1. Confirm the responsibility of the Permits and process GSA building?
Response: Permits and inspections will be handled by the contractor and should be included in the price. GSA conducts the Government inspection with the customer, NOAA, to ensure compliance.
2. Is the project going to be a design-build?
Response: Correct, the project is a design-build.
3. Do you have the existing design drawings?
Response: The Government has as-built drawings for the building. Offerors attending the site visit will be provided the as-built drawings. Offerors that require architectural drawings, an A/E firm will need to be contacted. Offerors are to price this as a separate line item as part of their respective price quotation.
4. Is the COMMS part of the effort?
Response: No, this will be done via a separate contract.
5. Processing information is tempest required.
Response: This room will not be up to TEMPEST standards. There will be no NATO Secret material.
6. Make sure dielectric fitting needed on piping or electrical or rubber break on the lines
Response: Dielectric breaks in plumbing are not required since this is not a SCIF.
7. Duct work needs to be modified possible Z-Duct on the return
Response: Man bars and z-ducting (for sound attenuation) are required on the existing supply and added return. Existing supply already have man-bars.
8. The reporting on the security system and the vendor for the security for final tie in.
Response: At NOAA Headquarters, SigNet is utilized for many projects. Other companies that offer a security system may be used provided it is compatible with the system. The card readers in use here are PIVClass Readers 920PHRNEK00004.
The access system is C-Cure 8000. It logs everything. Guards are alerted when the door is forced open.
9. Pathway from routing conduit
Response: The conduit can either run up and over or around. Contractors will need to determine the best solution for the pathway given that there are multiple obstacles below the floor and above the ceiling.
10. The power will originate from?
Response: Power will originate from the “B” electric closet, RM4571 (about a 40-50 ft path up and over).
11. Will the Government consider extending?
Response: The date and time for quotations is hereby extended from June 25, 2018 at 1:00 p.m. to July 9, 2018 at 1:00 pm.
12. Validate whether XO9 availability lock for the door. The XO9 is not commercially available ?
Response: If a X-09 lock is not available and the guidance from the experts says it's not, then you have no choice but to use an X-10 lock, even if we still recommend the X-09.

13. Field test verification for sound on the ST45?
Response: Factory rating will be used for the doors and walls, at an STC-45 standard
14. Disconnect WIP versus running a separate WIP?
Response: It should have an ability to have an emergency shut-down (disconnect) switch
15. Validate if the supply from the adjacent room?

16. Validate who will certify the room?
Response: The Department of Commerce/Office of Security will certify the room.
17. Elevation under the carpet floors?
Response: The elevation under the carpet is 18 inches.
18. Security needs to validate the security for the alarms?
Response: The NOAA Headquarters uses SigNet for many of its projects. Other companies exist, however, the offeror is required to ensure that it’s compatible with the system.
19. Type of security system Card readers?

20. Sign in sheet posted?
Response: Yes, the sign in sheet will be posted with the amendment.
21. Install new drywall ceiling?
Response: Not necessary, drop ceiling is sufficient.
22. Existing cabling and can it pass through the space.
Response: Yes, it must. Proper sound insulating needs to be accomplished for the room to be certified.
23. Will contractors be given badges for access to the building? Or, will they have to be escorted in on a daily basis?
Response: Contractors will need to be signed in and escorted on a daily basis. They will not be issued badges.
24. Can the lead contractor sign for his/her group or do individuals need to be individually signed in and escorted in as they arrive (assuming someone is late for example)?
Response: No, Contractors cannot sign in individuals to the facility. A Federal Employee must sign in individuals.
25. Will contracting vehicles have and/or need a pass to access the loading docks?
Response: Contractors can park at the loading dock. Whoever is escorting them will sign them in at the loading dock. Contractors should be entering via the loading dock.
26. Accessing freight elevator vehicle passes loading docks?
Response: Freight elevator can be used but not reserved.
27. Loading for studs other than freight elevator
Response: Yes, the stairwell can be used to carry material that the freight elevator cannot accommodate.
28. Mechanical, no control over the airflow. Cubic flow on the airflow OSHA no standard, but convert a storage room min to free air flow. A calculation is going to be required.
Validate airflow control zone. Need to validate with the Z-Duct airflow.
Response: HVAC/Air supply to room shall be compliant with ASHRAE 62.1 standard.
29. Does it require a vestibule with the level of the room?
Response: No
30. Will the Government allow the Contractor to use a floor covering/matting over the existing carpet?
Response: Yes
31. Per scope we have to add 3 computers station to room, will there be an extra AC supply required?
Response: HVAC/Air supply to room shall be compliant with ASHRAE 62.1 standard.
32. If so where is the location of DDC Control System we have to tie back into and who is the Control Contractor?
Response: The answer to this question is pending resolution.
34. Who is the current Fire Alarm vendor/Contractor? Needed to provide coordination of the access control interface to the fire alarm?
Response: There is no coordination with the fire alarm system and access control, nor will the room tie into the fire system.
