About this file
This is a Questions and Answers document for a federal RFQ (Request for Quote) involving fence construction and replacement at Table Mountain Field Site, a federally designated Radio Quiet Zone. The solicitation number is 1331L526BarbFence, with proposals due July 21, 2026. The project involves replacing approximately 40,000 linear feet of fence across approximately 1,700-1,800 acres, with an estimated 7.2 miles of fence requiring replacement.
The scope includes removal of existing fence and installation of new 8-foot steel fence (7 feet plus 1-foot barbed wire extension) with zinc-coated or aluminum-coated 12½ gauge barbed wire conforming to AASHTO M 280 and ASTM A 121 standards. Steel posts, rails, and gate frames must conform to AASHTO M 181 Type 1, Grade 1 or 2. The project requires two automated cantilever gates (16-foot and 28-foot) with manufactured-engineered posts and foundations, plus provisions for future walk-through gates and irrigation ditch access. All gate foundations must be replaced, and contractors must assume standard soil conditions for footing design. The period of performance is three years following contract award, with work hours from 0700 to 1700, excluding weekends and federal holidays. Weather-related shutdowns will be determined by the facilities manager. The contract provides for progress payments based on completion percentage. All contractor personnel require US citizenship and security access codes; access code holders are limited to superintendent, field supervisor, and two additional personnel. The project is subject to Davis-Bacon wage requirements under Wage Determination #2015-5415, with "Laborer" as the suggested classification. RF restriction guidance and two-way radio frequency authorization will be provided post-award. Performance and payment bond requirements are referenced in Amendment #1.

What gauge barbed wire is required for the three-strand barbed wire extension? Zinc coated steel barbed wire shall conform to AASHTO M 280 (ASTM A 121) 12 1/2 gage with class 1 coating or aluminum coated barbed wire conforming to ATM A 585 type 1
Can the Government confirm the required height of the cantilever gates and walk gates? Gates are to be 7 foot + 1 foot just like the fence.
Are there specific gate post sizes and footing requirements for the 16-foot and 28-foot cantilever gates, or should the contractor provide manufacturer-engineered gate posts and foundations?
Provide manufactured-engineered gate posts and foundations
9 Should the replacement cantilever gates be manual operation or automated? The replacement should be automated
If manual gates are required at this time, should the contractor provide provisions for future gate operator installation?
For the future, there will be 4 walk through gates. But not at this time.
Is geotechnical information available for the project site, or should contractors assume standard soil conditions for footing design and installation?
Contractors shall assume standard soil conditions for footing design and installation.
May existing gate foundations be reused if found to be structurally adequate, or are all gate foundations required to be replaced?
Contractor shall replace all foundations
The Statement of Work references compliance with CDOT Standard M-607-2. Can the Government confirm whether the grounding requirements identified in that standard (ground rods at utility crossings and periodic grounding along the fence line) are applicable to this federal installation?
No grounding needed
14 Can you confirm whether there is a bid bond requirement for this project? See Amendment 2, item #3
Could you please provide clarification regarding the chain-link fence quantity, specifically whether the scope should be measured in acres or linear feet?
Measurement should be in linear feet, which will be more accurate.
could you please provide any available drawings, site plans, or layout documents showing the chain-link fence limits?
See attached documents
What is the main motivation for this project? Are there plans to conduct more security sensitive activities at the site ? Were there security problems in the recent past?
Please see item #2 of the sateement of work.
A large 50-100 elk frequently use the area as grazing ground. These animals can easily jump over the current fences but their normal migration would be prevented by the 8-foot fence. Was there any wildlife impact study conducted?
Yes the state of Colorado did the study.
South Tollgate irrigation ditch runs through the lower parts on the south-west side of the property. Are there plans to provide access for maintenance of the ditch in the future?
Adding a gate for access
20 Contract Performance Will a survey of the property boundaries be required by bidders? Yes, if the attached documents doesn't meet your requirements.
21 Contract Performance Will cutting in access roads for fence construction be required by bidders? Yes
22 Contract Performance Will all materials be able to be stored on site? Yes
23 Contract Performance What weather conditions will close the project down, and who will determine that? Extreme snow and the facilities manager will make that determination.
24 Contract Performance
Are there any specific rules or regulations as it pertains to rattlesnakes on this project? Our project does not have any specific rules are regulations for Rattlesnake Protocol, we do follow established safety best practices for working in areas with potentially hazardous wildlife. 29 SCOPE & PRICING
The Statement of Work describes the project site as 1,700 acres. Can the government confirm the actual surveyed linear footage of fence to be removed and the surveyed linear footage of new fence to be installed? If a current survey is not available, will the government provide a surveyed fence-line drawing or GIS data at the site visit?
See attached and field notes
SCOPE & PRICING
The Schedule of Items (pricing table with CLIN numbers, descriptions, and units) was not included in the solicitation package. Please provide the complete Schedule of Items, including the scope distinction between the base item and the option item, so quotes may be formatted correctly.
See pricing schedule attachment in Amendment #2
SCOPE & PRICING
The RFQ does not state a required completion date or total period of performance. What is the anticipated contract start date following award, and what is the required completion milestone for the base item?
See SOW #6. The POP date is 3 years after contract award, and can be completed sooner spending on weather.
SITE & OPERATION
Table Mountain Field Site is a federally designated Radio Quiet Zone. What specific equipment and devices are restricted on site -- for example, diesel generators, two-way radios, cellular devices, GPS units, or power tools with electronic ignition? Will the government provide written RF restriction guidance prior to quote submission?
Yes this will be given after contract award. The two way radios will need a frequency given to the COR and the GPS should be acceptable the frequency will also need to be given to the COR.
