About this file

This is Amendment 0001 to a federal solicitation (1305M326Q0442) issued by the National Oceanic and Atmospheric Administration (NOAA), Office of Air and Radiation (WAD-OAR), located in Boulder, Colorado. The amendment is effective August 14, 2026, and is not extended.

The amendment adds questions and answers clarifying project scope and requirements. Key clarifications include: photographs of four shelter interiors and access roads are attached (Flagstaff site is identical to others); 24-foot box trucks can access all sites including Reno and Elko mountaintop locations, though roads require slow, careful navigation; three Fiberbond buildings will have running equipment during work, with Points of Contact determining onsite presence; closed-cell spray foam meeting R-19 is approved as an equivalent insulation option and is highly encouraged; no asbestos or hazardous materials testing has been conducted, and hazardous-material abatement is not included in contractor scope; approximately 10,000 square feet of wall and ceiling area per site requires insulation removal and installation; access coordination with National Weather Service is required; and all four sites may be scheduled and completed independently within a 365-day performance period based on site access, weather, and NWS coordination. The amendment also revises Section X attachments to add Attachment 7 (Insulation Photos) to the list of required documents.

AMENDMENT 0001 (08/18/2026):

ADD QUESTIONS AND PHOTOS TO ATTACHMENTS

•Are photographs of the four shelter interiors and access roads available?

Answer: Attached. This is the same response as earlier. This is the Flagstaff site. It's identical to the others and in the same condition.

•Can a 24-foot box truck access each site, particularly the Reno and Elko mountaintop locations?

Answer: Yes. The roads are not in the best condition, so the truck would need to proceed slowly and carefully.

•Will the shelters be vacant during insulation removal and installation, or will they remain operational with equipment or personnel inside?

Answer: Three Fiberbond buildings inside the snow shelter will have running equipment. The

POC's at each site will determine if they will be onsite or if the contractor will be given individual access.

•May closed-cell spray foam meeting R-19 be submitted as one of the equivalent insulation options for COR approval?

Answer: Yes. This is a highly encouraged option.

•Has the existing wall/roof insulation at any of the four locations been tested for asbestos or other hazardous materials? If so, can the results be provided? Please confirm whether any hazardous-material abatement is included in the contractor’s scope.

Answer: No & No

•Since the estimated wall and ceiling area is
