Questions and Answers
1. Are progress payments permitted under this purchase order, or is the contractor required to invoice only once upon full completion of the project?
a. It depends on if the invoice contains materials that can be inspected and accepted or completion of tasks can be. We cannot approve invoices unless the Government can confirm receipt of goods and services.
2. Set-Aside Status: Please confirm whether this solicitation is a Total Small Business Set-Aside. The solicitation contains language indicating a Total Small Business Set-Aside and incorporates FAR 52.219-6; however, the SF-18 appears to indicate that the RFQ is not a small business set-aside.
a. This is a total small business set-aside, I don't see on the SF18 where it indicates this is not a small business, please clarify.
3. Existing Roof Deck / Concealed Conditions: If deteriorated or damaged wood decking/framing is discovered after the existing flashing and roofing components are opened, is the contractor expected to include unlimited repair/replacement within the Firm-Fixed-Price amount, or would significant concealed deterioration be addressed through a contract modification?
a. Include repairs. The government cannot quantify significant concealed deterioration.
4. Existing Roof Construction: Can NOAA provide the existing roof deck type/thickness and existing insulation type/thickness, if known?
a. NO (I do have one last way to check but am not confident I will be able to attain).
5. Perimeter Blocking: Is there a required size, species, treatment, or other specification for the new perimeter wood blocking required to accommodate the increased roof height?
a. Pressure treated lumber.
6. 20-Year Warranty: Does NOAA require a 20-year manufacturer's NDL/system warranty, or will a standard 20-year manufacturer membrane/system warranty meeting the SOW be acceptable?
a. Standard is acceptable.
7. Manufacturer Inspection: Is a roofing manufacturer inspection required upon completion before the 20-year warranty is issued?
a. YES, as stated in the SOW.
8. Approved Manufacturers: Are commercial EPDM systems from manufacturers such as Carlisle, Elevate, Johns Manville, Versico, or equivalent acceptable, provided the proposed system meets all specifications and warranty requirements?
a. YES
9. Edge Metal: Is there a required minimum gauge/thickness or material specification for the approximately 80 LF of new factory-painted edge metal?
a. Match existing.
10. Roof Penetrations: Are there any roof penetrations, drains, curbs, mechanical equipment, or other rooftop components that will require flashing or modification as part of this work?
a. NO
11. Gutters/Downspouts: Are any gutters or downspouts attached to the existing roof perimeter, and if so, are modifications or replacement of these components included in the contractor's scope?
a. NO
12. Government-Furnished Utilities: Will electrical power and water be available onsite for contractor use during construction?
a. Power YES, Water NO
13. Staging & Dumpster: Is there a designated area onsite for material staging and placement of the contractor-provided dumpster?
a. YES, we can provide designated area.
14. Past Experience: May Titan utilize the relevant roofing experience, manufacturer certifications, and past performance of its identified roofing subcontractor to demonstrate the team's technical experience for this procurement?
a. That is acceptable as long as the information required is provided.
15. Buy American: Please confirm that all applicable roofing and construction materials furnished under this project are required to comply with FAR 52.225-9, Buy American – Construction Materials, unless an authorized exception applies.
