About this file

This is Amendment 0002 to Solicitation 1305M326Q0257, issued by the National Oceanic and Atmospheric Administration (NOAA) Fisheries division in Seattle. The amendment provides responses to ten vendor questions received by the July 9, 2026 submission deadline, with all other terms and conditions remaining unchanged.

Key clarifications from the Questions and Answers include: the 14-day survey period refers to operational days only and excludes mobilization and demobilization, though transit during operations is included; ROV operations are not anticipated to exceed 12 hours per day unless required for mechanical retrieval; no additional experiments or sampling equipment beyond ROV functions are required; CLIN 0003 fuel costs cover all allowable fuel expenses for mobilization, demobilization, transit, and survey operations, including optional CLIN 0002 operations (up to 6 additional days); an enclosed space rather than sheltered deck area is required for the wet/dry lab; NOAA-supplied freezers require dedicated 115/120-volt AC, 60 Hz electrical supply; the Government anticipates award by approximately July 24, 2026; and an ROV-mounted CTD (conductivity, temperature, depth) sensor is required. The target performance period is August 2026.

Vendor Questions and Answers

1. Does a “14-day survey” include mobilization, demobilization, transit time (to and from the work area, between stations, etc.)?

Response: The 14-day survey period refers to survey operational days and does not include mobilization or demobilization. Transit occurring during survey operations, including transit to and from the survey area and between stations, is included within the survey operational period.

2. Does the Government anticipate ROV operations that exceed 12-hour ROV operations on occasion?

Response: No. The Government does not anticipate ROV operations exceeding 12 hours per day, unless required to retrieve the ROV due to mechanical issues or weather.

3. Will the NOAA science team require the deployment of any experiments or sampling equipment separate from the ROV functions listed?

Response: No. NOAA does not require the deployment of any experiments of additional sampling equipment.

4. Will there be other science operations outside of the time period of ROV operations?

Response: Yes. The science team will process biological and water samples collected by the ROV.

5. Is fuel reimbursable only for operational days, or does CLIN 0003 also include mobilization, demobilization, and transit fuel?

Response: CLIN 0003 covers actual allowable fuel expenses incurred in performance of the requirement, including fuel associated with mobilization, demobilization, transit, and survey operational days, subject to the established NTE amount and the documentation requirements of the solicitation.

6. Is the fuel NTE meant to include CLIN 0002, Optional Survey Operations (up to 6 additional days)?

Response: Yes. The NTE amount established under CLIN 0003 includes fuel associated with the base survey operations and, if exercised, the optional survey operations under CLIN 0002.

7. Can the wet/dry lab area be a sheltered area on deck?

Response: No. An enclosed space is required.

8. What are the power requirements for the NOAA-supplied refrigerators?

Response: The NOAA-supplied freezers require a dedicated standard 115/120-volt AC, 60 Hz electrical supply.

9. What is the award decision timeline given the August 2026 preferred performance period?

Response: The Government anticipates making award in late July 2026, with a target award date of approximately July 24, 2026. The Government intends to complete the award process as expeditiously as possible to support the preferred August 2026 survey timeframe.

10. Will the NOAA science team require an ROV-mounted CTD (conductivity, temperature, depth) sensor?

Response: Yes. A CTD mounted on the ROV is required.
