About this file
This file is a Questions and Answers (Q&A) document for a federal contract opportunity to provide customer satisfaction data collection and analysis services for the Bureau of Economic Analysis (BEA) website.
The procurement requires the contractor to deploy an American Customer Satisfaction Index (ACSI) methodology-based survey on bea.gov to collect approximately 1,200–1,500 annual responses from an estimated 2.5 million unique visitors and 6 million page views. The contractor must provide survey code for placement on the BEA website, with pop-up/exit survey invitations as the preferred methodology. The contractor will be responsible for procuring and hosting a FedRAMP-authorized survey platform (preferably ForeSee), establishing a cloud-hosted reporting portal supporting up to 25 named users, delivering monthly and quarterly reports with CSAT metrics, conducting audience-segment analysis, providing driver analysis, coding open-ended comments manually, and performing expert heuristic usability reviews of 10 key pages and 4 primary use cases. The contractor must comply with WCAG 2.0 AA accessibility standards, maintain collected data for five years, and provide data in Excel format upon contract termination within one week. Historical survey questions and an existing OMB Control Number (0690-0030) will be provided post-award. There is no incumbent contractor, and the survey is not currently active. The Statement of Work indicates a one-year base period with four option years, with usability audits to be rescoped annually. All work may be performed remotely, and named personnel resumes are required in proposals.
