The purposes of this Amendment 1 to solicitation/Request for Quote (RFQ) 1332KP24Q0104 are to 1) provide and answer any question received in response to the RFQ; 2) provide changes
(additions) to the Statement of Work (SOW) shown in red highlighted language/chart (SOW attached); 3) revise Sections XII and XIII to include the, respective, ‘instructions’ and
‘evaluation’ language for the ‘factory certified technicians’ requirement; and, 4) incorporate any change based on 1), 2) and 3) into the solicitation/RFQ.

AMENDMENT 1 - PART 2 REVISED STATEMENT OF WORK (SOW)
UPS PREVENTATIVE MAINTENANCE SOW
1. Introduction/Background
The mission of the National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) is to manage and direct the operation of NOAA’s satellites and the acquisition of remotely sensed data, as well as the central ground facilities which ingest, process, and distribute environmental satellite data and derived products at the Fairbanks Command and Data Acquisition Station (FCDAS) in Fairbanks, Alaska. FCDAS is a 24/7/365 satellite tracking station operated by the National Oceanic and Atmospheric Administration (NOAA) in support of United States and International operational and research environmental orbiting spacecraft near Fox, Alaska. FCDAS also operates an unmanned satellite tracking station in Barrow, Alaska; a remote and isolated community on Alaska's Northern coast far above the Arctic Circle. Both Stations have Uninterruptible Power Source (UPS) that require periodic maintenance.
2. Scope of Work
The scope is for the contractor to provide semi-annual UPS Preventative Maintenance visits to the Fairbanks and Utqiavk (Barrow) CDA Stations. This includes batteries, on-site emergency service, travel to and from the sites, labor, tech support, call management, field modifications, emergency telephone support 7 days/week, 24 hours/day. The servicing contractor provide all necessary tools, software, and other materials necessary for diagnostics and testing under this Service Support Agreement (SSA).
Written reports describing test results and state of each system shall be delivered after each preventive maintenance (PM) visit.
Fairbanks, Alaska:
• Two annual preventive maintenance visits for two Eaton Power Expert 9395-900/500 500kW UPS Systems.
• Semi-annual battery preventive maintenance visits for battery banks for each UPS unit [i.e., five strings of 30 batteries (16v) per unit (300 batteries total)].
• Support shall include 7 days/week, 24 hours/day telephone technical support and a maximum 24-hour response time on-site for emergency service.
Barrow, Alaska:
• Two annual preventive maintenance visits for one APC Uninterruptable Power Source (UPS) Model SUVTP15KF4B4S, 15kVA 208V 3PH UPS with (4) battery modules (1) SBPSU1OK I5F-WP External Maintenance bypass panel.
• Support shall include 7 days/week, 24 hours/day telephone technical support and a maximum 48-hour response time on-site for emergency service.

3. Product and Service Specifications:

All UPS Preventative Maintenance requires that the contractor performing the work be an Original Equipment Manufacturer (OEM) factory certified technician.
4. Security Requirements (Security Clearances if any):
Contractor personnel for on-site maintenance under this statement of work shall be escorted as visitors by an authorized federal employee at all times within DOC/NOAA facilities, no access to IT equipment is authorized.
5. Period of Performance – Consider Option periods
Base Year: September 13, 2024 – September 12, 2025 Option Year 1: September 13, 2025 - September 12, 2026 Option Year 2: September 13, 2026 - September 12, 2027 Option Year 3: September 13, 2027 - September 12, 2028 Option Year 4: September 13, 2028 - September 12, 2029

SPECIAL REQUIREMENTS:
This requisition requires substantial lead time for scheduling maintenance visits prior to arrival.
Coordinate your trips to the NOAA FCDAS in Fairbanks and Barrow Observatory with The Facilities Manger TOC @ (907) 451-1283. Access restrictions apply to any Government Facility, Base or Station.
Upon arrival at FCDAS a NOAA Affiliate Electrician will accompany technician while maintenance is performed on the two UPS units.
Upon arrival in Barrow a NOAA Affiliate Electrician will accompany technician while maintenance is performed on the one UPS units.

Quote Submittal Instructions
Cover Page The cover page shall include a POC (name and telephone number); small business status, valid quote and payment terms.
Quote Format Vendor shall submit a quote based on the following instruction:
• Quoter shall provide a firm-fixed-price for each year of service and a total firm-fixed-price for all years of service combined (cumulative). Quoted price shall be firm fixed price and broken down per site location as listed in the SOW in Section III.
• All UPS Preventative Maintenance requires that the contractor performing the work be an OEM factory certified technician. The contractor shall provide documentation, with its quotation, that its technician(s) performing the work is an OEM factory certified technician.
• Quoter shall complete and include the FAR provisions in Section XI with its quote.
• Quoter is encouraged to provide a discount on the services requested in Section III.
• Partial Quotes Will Not be accepted.
Response Dates If there are questions to this RFQ, they shall be submitted no later than 12:00 PM Eastern Standard Time (EST) Friday, August 23, 2024.
Quotations are due by Thursday, August 29, 2024 at 10:00AM EST.

SECTION XIII - BASIS OF AWARD
FAR 52.212-2 Evaluation - Commercial Products and Commercial Services. (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factor considered. The following factors shall be used to evaluate quotes:
• 1. Technical Acceptability In order to be evaluated technically acceptable: All quoted services must meet the Government's requirements described in Section III. The quote must include documentation that contractor’s technician(s) performing the work is an OEM factory certified technician in accordance with the Government's requirements described in Section III.
• 2. Price The Government will evaluate each quoted firm-fixed-price by adding the quoted firm-fixedprice for the base year to the quoted firm-fixed-price for each option year (four total option years). Therefore, the Government will evaluate the total quoted firm-fixed-price for all years combined (cumulative) to determine the lowest quoted firm-fixed-price in response to this solicitation.
Also, the Government will evaluate whether the total quoted firm-fixed-price reflects an accurate understanding of the Government's Requirements and whether the total quoted firm-fixed-price is reasonable.
The Government will award a contract based on the quote that is lowest priced and technically acceptable.
