About this file
This document summarizes an amendment to a federal solicitation for the construction of a new seawater filtration and distribution system. The project involves building a system providing 2,400 gallons per minute of seawater for research on endangered species. Offerors must acknowledge receipt of the amendment by the specified date. The National Oceanic and Atmospheric Administration seeks a contractor to construct the new system while the existing one remains operational. The scope includes construction services and execution of the project. With a magnitude between $5-10 million, it is designated as a total small business set-aside under NAICS Code 237110.

Offeror's Question: The RFP states that for a project to be considered relevant it must meet the following minimum requirements:
"Construction was substantially completed within eight (8) years of the submission deadline; the project exceeded $5,000,000.00 in
PAGE 4 OF 6 1305M423RNAAJ00070002
1305M423RNAAJ0007
construction costs; and project included the installation of pumping system with a minimum flow of 1500 GPM with similar filtration and temperature control criteria."
Would the government consider relaxing the criteria to: "Construction was substantially completed within eight (8) years of the submission deadline; the project exceeded $5,000,000.00 in construction costs;
and project included similar mechanical piping systems." This would greatly improve competition and the government can determine if the contractor has the necessary experience, knows and understands the scope, during the oral presentations.
Government's Response: Sections H.54.3.5 and L.9.2.2.8 have been revised to: “Construction was substantially completed within eight (8) years of the submission deadline; the project exceeded $5,000,000 in construction costs; and project included the installation of a liquid pumping or piping system with a minimum flow of 300 GPM, a similar filtration and temperature control criteria or other similarly complex conditioning or support systems. Projects may include oil pumping and pipeline systems, water treatment and distribution systems, hatchery, aquaculture and sewage treatment systems.”
Offeror's Question: During the Pre-proposal conference it was stated that the known contaminated soil areas were included in the drawings.
What drawing provides this?
Government's Response: Drawing C.2 and draft EA provide details on contaminated soils.
Offeror's Question: Please confirm that all onsite stored equipment in the construction areas are to be cleared by the government prior to construction and that it is not the contractors responsibility to move this material. (this is most prevalent at the boneyard at the top of the hill.)
Government's Response: Confirmed, the Government will clear all onsite stored equipment from the areas currently identified for construction activity.
Offeror's Question: RE: L.9.2.2.8 "All qualifying similar projects must meet the following minimum requirements: Construction was substantially completed within eight (8) years of the submission deadline; the project exceeded $5,000,000.00 in construction costs;
and project included the installation of pumping system with a minimum flow of 1500 GPM with similar filtration and temperature control criteria." The criteria is pretty intense for a Total Small business solicitation and the contract only allows for a Joint Venture option.
Question: Can a major subcontractor's relevant experience be used to meet the solicitations relevant projects and experience criteria?
PAGE 5 OF 6 1305M423RNAAJ00070002
1305M423RNAAJ0007

Offeror's Question: The Timber that needs removed will that become the property of the Contractor?
Government's Response: The Offeror shall be responsible for the removal of vegetation from the jobsite.
Offeror's Question: Will NOAA provide Utility Locates for Buried Site Utilities?
Government's Response: Utility locate information was included in the RFP documents as "for information only". Contractor is responsible for confirming all utility locations.
Offeror's Question: Will NOAA revise the Shut Down Time to allow for Glue to Cure at the Point of Connection?
Government's Response: Due to operational constraints, no additional time would be allowed.
Offeror's Question: The waste connections to the main do not match what we went over on the job walk. Are we tying all the sea drains into 1 discharge?

Government's Response: Sleeving is only required under the crane pad as shown on drawing P. 6 note 8.
Offeror's Question: Can we use flanges on both sides of the manifold 3 on P.20 instead of transition coupling HDPE to PVC?
Government's Response: The Offeror shall submit their proposal based on the information contained in the drawings and specifications.
Offeror's Question: P.19 Note 10 & 11 call for S.S tapping sleeves on Sch 80 PVC system is this correct or is it all stay PVC?

Offeror's Question: Can we use SDR17 instead of SDR21 because from what I’m hearing it is not readily available and the fittings have to be tapered down from SDR17 to SDR 21?
