About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the National Oceanic and Atmospheric Administration (NOAA) for snow removal and de-icing services at the NOAA facility located at 325 Broadway, Boulder, Colorado. The amendment number is 0001, effective August 16, 2026, and modifies solicitation 1305M326Q0459. The deadline for acknowledging receipt of this amendment prior to offer submission is August 16, 2026. Contractors must acknowledge receipt by completing the form and returning it, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication that references the solicitation and amendment numbers.
The amendment consists of vendor questions received as of August 19, 2026, and government responses clarifying contract requirements. Key clarifications include: contractors may subcontract snow removal work while retaining prime contractor responsibility; snow removal personnel have 24/7 access to the parking lot and sidewalks without access control, though building doors are access controlled; the applicable labor classification for snowplow operators is 11210 Laborer, Grounds Maintenance under Wage Determination 2015-4145; contractors are responsible for independent monitoring of weather and site conditions to determine ice-response activation rather than waiting for government notification; machinery and equipment cannot remain on site throughout the October through April service period but may be discussed for specific weather events; and off-site snow hauling, if needed, must be included in the monthly firm-fixed price with no additional funding provided. Vendors are required to carefully review the Statement of Work, Section 6, to determine all service requirements and price accordingly.

AMENDMENT NUMBER 0001 (08/20/2026):
VENDOR QUESTIONS RECEIVED AS OF 08/19/2026 AND
GOVERNMENT RESPONSES.
NO OTHER CHANGES.
1. May the Contractor satisfy the technical capability/experience requirement through a named experienced local snow-removal subcontractor that performs the field work while the Contractor remains the prime contractor responsible for management, compliance, invoicing, and performance?
RESPONSE: Quotes should specify the experience each company possesses and the responsibilities that each company will have in fulfilling the requirements of the contract.
2. Could you please clarify whether the prime contractor may subcontract the snow removal and de-icing operations to a qualified commercial snow-removal subcontractor, while the prime contractor retains overall contract management, supervision, and responsibility for performance under the contract?
RESPONSE: A vendor may act as the prime contractor and subcontract the work. The vendor awarded the contract has full responsibility for meeting all contract requirements.
3. Will snow removal personnel receive standing or seasonal authorization for after-hours access, given the 24/7 continuous access requirement?
RESPONSE: The site has no gate or fencing for the parking lot and all sidewalks are accessible without access control. Building exterior doors are access controlled 24/7.
4. Are there any minimum insurance coverage limits required beyond the state-required licensing and insurance referenced in the
Statement of Work?
RESPONSE: It is up to the Contractor to assess

6. Could you please clarify whether there are any specific requirements regarding subcontractors that I should include with my offer, such as identifying the proposed subcontractor, providing their qualifications, insurance information, or any other documentation?
RESPONSE: Please thoroughly review the solicitation to determine any requirements regarding subcontractors. If there are no specific requirements, vendors determine what to include in their quotes.
7. Can machinery and/or equipment be left on site so that it is on site and ready to go?
RESPONSE: The Statement of Work, Section 6, states “In some cases, equipment may be moved on site to be on standby.” The Contractor cannot leave machinery or equipment on site throughout the service period of October through April; however, the Contractor may discuss leaving machinery or equipment on site for weather events as they occur with the
Government Point of Contact.
8. Ice-response activation – Should the contractor independently monitor site conditions and automatically mobilize for ice accumulation or refreezing, or will the

9. Snow hauling – Is off-site hauling included in the monthly firm-fixed price whenever on-site storage becomes insufficient, or would hauling be separately authorized and compensated? If included, can the Government identify the designated on-site snow-storage areas and whether off-site hauling was required under the incumbent contract?
RESPONSE: Vendors should carefully read the
Statement of Work, Section 6 and include all services or possible services in their quotes.
Additional funding will not be added to the contract if hauling snow off site is needed.
Anecdotally from staff at the work site, snow has not needed to be hauled off site in many years.
