Section 2 - Combined Synopsis/Solicitation
Summary of Clause Changes:
Clause Statement of Work is incorporated as follows:
Statement of Work SOW
Background:
This project is for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region, Tampa Weather Forecast Office (WFO) located in Ruskin Florida. The parking lot has large cracks, pot holes and sunken areas that need to be addressed. There is approximately 21,500 square feet of asphalt. This includes an added area to extend the parking area at the upper air building which is to the left of the front of the upper air building south of the existing concrete sidewalk and is currently bare ground. and there is also an area directly behind the upper air building on the east side and currently has asphalt, this area can be sealed with a polymer/rubberized sealer, the area has no vehicle traffic only foot traffic. There is also 1200 linier feet of striping. (Refer to photos below).
Objective:
Restoration of the parking lot will return the deteriorated asphalt up to original condition of a newly paved parking area making a safe and aesthetic pleasing parking area. The local staffs’ safety concerns regarding the current conditions of the parking lot will be relieved once the project is completed. The SRH and WFO staff would like to correct the problem in the most efficient and cost-effective manner possible.
Tasks:
Furnish all necessary labor, materials/supplies, equipment, services, and supervision necessary to accomplish all tasks necessary for the completion of the work set forth in this Statement of Work (SOW). These services include, but are not limited to providing: construction, testing, documentation, and construction management necessary for the successful completion of the required work.
The Contractor Shall:
Existing Parking Area:
• Make note of dimensional layout of the existing main parking area, to document the type, number and spacing of the existing parking spaces prior to repairing the existing parking area and the removal.
Asphalt Application and Parking Lot Repairs:
• Remove all bumper blocks and pins. Replace with 6 foot in length Black and Yellow Clearline recycled rubber parking blocks w/ 18-inch steel spikes or an equivalent of the same type of recycled rubber parking blocks using 18-inch steel spikes.
• Mill (grind) the entire area currently under asphalt, including both entrance ramps at both the east and west entrance gates.
• Mill to a depth of 1.5” (1.5 inches) making sure the new asphalt remains perfectly flush with existing concrete curbs and sidewalks, maintain a safe, profession and ADA complaint transition.
• Repair/ replace road base material and re-compact to form new subgrade.
• Inspect the milled base: Check the exposed asphalt layer for soft spots, cracks or structural failures.
• Mill deeper if needed: Excavate and patch any areas where the remaining base is weak or unstable.
• Level low spots: Patch deep ruts or depressions with binder asphalt and compact them flat.
• Apply tack coat: Spray a liquid asphalt emulsion uniformly over the clean milled surface.
• Allow curing: Wait for the tack coat to break and become tacky. This will ensure the new asphalt sticks to the old surface.
• Apply new asphalt: Use a commercial paver to lay 1.5 inches of fresh surface-mix asphalt over the tack coat.
• Compact the mat: Use steel-wheeled rollers in breakdown, intermediate, and finish passes to achieve proper density.
• Joint compaction: Roll and seal longitudinal and transverse joints tightly to prevent water entry.
• Provide all labor and project management while actively working onsite.
Restriping:
• Currently there are 26 parking spaces with two handicap spaces. Restripe main parking area according to existing parking lot layout utilizing Sherwin-Williams Pro-Park Traffic Paint yellow in color (26 spaces including handicap). Overflow parking area will have changes (No Parking area, wider spaces for Government vehicles, and ten regular sized spaces). Consult staff for new layout for the Government vehicle parking lots.
• At each entrance gate (east and west) on the inside of the gates there are Inductive Vehicle Detection loops installed. They will need to be removed during the milling process. And need to be replaced upon new asphalt being applied. And made sure that both loops are working flawlessly upon completion of the parking lot paving project.
