About this file

This is Amendment 0001 to RFQ 1305M326Q0432, issued by the National Weather Service (NWS) Western Region office in Seattle, Washington on August 14, 2026. The amendment provides government responses to 30 contractor questions, incorporates an updated Statement of Work (SOW), adds FAR Clause 52.228-13 (Alternative Payment Protections), and includes site drawings and attachments.

The project involves design and installation of a perimeter fence and automatic vehicle gate system at the NWS facility in New Braunfels, Texas. Key requirements include: installation of approximately 750 linear feet of 9-gauge galvanized chain-link fence (2-inch mesh) with 2-inch tubular steel frames, corner/terminal posts measuring 2-7/8 inches O.D. Schedule 40 steel, 3000 psi concrete footings, 7-gauge tension wire, and a one-manual pedestrian swing gate (4 feet wide by 8 feet high) adjacent to the mailbox area. The automatic vehicular gate system must be compatible with future Mercury web-based access control platform integration; a standard commercial gate operator is required (high-security operators not required per Security Level II designation). The contractor must provide all control boxes, video intercom consoles, remote release push-buttons, keypads, cameras, and related equipment as a complete turnkey system. Electrical work includes 3/4-inch EMT conduit from Panel PPC (approximately 200 feet away) with available 120V power and spare 20-amp/30-amp breakers. Interior control locations are 275–350 feet from the gate operator; directional boring or trenching beneath the asphalt driveway is required. The contractor must maintain a minimum 10-foot setback from septic field boundary posts, contact Texas 811 for public utility locates, and coordinate with facility management. Work can be performed outside normal business hours (7:00 AM to 5:00 PM, Monday–Friday) subject to advance approval. Davis-Bacon Act wage determination TX20260251 applies; weekly certified payroll reports (Form WH-347 or equivalent) are required. Payment protection—either a payment bond or irrevocable letter of credit equal to 100 percent of the original contract price—must be submitted within 10 calendar days of award. Offerors shall submit realistic construction schedules, preliminary gate closure plans, and detailed shop drawings post-award.

The purpose of this amendment is to provide Government answers to questions received in response to this RFQ, add a clause, incorporate site drawings, and provide an updated Statement of Work (SOW).

Question 1: What is the designated security level of the facility (e.g., Level II, III, or IV)? This information is needed to determine the appropriate gate operator and security configuration. If the facility is designated as a higher-security facility, would the government prefer or require a high-security-rated operator, such as the HySecurity SlideDriver 50 (SD50), or an equivalent system?

Government Answer: The facility is designated as Security Level II. A standard commercial gate operator is sufficient; a high-security-rated operator (such as the SD50) is not required.

Question 2: Does the facility currently have an access control system or preferred manufacturer/standard that the new gate system must integrate with, including the keypad and indoor display/control station? If no specific system is required, would the government like the contractor to propose and furnish a reliable, user-friendly access control system appropriate for the facility’s required security level?

Government Answer: The facility currently utilizes standalone Kaba keypads solely for main building door entry. A future contract will implement a web-based Mercury access control platform. All contractor-furnished equipment for the gate system (e.g., keypads, cameras, intercoms) must be compatible with future integration into a Mercury-based platform.

Question 3: SOW Para 9 requires the installation of a 3/4" EMT conduit from Panel PPC to the Storage Room. Could the Government please clarify if the existing Panel PPC has sufficient electrical capacity (amperage) and available physical space/slots to accommodate the new circuit breaker required for the gate operator and security lighting, or is a panel or subpanel upgrade required as part of the contractor’s scope?

Government Answer: Panel PPC contains available physical space and electrical capacity, including spare single-pole breakers (20-amp and 30-amp). A panel or subpanel upgrade is not required.

Question 4: SOW Paragraph 12 strictly prohibits excavation in the Septic Field, which is marked by boundary posts. Given the proximity of the proposed fence line and gate runback area shown in the site layout, could the Government provide the minimum required physical setback distance (in feet) from the marked boundary posts to ensure no damage occurs to the evapotranspiration field during post setting?

Government Answer: All excavation and post-setting operations shall maintain a minimum setback distance of 10 feet from the marked perimeter posts of the septic field.

Question 5: SOW Paragraph 8 specifies routing low-voltage plenum-rated cabling through existing under-floor and in-slab raceways to the Front Desk and Operations Area. Has the Government verified that these existing raceways are clear of blockages and have sufficient physical capacity to accommodate the new control and video cabling? If blockages or capacity limitations are encountered, will the contractor be responsible for installing new pathways?

Government Answer: The Government has verified that the in-slab raceway is clear of obstructions and has sufficient capacity for the new cabling. If unforeseen physical obstructions are encountered during performance, the contractor will not be held responsible for installing new pathways.

Question 6: SOW Paragraph 12 mentions coordinating with Texas 811 and working with NWS staff to identify private electrical, water, or irrigation lines along the fence and conduit lines. Please clarify if the Government will be responsible for locating and marking all private/non-public utilities (such as meteorological instrumentation lines, facility power, or radar feeds) within the property boundary, or if the contractor is required to procure independent private utility locating/GPR services?

Government Answer: The contractor is responsible for contacting Texas 811 to perform public utility locates and for coordinating findings with local NWS facility staff prior to excavation. The Government confirms there are no active meteorological instrumentation lines located within the project area.

Question 7: SOW Paragraph 8 mentions providing and installing control boxes and video intercom consoles for full gate operation at the Front Desk and Operations Area. To ensure compatibility and alignment, could the Government specify whether these indoor monitor consoles, control boxes, and remote release push-buttons are completely contractor-provided (turnkey), or is there existing Government-Furnished Equipment (GFE) that must be integrated?

Government Answer: The contractor shall provide and install a complete, turnkey system—including indoor monitor consoles, control equipment, and remote release push-buttons—at the Front Desk and Operations Wall. No GFE will be provided. All hardware must be capable of future integration into a Mercury web-based access control system.

Question 8: Workweek and After-Hours Approvals: SOW Paragraph 17 and NOAA NAM 1330-52.237-72 state that the facility is an active 24/7 location and require the contractor to minimize entrance closures, coordinating them at least 72 hours in advance. If certain operations (such as conduit trenching across the active driveway or building penetrations) must be performed outside normal business hours (7:00 AM to 5:00 PM, Monday through Friday) to minimize operational disruption, will the Government pre-approve after-hours or weekend work?

Government Answer: Yes. Work outside normal business hours may be scheduled, subject to advance coordination and written approval from the Contracting Officer's Representative (COR) and facility management.

Question 9: Which DBA labor classification should be used for fence and automatic gate installers since that classification is not identified in wage determination TX20260251?

Government Answer: Wage Determination TX20260251 does not contain a specific classification for fence or automatic gate installers, and the Government cannot mandate or pre-approve an unlisted labor classification prior to award. Offerors are responsible for reviewing the Scope of Work and submitting quotes based on their own determination of applicable classifications under the Wage Determination—such as evaluating whether aspects of the work fall under existing trades (e.g., Laborer, Carpenter, or Electrician for gate controls/wiring).

Question 10: Are certified payroll reports required weekly through the Department of Labor WH 347 form?

Government Answer: Yes, under FAR 52.222-6 (Payrolls and Basic Records) and the Davis-Bacon Act, weekly certified payroll reports are required for all laborers and mechanics working on the site.

While the physical Form WH-347 is optional, contractors may use their own payroll software reports provided they contain all required fields and a signed Statement of Compliance. Certified payrolls must be submitted weekly to the Contracting Officer (or designated agency representative) within 7 calendar days after the regular pay date.

Question 11: Are payment or performance bonds required? No bonding requirement was identified in the provided solicitation?

Government Answer: Yes, RFO FAR Clause 52.228-13, Alternative Payment Protections, was inadvertently left out of the solicitation. Please see the clause for the required document to submit with the quote. Contractor must submit one of these options: (i) A payment bond or (ii) An irrevocable letter of credit (ILC). The penal amount of the payment bond or the amount of alternative payment protection must equal 100 percent of the original contract price.

Question 12: Please confirm whether the Government requires a specific manufacturer or model for the gate operator, video intercom, keypad, automatic exit system, and safety sensors.

Government Answer: The Government does not mandate specific brand-name manufacturers or models. However, all proposed hardware must be compatible with future integration into a Mercury web-based access control system.

Question 13: What voltage and available circuit capacity are provided at electrical panel PPC?

Government Answer: Electrical panel PPC provides 120V power with available single-pole 20-amp and 30-amp spare breakers.

Question 14: Approximately how far is the proposed gate operator from the building electrical panel?

Government Answer: Approximately 200 feet.

Question 15: Approximately how far are the two interior control locations from the gate operator?

Government Answer: Approximately 275–300 feet to the first interior control location and 300–350 feet to the second location. Final run lengths will depend on the contractor's selected entry point into the building; however, at least one of the control stations is expected to be within a 300-foot cable distance from the gate operator.

Question 16: Is boring beneath pavement required, or can the conduit route remain within unpaved areas?

Government Answer: Conduit routing from the operator to the keypad pedestal requires directional boring or trenching beneath the asphalt driveway/entrance.

Question 17: Will the Government provide available property surveys and drawings showing utilities, irrigation, and the septic field?

Government Answer: Available as-built drawings will be provided to the awardee upon contract execution. The septic field perimeter is physically delineated on-site by marker posts; no work is permitted within this zone. The contractor remains responsible for contacting Texas 811 for utility locates prior to excavation.

Question 18: Are permits required from the City of New Braunfels, New Braunfels Regional Airport, or another authority?

Government Answer: No.

Question 19: Is airport authority approval required where the new fence connects to the existing airport fence?

Government Answer: No.

Question 20: Must the quote include manufacturer data, shop drawings, licenses, and certifications, or are these required only after award?

Government Answer: Quotations must comply with all submission requirements outlined in Section 6 (Instructions to Offerors) of the RFQ and incorporate all requirements resulting from this Q&A amendment. Detailed shop drawings and submittals will be required post-award.

Question 21: Are there any insurance limits beyond the applicable FAR requirements?

Government Answer: No. Standard RFO FAR Requirements apply.

Question 22: Please confirm that the construction schedule and preliminary gate closure plan must be included in the technical quotation.

Government Answer: Confirmed. Offerors shall submit a realistic tentative construction schedule adhering to the Period of Performance, alongside a preliminary gate closure plan, as part of their technical volume.

Question 23: Is a specific subject line or file naming convention required for quote submission?

Government Answer: No specific file naming convention is required. Price Quote should be separate from the technical quote. Inclusion of the offeror's company name in file titles is preferred.

Question 24: Solicitation does not appear to include a separate pedestrian access gate. To maintain safe pedestrian access and ensure the gate/facility complies with safety and building code requirements, will a ped gate be required as part of this scope? We recommend including a dedicated gate to prevent pedestrian traffic through the vehicular gate opening.

Government Answer: Yes. Offerors shall include one (1) manual swing gate for pedestrian access, located adjacent to the existing mailbox area. Salient characteristics are as follows:

Dimensions: 4 feet wide by 8 feet high (matching adjacent fence height) Frame: 2-inch tubular steel frame Fabric: 9-gauge galvanized chain-link, 2-inch mesh Top: 3-strand barbed wire overhang Hardware: Heavy-duty hinges and latch assembly (padlock provided by the Government)

Question 25: This is from my estimator - " I have looked at the site on Google maps and it appears to me that the footage will be somewhat less than the 750' noted in the RFI for this project (maybe more like 600'). I am planning on doing a site visit on Monday Aug. 24th, so after that I should have a more accurate measurement of the site. I am wondering if I should quote the job based on the actual footage or base it on the footage noted in the SOW? Please let me know how you would like me to quote this job."

Government Answer: The 750 linear feet stated in the SOW is an approximation. Offerors are responsible for verifying actual field measurements (including during scheduled site visits) and submitting their proposals based on their precise linear footage calculations.

Question 26: He has a site visit scheduled for Monday, August 24 as Jorge said no one from the team is available to be there for one this week. After or during the visit, if needed, will additional questions be able to be answered?

Government Answer: The formal deadline for question submissions and quote receipt remains unchanged. If a late question is submitted that provides critical clarification beneficial to the competitive process, the Contracting Officer may, at their sole discretion, issue a subsequent amendment.

Question 27: Please provide any additional detailed specifications available for the fence system, including post and framework sizes, post-hole dimensions/depths, footing requirements, and any other installation details not currently shown in the SOW.

Government Answer: Line Posts: 2.375-inch (2-1/2-inch nominal) O.D. Schedule 40 steel. Corner / Terminal Posts: 2-7/8-inch (3-inch nominal) O.D. Schedule 40 steel 9 feet long: 6 feet above ground, 3 feet below. Install dome / bullet caps to match posts. Hole Dimensions: 10 inches wide (12 inches for Corner / Terminal Posts) by 36 inches deep. 3000psi concrete per post installed with sloped crown.

Horizontal Rail: 1.66-inch O.D. Schedule 40 steel. Space the posts 9 - 9.5 feet apart. Use a 2.875-inch Two-Way Combo Ring or two separate brace bands and rail cups on every single line post.

Mesh: 9-gauge core galvanized steel fabric with a 2-inch diamond mesh. Top and bottom edges of the fabric should be knuckled.

Bottom Tension Wire: Stretch a 7-gauge coated coil spring tension wire along the bottom loop of the fabric, 2 inches above the dirt. Ensure all bolt heads face outside of fence.

Question 28: The SOW references concrete footings for the gate runback. There isn’t any track typically for a cantilever gate. Could you please advise on that.

Government Answer: Correct. A ground track across the driveway opening is not required. Concrete footings are required exclusively under the counter-balance/runback area adjacent to the driveway opening. These footings must be designed and poured to anchor the gate support posts and safely withstand the dynamic forces and cantilevered leverage of the extended gate.

Question 29: The SOW requires an excavation evaluation in addition to utility locating. Please clarify whether any additional evaluation is required, such as soil testing, geotechnical investigation, or other subsurface assessment.

Government Answer: No. Geotechnical investigations, formal soil testing, or subsurface mapping beyond utility mapping is not required. The excavation evaluation requirement refers to the contractor’s standard duty of care to assess proposed trenching and digging paths relative to nearby structures (e.g., sidewalks, foundations, walls) to prevent undermining, erosion, or structural damage during execution.

Question 30: The SOW requires the fence installation to remain within the property line. Please confirm whether a current property survey will be provided by the procurement office or whether the contractor is expected to obtain a survey as part of the project.

Government Answer: The contractor is not required to procure a property survey. Offerors shall rely on the Site and Utility Plan and Finish Grading Plan attached to this amendment for property line and placement guidance.
