About this file

This is a Requests for Information (RFI) document for solicitation 1305M326Q0301 regarding Santa Cruz Laboratory Cooling Tower & Chiller Maintenance services for a base year plus four option years.

The RFI clarifies the scope of contractor responsibilities and maintenance requirements. Normal wear repairs include mechanical replacement of components such as belts, bearings, motors, seals, VFDs, controls, contactors, pumps, refrigerant leaks, and tower fill—work to be performed by preventative maintenance technicians, while a separate building automation team handles controls programming and software. Refrigerant is included in the maintenance agreement with quarterly and annual testing requirements reported to the California Resource Board. Vibration analysis and laser alignment are required only when pump assemblies or motors are disconnected for replacement or bearing rebuild, involving realignment and video analysis for precision alignment. The contractor's scope includes all automation service work on physical mechanical items, while chemical water treatment is covered under a separate contract. Basin cleaning, tower fill cleaning, and Legionella testing are optional tasks identified during annual inspections, with any necessary work submitted as repair quotes for funding approval. Oil analysis for chillers is not currently required, though manufacturers' maintenance requirements for chiller tube cleaning will be determined separately. The contractor must maintain 24/7 coverage with a four-hour emergency response time, though the government monitors systems during weekday business hours and uses emergency response time only when necessary.

1 07/15/26 Emergency Repairs - The SOW states repairs due to normal wear are included. Please define "normal wear."

07/20/26

These examples would be considered repair items to quote for repair services and identified during the preventative maintenance inspections. The technician should have the MECHANICAL skills to replace the examples below. We have a building automation team that can support the automation controls, but the physical instruments need to be mechanically installed by preventative maintenance technician. Examples:

belts, bearings, motors, seals, VFDs, controls, contactors, pumps, refrigerant leaks, tower fill

4 07/15/26 Does "service controls as needed" include programming, graphics, software, controller replacement, or only operational verification?

07/20/26

Yes, all is included in the automation service agreement.

Your scope of work will just be mechanical and preventative maintenance on the physical items listed above.

07/20/26 Yes chemical treatment is included under a different service contract.

07/20/26 07/21/26

6 07/15/26 Is basin cleaning required? Tower fill cleaning?

Legionella testing?

07/20/26

This is an optional task and will be identified during annual inspections. In the event, we need the basin cleaned, scraped, and relined. That would be a repair quote. We like to catch big repairs early to submit for funding approval, and project planning. The tower reservoir fill is provided by make up water with regulator, float. There is no current legionella testing

07/20/26 07/21/26

7 07/15/26 Pump Alignment - Is laser alignment expected during annual maintenance?

07/20/26

Laser alignment is only required when the motor or pump assembly are disconnected from one another example would be motor replacement and or pump assembly bearing rebuild.

8 07/15/26 Chiller Oil Analysis - Required? 07/20/26

For a satisfied refrigeration system the chiller requires glycol and the water make up feed. Oil analysis has not been conducted to my knowledge, but making sure the refrigeration is satisfied with the glycol and the make up water is necessary.

9 07/15/26 Chiller Tube Cleaning - Required? 07/20/26 We would need to look at manufacturers maintenance requirements on this unit

10 07/15/26 Emergency Response - Is the contractor expected to maintain 24/7 coverage?

07/20/26

24 - 7 coverage with a four hour response time. The Government monitors the system daily, morning and night during weekday business hours, and we are alarmed through building automation for the after hours notifications and alarms.

We try to conduct all worker and business hours when there’s an emergency, we use the emergency response time only when needed
