The RFQ states: The Library frequently has projects, such as a much-needed digitization project to make unique Commerce documents from the DOC Archives readily available to DOC staff, regardless of location, that have the potential to increase the known minimum of labor hours per week that are funded in the base year. Does this mean the contractor may have to work overtime?no - the contractor shall not work more than 40 hours a week, maximum, but does offer flexibility within business hours (working fewer hours every day vs 3 full days a week, etc). The current requirement does not support 40 hours a week for the full 12-month contract period, however, if there is a need for additional cataloging hours to accommodate either the regular daily work or as a result of the digitization project, the library may choose to increase contract hours at that time (still not to exceed 40 hours a week).
How many staff work at the library and in what capacities? This is not relevant to the requirement.
What position does the COR hold at the library? This is not relevant to the requirement.
Is this position directed solely by the COR, or will the contractor also receive direction and assignments from other DOC employees? If so, whom? The COR monitors and surveills. Direction and supervision should be done by the vendor based on the deliverables in the contract. However, it is not unusual for library staff to make requests that fall within the scope of the contract - such as when they notice a problem with a catalog record or to alert the contractor an event record needs to be created. The COR and Acting Library Director may offer minimal assistance when it comes to the preferred prioritization of tasks, but the contractor generally must be able to perform tasks outlined in the requirements with little direction from library staff.
Will the contractor be responsible for doing a complete evaluation of the collection to determine items that need preservation or is this a peripheral duty accomplished during the course of other work?the majority of the collection was assessed during an inventory project prior to migrating to a new catalog (2016-2017), and since then staff have worked to deaccession and update most of the collections - identifying items for preservation during the course of other work is fine for the Business, Legal, Travel, Tech, and Professional Development Collections. The DOC Archives collection holds the most titles that would possibly require preservation or digitization - a formal evaluation is not expected, but this collection will require more care than simply assessing through the course of other work.
The Description of Tasks and Deliverables covers a diverse range of duties, including several that require performing duties for and interacting with library staff. Is there an estimate of how the contractor’s time shall be divided among these duties? The contractor is expected to manage their own time, although the Acting Library Director and COR may offer guidance on how to prioritize tasks. For example, when new books arrive, updating the catalog records and making them available for checkout takes precedence over other work being done related to preservation or updating local or union records. However, new books only arrive a few times a month (one or two curated orders along with one-off patron requests). Part of the contractor's job will be to determine how to best split their time to ensure every task gets some attention as their time allows.
Who determines priorities and how the contractor’s time shall be spent? The contractor is expected to manage their own time, although the Acting Library Director and COR may offer guidance on how to prioritize tasks. For example, when new books arrive, updating the catalog records and making them available for checkout takes precedence over other work being done related to preservation or updating local or union records. However, new books only arrive a few times a month (one or two curated orders along with one-off patron requests). Part of the contractor's job will be to determine how to best split their time to ensure every task gets some attention as their time allows.
The RFQ states that the contractor shall maintain the LSP records by creating, generating, and checking weekly LSP reports and then correcting typographical errors, cataloging errors, errors in International Standard Bibliographic Description (ISBD) rules, and any other errors noted. Does this mean the contractor will be checking work done by other catalogers at the library or is this to catch their own errors? In 2016 an Inventory Project was done prior to migrating over to a new LSP. 75% of the collection was checked by contracted library technicians for errors in the local and union catalog. However, there is always a need to contiously monitor records and correct the inevitable errors that can occur through copy cataloging or original cataloging, so it is to catch errors made by either the current or past catalogers.
The Notice for this project on Sam.gov (ID 1331L520Q13OS0027) states, “Original Set Aside: Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15)”, but there is no mention of this in the RFP itself. Is this work specifically earmarked for WOSB?This is a Women-Owned Small Business Set aside
Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 1331L520Q13OS0027 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? This is solicitation for a new contract. Information on an incumbent contractor, if one exists, will not be released as it is not relevant.
If possible, can you please provide the most recent contract or task order number?See the answer to question 3.
Is this contract covered by a Wage Determination?Yes
Is there an Incumbent? If so, what is the previous contract number?See the answer to question 3.
Are resumes required? If so, will the pages be counted in the Technical Quotation submission? Also, if so, how many pages can the resume be?Resumes are not required.
Is there a minimum or maximum number of Past Performance references required? Please provide at minimum 3 references.
