About this file

This is a Questions and Answers document for solicitation 1305M326Q0292, a parking lot repair project at the National Oceanic and Atmospheric Administration's Pleasant Hill, MO Weather Forecast Office. The document clarifies key scope requirements that were updated due to discrepancies found in the original Statement of Work.

The existing parking lot surface is concrete, not asphalt, and the government is seeking an asphalt overlay solution. The scope includes identifying and repairing failed concrete pavement areas by approximately 2 inches in depth at locations to be determined in the field prior to paving, followed by a 3-inch asphalt overlay across the entire approximately 22,000 square-foot parking lot. The solicitation explicitly excludes sidewalk repairs, despite the entrance sidewalk being deteriorated. Contractors must provide all personnel, materials, labor, equipment, and supervision necessary to complete the work. The RFQ due date was extended to 2:30 p.m. MST on July 17 per Amendment 0001.

1305M326Q0292 Questions and Answers

1. Could you please confirm whether the existing parking lot surface is asphalt or concrete?

a. The lot is concrete, not asphalt, we want an asphalt overlay. The SOW has been updated with that clarification.

2. Are you looking for a price to do a 3" mill of the entire lots existing concrete and pave back over it with asphalt?

a. The intent is to mill and replace only the failed concrete pavement areas by approximately 2 inches where repairs are required. These locations will be identified in the field and repaired prior to paving. The entire parking lot, approximately 22,000 square feet, will receive a 3-inch asphalt overlay after the necessary concrete repairs are completed.

3. Should the bid include any sidewalk work, as the entrance sidewalk is pretty deteriorated as well?

a. Sidewalk repairs are not included in this solicitation.
