About this file
This file is a TAP Scorecard workbook used by the Massachusetts state government to evaluate bids and proposals for the MassAbility Transition to Adulthood Program (TAP) 2026. The scorecard serves as the standardized evaluation instrument for all types of procurements, including requests for proposals (RFRs) and requests for quotes (RFQs). The workbook is designed to automatically calculate and tabulate scores across multiple bidders using formulas and coding to maintain consistency. Evaluators complete scoring criteria on a five-point scale ranging from Unsatisfactory (1 point) to Outstanding (5 points) based on how well bidders address defined requirements. The minimum qualifying score required is 60 points. Prior to releasing any RFR, all weight multipliers and scoring criteria must be agreed upon and locked down by evaluation team members, with criteria weightings indicating the relative importance of each evaluation factor.
Procurements valued above $250,000 require bidders to submit a Supplier Diversity Plan (SDP), which is scored separately by a member of the Office of the Comptroller (OFMB) on a dedicated scoring sheet and then incorporated into final scoring on the "Score Tabulation" worksheet. For procurements with an SDP requirement, total scores equal 100 points, with SDP accounting for 25 points and Program/Business Response accounting for 75 points. For procurements without an SDP requirement, total scores equal 75 points. Procurements valued at $250,000 or less should give special consideration to Small Business Purchasing Program (SBPP) participants in accordance with Executive Department directives for non-construction goods and services. The scorecard uses color-coded totals to indicate performance ranges above 75 percent, between 50-75 percent, and between 25-50 percent. No partial or half points are permitted during scoring.
