Statement of Work Summary

This Statement of Work describes snow removal and de-icing services required by the National Weather Service Forecast Office Binghamton, located at 32 Dawes Drive, Johnson City, NY 13790-4132. Services are needed for October through April during each contract year, covering a paved parking lot of approximately 14,800 square feet and paved walkway areas totaling approximately 650 square feet combined, including entrance drives, sidewalks, ramps, and entry/exit areas to the main building and outbuildings. The contractor must notify available staff to move vehicles as necessary and ensure snow removal permits mail delivery and trash removal vehicle access. The contractor is responsible for furnishing all supervision, personnel, equipment, tools, materials, and training necessary to meet performance standards, including compliance with OSHA, Federal Clean Air Act, and state and local standards. The contractor must meet all state-required licensing and insurance requirements for equipment used.

Performance standards require the contractor to report for services when two inches of snow has accumulated and continuously throughout the storm, maintaining no more than two inches of accumulation at any time. The office operates 24 hours daily, seven days weekly, requiring continuous access via sufficient snow plowing and de-icing for ice accumulations and ice melt conditions. The contractor must remove remaining snow from sidewalks and parking lot entrances following public plowing, apply de-icing material to aid traction, push snow beyond paved areas to prevent encroachment, and arrange off-site disposal at approved landfills if necessary. Snowfall events are measured using National Weather Service Binghamton data. A Site Manager must be designated within five days of award, available weekdays between 8:00 AM and 3:00 PM. The base period extends from the Date of Award through May 31, 2027, with four separately-priced option years extending through May 31, 2031. The government furnishes electrical power and marks the plowable parking lot area.
