About this file
This is a Questions and Answers document for solicitation 1305M326Q0375, addressing clarifications on the scope of parking lot repair work at the National Oceanic and Atmospheric Administration's Tampa Weather Forecast Office in Ruskin, Florida.
The document confirms that the paving scope includes parking areas on both sides of the building, the overflow parking area, and the access drive leading to the gate. The Government clarified that existing asphalt pavement depth ranges from 3.75 to 4.5 inches for driveways and parking lot areas, providing contractors with critical information for estimating removal, milling, trucking, and disposal quantities. Regarding bumper block replacement, the Government specified that only parking bumper blocks that are broken apart or cracked all the way through require replacement, establishing a consistent standard for offeror pricing. Additionally, the Government clarified that the area referenced around the Upper Air Building has already been paved and will be addressed along with the rest of the paved areas for the site, negating the need for excavation, new base material, or additional site preparation work beyond standard asphalt replacement procedures.

Questions and Answers
1. Please confirm whether the following areas are included in the paving scope:
* The parking areas on both sides of the building. - Yes
* The overflow parking area. - Yes
* The access drive leading to the gate. - Yes
If available, a marked-up site plan or clarification identifying the intended paving limits would be greatly appreciated. - None are available
2. The Statement of Work requires removal and replacement of existing asphalt pavement. For estimating purposes, can the Government provide the approximate thickness of the existing asphalt pavement (or available pavement section information)? This information is needed to accurately estimate milling/removal quantities, trucking, disposal, and material costs.
a. The pavement depth for the driveways and parking lot area at the Tampa WFO site is 3.75" to 4.5".
3. The Statement of Work requires replacement of any bumper blocks that are "broken or unusable." Because the term "unusable" is subject to interpretation, different offerors may reasonably include different quantities of replacement bumper blocks in their lump-sum pricing. To ensure consistent pricing among offerors, can the Government provide the approximate number of bumper blocks it considers to be unusable and anticipated to require replacement under this contract?
a. If any parking bumper blocks are broken apart or cracked all the way through, the Contractor will replace them with new ones.
4. The Statement of Work references "an added area to extend the parking area at the upper air building" but does not describe the anticipated work required to construct this area. For estimating purposes, can the Government clarify whether this work is limited to placement of new asphalt over an existing prepared base, or whether excavation, new base material, grading, or other site preparation is anticipated as part of the extension?
a. The area of reference around the Upper Air Building has already been paved; it will be addressed along with the rest of the paved areas for the site.
