Solicitation (RFP) No.: 13-233-SOL-00763_ 00001 Amended on September 6, 2013 “National Worksite Breastfeeding Support for Hourly-Wage Employers: Innovative Strategies for Success”
SECTION 11 - Instructions, Conditions, and Notices to Bidders
11.1 GENERAL INSTRUCTIONS
Attention is directed to the requirements for technical, past performance and business proposals to be submitted in accordance with the following instructions establishing the acceptable minimum requirements for the format and content of proposals.
The proposal must be prepared in three SEPARATE volumes: Volume I - "Technical Proposal", Volume II - "Past Performance Proposal" and Volume III - "Business Proposal". Each of these parts shall be separate and complete in itself so that the evaluation of one may be accomplished independently of the evaluation of the other. The RFP number (13-233-SOL-00763) should be included on the front cover of each volume.
The technical proposal must not contain references to cost; however, resource information, such as data concerning labor hours and categories, materials, subcontracts, etc., must be contained in the technical proposal so that your understanding of the scope of work may be evaluated. It must disclose your technical approach in sufficient detail to provide a clear and concise presentation that includes, but is not limited to, the requirements of the technical proposal instructions.
Your proposal must stipulate that it is predicated upon all the terms and conditions of this RFP and signed by an official authorized to bind your organization. In addition, it must contain a statement to the effect that it is firm for a period of at least 60 days from the date of receipt thereof by the Government.
By submitting a proposal in response to this solicitation, it is understood that your proposal shall become a part of the official contract file. The Government will evaluate your proposal in accordance with the evaluation criteria set forth in Section 12 of this solicitation. This RFP does not commit the Government to pay any of the costs associated with the preparation and submission of your proposal. In addition, the Contracting Officer is the only individual authorized to legally commit the Government to the expenditure of public funds in connection with this requirement.
Any resultant contract shall include all applicable clauses to the type of contract awarded. Copies of clauses may be obtained by contacting the Contracting Officer. Any additional clauses required by public law, executive order, or acquisition regulations, in effect at the time of execution of the proposed contract, will be included.
11.2 INQUIRIES AND PROPOSAL SUBMISSION
