for open storage of SECRET material and SIPRNet. This requirement must be met even if Government omits procedures, materials, modifications, etc. within this SOW.
4. CONTRACTOR DELIVERABLES
a. Project Schedule and weekly two week Look Ahead Construction schedules during construction.
b. A weekly construction meeting beginning two weeks prior to construction through project completion.
c. Product submittals for any materials deviating from the list of acceptable materials identified in Part II below, in addition to the following submittals:
1. Fire Sprinkler Shop Drawings and Submittals
2. Secure Room Door, Frame and Hardware Submittal
3. Intrusion Detection System
4. Certifications of all applicable construction personnel
Part 2 CONSTRUCTION DOCUMENTS
The following construction documents (as needed, when requested) provide an overview of the existing conditions and proposed layout for the Secure Room.

1. SECURE ROOM
A. Secure Room shall be constructed of metal framing, gypsum board walls, and shall be approximately 12’ x 13’ in accordance with Part 2.
B. Temporary dust barrier shall be installed from slab to slab as needed to prevent infiltration of dust into the work areas at perimeter of construction area.
C. Remove carpet squares in vicinity of construction and save for reinstallation.
D. Raised floor system shall be reconfigured as needed to allow installation of additional drywall extending from slab to slab. Cut existing tiles and install/relocate new stanchions as needed to safely support the reconfigured floor tiles in the Secure Room and adjacent room(s). Install cut floor tiles for return air, power and data cable within new Secure Room.
E. A return air duct shall be installed to provide ventilation air for room occupants. Ducts shall be configured with the appropriate 90 degree bends as necessary to meet Secure Room sound transmission minimum requirements.
F. Existing perimeter walls shall be modified to provide slab to slab construction if necessary. Contractor shall provide sound proofing as needed to ensure an STC rating of 45 on all surrounding walls.
G. Finish and paint new interior and exterior of all walls to match adjacent walls.
H. Install new door and frame with hardware as required to meet the applicable government standard for a SCIF- packaged door, frame and hardware unit with a factory STC rating of 45.
I. Install an Intrusion Detection System with an entrance door contact and motion detection system to meet applicable government standard noted in Part 1.
J. Install power whip with emergency shut-off sufficient to supply 4 / 120volt 20amp circuits originating from the “B” electric closet, RM4571. New circuits are to be installed using EMT conduit and shall be compliant with requirements of the National Electrical Code (NEC).
K. Cut and reinstall carpet tiles as needed to provide a neat and professional appearance.
L. If necessary for Fire Protection- A design build fire protection contractor is required to design and modify the existing system to provide a code compliant fire protection system for the new Secure Room and area impacted by the construction.
M. If necessary the Fire Alarm System shall be modified as required by code for the Secure Room as well as adjacent room(s) if impacted by the new construction.
2. AIR DAM
A. If necessary, construct a gypsum board air dam within the cavity of the existing raised floor and drop ceiling on all perimeter walls common with the storage area. The air dam shall fasten to new cold metal track secured to the existing concrete raised floor where applicable and fastened to existing floor slab. The air dam shall cross the existing corridor in several locations at which point the air dam will be fastened to knee wall constructed in raised floor cavity independent of the raised floor system.
B. Existing utilities crossing the new air dam shall be isolated with grommets or pillows to limit air loss, maintain future flexibility and meet STC 45 sound transmission requirements.
3. PERIOD OF PERFORMANCE
A. The Period of Performance for this contract shall be 60 Calendar Days from the date of the Notice to Proceed (NTP).
4. WORK LOCATION
A. The Contractor may request site visits to the NCWCP. Site visits shall be coordinated with the COR & Facilities Engineer, identified below.

5. SECURITY REQUIREMENTS
A. Personnel shall be screened in accordance with the requirements for Moderate Risk non-IT contracts as specified by Commerce Acquisition Manual 1337.70 section 2.2; specifically, in accordance with Commerce Acquisition Regulation (CAR) 1352.237- 70, Security Processing Requirements – High or Moderate Risk Contracts (April 2010). Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Department Resources (APR 2010).

| C. | The contractor shall submit security forms required by CAR clause 1352.237-70 two (2) weeks prior to each new contract employee’s start of work so that the NOAA staff has sufficient time to process requests for background checks, NOAA badges, and network access. |
