About this file

This is a Question and Answer (Q&A) document for RFQ No. 1333-26-2091 regarding Personal Contact Information. The document does not address specific products or services, pricing, response dates, or award information, but rather clarifies technical and procedural requirements for data submission.

Key clarifications provided include: resident rosters must reflect current occupants of addresses (tenant households for rental properties); all household members including children must be included in roster information; both self-reported and modeled/imputed race or Hispanic origin data are acceptable if flagged appropriately; missing validation dates for phone numbers should be indicated as missing with quality indicators provided as separate fields; the government will evaluate all available personal identifying information collectively rather than individual PII elements; single logical national files may be delivered as multi-part physical files split by state with a manifest; quarterly deliveries must consist of full replacement files rather than incremental updates; sample data must represent the full universe for each named geography; and prior demonstrated experience of proposed data subcontractors will receive equal weight consideration to the prime contractor's experience under Factor 2. The document references various solicitation sections (C.3.2, Attachment J.3, F.5, L.1.3.1, and M.1.2) and is structured in a nine-question format addressing data structure, content requirements, file delivery, and evaluation criteria.

Q&A ID # Solicitation Reference Question and Answer Q: Should the resident roster reflect the current occupants of the address, the property owner of record, or both? For example, for a rental property, is the requirement the tenant household, the owner, or both parties with an indicator distinguishing them?

A: The roster should reflect the current occupants of the address. In the example provided, only the tenant household roster information.

Q: DE-3 requests names of all household residents. Are minors required on the roster where known, or is an adult roster with counts and age brackets of children acceptable?

A: The requirement is for roster information for all household members where known, including children.

Q: For race and Hispanic origin, is modeled or imputed data acceptable if flagged as modeled, or does the Bureau require self-reported values only?

A: Either self-reported or modeled/imputed race or Hispanic origin data are acceptable, but must be flagged if modeled/imputed.

Q: DE-5 requests carrier and dates of last validation and last update for phone numbers. Are match confidence codes an acceptable substitute where validation dates are not carried at the field level?

A: If the carrier and dates of last validation and last update for phone numbers is unavailable at the record level, it should be indicated as missing. The quality indicator (such as match confidence code) is requested as a separate field.

Q: For data elements designated "if available" in Table A (for example, driver's license number, SSN, and last 4 digits of SSN), how will the presence or absence of these elements be treated in the evaluation of Factor 1 and the sample data?

A: The government will evaluate all personal identifying information (PII) available as a whole rather than focusing on individual PII elements.

Q: Given MFT guidance of 5GB per single file and 10GB per transfer, may the single logical national file be delivered as multi-part physical files (for example, split by state) with a manifest?
