Q&A: Solicitation No: 13-233-SOL-00763 _Amendment 000002 “National Worksite Breastfeeding Support for Hourly-Wage Employers: Innovative Strategies for Success” Attachment 2 - Page 1 of 4

This document includes the Questions and Answers for solicitation No. 13-233-SOL-00763 entitled “National Worksite Breastfeeding Support for Hourly-Wage Employers:

Innovative Strategies for Success.” This document is incorporated into the solicitation via Amendment 00002 (as Attachment 2).

1. What are the lengths of each of the 29 videos?

Answer: Please refer to Section 2.1.3 Requirement, page 5, of the solicitation.

2. Do the videos require only simple editing, or are there considerable special effects and motion graphics required?

Answer: The videos do not necessarily require special effects and motion graphics.

However, the videos require more than simple editing, as described in Section 2 of the solicitation.

3. Do you have an estimate for the number of hours you anticipate for editing?

Answer: The Government will not provide an estimate of the level of effort to achieve the individual tasks described in this solicitation. The estimated level of effort to complete all of the work articulated in the solicitation is approximately 900 labor hours.

Since this is an estimate, offerors should base their budgets on what they judge the appropriate mix/ratio of labor hours should be to successfully complete each task and the overall project.

4. What was the reason for not completing the videos under the previous contract?

Answer: The requirements for completion of this project exceeded the estimated time for completion during the previous contract period.

5. Regarding the website development portion of the work, what is the hosting environment, and what software is to be utilized in modifications to the site?

Answer: The hosting environment will be a Percussion Rhythmyx server on a Windows platform. The software used to modify the website will be Percussion.

6. For contracts that do not have past performance information available through PPIRS, offerors are requested to provide the Past Performance Questionnaire (Attachment 1) directly to their reference. The reference should complete the questionnaire and submit it directly to the Government via email to Ryan Collins, Contract Specialist, at Ryan.Collins@psc.hhs.gov by the close date/time of this solicitation." Since we do not have access to the CPARS or PPIRS system and have received no communication from contracting agencies as to whether or not they posted any information regarding our prior contracts (and we suspect that the funding threshold for required reporting has not been met on prior contracts) we cannot be assured that the past performance information you

a. Will we be penalized for that information not being in the government systems since we have no information regarding it?

Answer: No, there is no penalty for a vendor having a lack of past performance information available in CPARS or PPIRS. Vendors are provided the opportunity to review and respond to any performance information entered into CPARS regarding their performance on a contract. Information is usually required to be entered into CPARS for contracts > $150,000.00.

b. Should we preemptively request the contracting agencies to supply the Past Performance Questionnaire? An important consideration is that there appears to be no "Past Performance Questionnaire (Attachment 1)" in , or attached to, the 58 page document [text removed] posted at https://www.fbo.gov/spg/HHS/PSC/DAM/13-233-SOL-00763/listing.html which would provide us this option. In light of its absence, [we have] further questions:

i. Will you now supply this form?

Answer: This was an oversight by the Government. “Attachment 1 - Past Performance Questionnaire” is added to the solicitation via Amendment 00002.

ii. Since it was not attached to the original document and thereby a delay was created in our ability to supply it to past contracting agencies, will the requirement that they submit it "by the close date/time of this solicitation" be amended or waived?

Answer: The completed questionnaire should be completed and submitted by the previously-established closing date/time of the solicitation.

7. Is there an incumbent contractor for this project? If so, who?

Answer: The incumbent for this project is Every Mother, Inc.

8. How has the project performance been?

Answer: This question is not relevant or pertinent to this solicitation.

9. Why is the project being competed at this time?

Answer: Please refer to the answer provided in Question #4

10. When will Attachment 1 – the past performance questionnaire be available?

11. Aside from a IBCLC, are there any specific certifications that key personnel’s qualifications must include?

Answer: No.

12. Does the Government have an estimate of the level of effort anticipated for the tasks within the scope of work? (i.e., Is the Government offering a guideline for the total cumulative number of hours anticipated either for specific tasks or the full scope of work?)

Please refer to the response provided in Question # 3.

o Regarding the videos, does the Government have an estimated number of hours needed to complete the editing?

Answer: Please refer to the response provided in Question # 3.

o Regarding the website, approximately what percentage of the beta website’s content has been developed? Is there an approximate level of effort (e.g. how many hours) the Government anticipates for finishing the website’s content?

o If content has been developed, how robust are the needs for refining the content to achieve approval?

Answer: Please refer to Section 2.1.3 of the solicitation.

o Is there an approximate level of effort (e.g. how many hours) the Government anticipates for reviewing, fact checking, editing, and finalizing all data and information posted on the website?

13. Does the Government have specific enhancements to the beta site in mind?

Answer: No.

14. What state of completion is the beta site in?

Answer: The beta site has been generally developed. All required edits arising from the HHS approval and clearance process would need to be incorporated before it can be transitioned to the website contractor.

15. What CMS does www.womenshealth.gov use (i.e. what platform hosts the womenshealth.gov site)?

Answer: Please refer to the response provided in Question #5.

16. May the contractor offer additional optional services if they may enhance the quality of service for the Government? If so, may the contractor include these optional services in a stand-alone appendix, rather than included in the technical proposal?

Answer: The proposals will be evaluated only on the requirement described in the solicitation using the evaluation factors established in the solicitation.
