1. Section M - Evaluation Factors for Award
On pages 54-55, the following sections are being renumbered.
Original Change
M.6. Cost/Price Evaluation M.5.
M.11 Extent of Small and Disadvantaged Business (SDB) Participation M.6.
2. The cutoff date for submitting questions regarding this solicitation is Tuesday, August 20, 2013 at 1 :OOpm EDT.
3. The following questions have been submitted by prospective offerors and are addressed below.
Question 1: Regarding the CLlNS, does the contractor have the option to bid on any CLiN or is it required to BID on all CLlNS?
Answer: No. Offerors who do not manufacture alcohol swabs do not need to respond to CLiN 0005. Additionally, offerors who manufacture some but not all of the needle and syringe products may submit proposals for the products they manufacture.
Question 2: Are you looking for MFR specific products or just ones that match the requirements stated in the requirements?
Answer: The products must meet the specifications listed in CLiNs 0001-0006.
Question 3: Is this solicitation open to Distributors that have relationships with key manufacturers in regards to product?
Answer: Offerors must meet the mandatory criteria for eligibility identified in section M of the solicitation.
Question 4: What quantity/volume of product (CLINS 0001 - 0006) will the Government purchase upfront?
Answer: The minimum amount guaranteed is $10,000. No commitments beyond this minimum guaranteed amount can be made at this time.
Question 5: Does the Government expect offerors to propose a cost for each of the non product line items?
Answer: CliNs 0007,0008 and 0013 are not separately priced. Offerors should propose a price for CliN 0009, 0010, and 0012 individually.
Question 6: Should a fee be proposed for Vendor Managed Inventory (VMI) Services? If so, should the VMI fee be determined at the individual product level for each CLiN and then combined into a total cost figure?
Answer: The RFP is for Firm Fixed Price CLiNs therefore, the feelprofit would be included in the CLiN price.
Question 7: Do proposed products have to be compliant with the Trade Agreements Act (TM)?
Answer: No, see contract clause and provisions applicable to this RFP. Please reference FAR 25.1, The Buy American Act.
Question 8: What volume/quantity of product (for CLiNS 0001 - 0006) is required to be available at any particular time during the contract term?
Answer: CUN 0007 requests that you identify surge capacity. This information will be considered available for general planning and acquisition purposes. If a pandemic influenza event is (or may be) indicated, we will ask that you prepare a delivery schedule (CUN 0008). The volume/quantity of product in your delivery schedule will be considered available for use in our planning and response efforts throughout a pandemic influenza vaccination campaign.
Question 9: Does an offeror have to submit a proposal for all product CLiNS (0001 - 0006) to be eligible for award?
Answer: Please refer to question #1.
Question 10: Due to the complexity of this RFP, we hereby request a two week extension of the offer due date until September 12, 2013; will the Government consider an extension of the bid due date?
Answer: No extensions will be granted. If you plan to participate, your proposal must be received by the date and time specified in the RFP.
similar to those anticipated on this effort; experience with USG regulations with respect to the requirements of this effort. If the Contractor has limited or no government contract experience, then the USG will evaluate the Contractor's description of similar contracts with commercial entities, local and/or state governments.
The USG will consider the currency, relevance, source, and context of the infonnation, and general trends in the Contractor's perfonnance. The lack of a relevant perfonnance record may result in an unknown perfonnance risk assessment, which will neither be used to the advantage nor disadvantage of the Contractor. In this case, past perfonnance will be noted as "No relevant past perfonnance history identifiable".
Evaluators will only be assigned a merit rating related to the Contractor ' s past perfonnance in completing tasks similar to the required elements as listed in the Statement of Work.
The following rating method shall be used in the evaluation of past perfonnance infonnation:
Outstanding: Based on the Contractor's perfonnance record, no doubt exists that the II Contractor will successfully perfonn the required effort. Sources of infonnation are consistently finn in stating that the Contractor's perfonnance was superior and that they would unhesitatingly do business with the Contractor again.
Excellent: Based on the Contractor's perfonnance record, little doubt exists that the - Contractor will successfully perfonn the required effort. Sources of infonnation state that the Contractor's perfonnance was good, better than average, etc. , and that they would do business with the Contractor again.
Acceptable: Based on the Contractor's perfonnance record, some doubt exists that the - Contractor will successfully perfonn the required effort. Sources of infonnation indicate that the Contractor's perfonnance is average or that favorable reports are offset by unfavorable reports.
0- Marginal: Based on the Contractor's perfonnance record, some doubt exists that the Contractor will successfully perfonn the required effort. Sources of infonnation make unfavorable reports about the Contractor's perfonnance and express concern about doing business with the Contractor again.
- Unacceptable: Based on the Contractor's perfonnance record, serious doubt exists that the Contractor will successfully perfonn the required effort. Sources of infonnation consistently stated that the Contractor's perfonnance was entirely unsatisfactory and that they would not do business with the Contractor again.
M.S. Cost/Price Evaluation
It is anticipated that pricing for the majority of the line items will be finn-fixed price commercial items and that adequate price competition will be received. Therefore, the Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. However, in limited situations, a cost analysis (especially for the VMI portion of this acquisition) may be appropriate to establish reasonableness of the otherwise successful offeror' s price. In addition, the Contracting Officer may obtain data other than certified cost or pricing data from the offeror or contractor for this acquisition, if necessary if that is the only means in which to detennine the price to be fair and reasonable.
RFP 13-100-S0L-00015
M.6 Extent of Small and Disadvantaged Business (SDB) Participation
SDB participation will not be scored, but the USG's conclusions about overall commitment and realism of the Contractor's SDB Participation targets will be used in determining the relative merits of the Contractor's proposal and in selecting the Contractor whose proposal is considered to offer the best value to the USG. The extent of the Contractor's Small Disadvantaged Business Participation Targets will be evaluated before determination of the competitive range. Evaluation of SDB participation will be assessed based on consideration of the information presented in the Contractor's proposal. The USG is seeking to determine whether the Contractor has demonstrated a commitment to use SDB concerns for the work that it intends to perform. Offers will be evaluated on the following sub-factors:
1. Extent to which SDB concerns are specifically identified
2. Extent of commitment to use SDB concerns
3. Complexity and variety of the work SDB concerns are to perform
4. Realism of the proposal
5. Past performance of Contractors in complying with subcontracting plan goals for SDB concerns and monetary targets for SDB participation
6. Extent of participation ofSDB concerns in terms of the value of the total acquisition.
