About this file
This is an Amendment (0001) to a Request for Quote (RFQ) for landscaping and grounds maintenance services at a federal facility in New Mexico, issued by the National Oceanic and Atmospheric Administration (NOAA) at Seattle, WA (WAD-NWS). The amendment provides clarifications and answers to contractor questions regarding the solicitation.
The RFQ is for a Total Small Business Set-Aside, Firm-Fixed-Price purchase order to be awarded to the lowest priced, technically acceptable quote. Key service requirements include: quarterly pruning (four times annually unless weather events necessitate rescheduling), herbicide and pesticide application using only non-toxic, biodegradable products made from renewable sources, waste removal of natural debris and trash with no on-site staging (immediate removal required), and maintenance of manicured areas near buildings, pathways, driveways, and the Radar Tower enclosure. The site comprises a combination of natural desert and xeriscape landscaping with no irrigation system. Water is available on-site but contractors must provide their own hoses. Personnel handling chemicals must be currently certified and licensed in New Mexico prior to work commencement, with licenses provided as part of the initial quote package. Unescorted site access requires completed security processing. The incumbent contractor's award number is 1305M321PNWWP0281. Wage Determination 2015-5447 REV 28 (dated 05/13/2026) applies. Quoters may submit on the SF-1449 form or their own company format and must be active in SAM.GOV to be eligible for award. The effective date is 06/09/2026.

WAGE DETERMINATION 2015-5447 REV 28 DATED
05/13/2026 IS APPLICABLE TO THIS RFQ.
Purpose of Amendment 0001 is to provide answers to the RFQ as follows:
ID Reference Question Text Government Response
1 SOW Sec 6
Approved Product List (SOW Section 6): The SOW mandates that all herbicides and products used must be "non-toxic, biodegradable, and made from renewable sources (not petroleum)".
These criteria are highly specific and may exclude many standard industrial-grade products. Does the Government maintain a list of pre-approved brands or specific "green" products that have been successfully used at this facility previously?
Specific regulatory responsibilities are split between the NMDA and the New Mexico Environment Department (NMED):
New Mexico Department of Agriculture (NMDA):
Oversees the distribution, sale, and use of all pesticides and herbicides. They manage applicator certification, licensing, and product registration. You can find resources, exam schedules, and compliance details on the NMDA Pesticide Compliance page.
New Mexico Environment Department (NMED):
Handles environmental impacts, specifically monitoring and regulating groundwater contamination caused by pesticide misuse under the Water Quality Act.
For a complete breakdown of state laws, you can review the New Mexico Pesticide.
NMSU has a herbicide listing as well.
2 SOW Sec 6
Water Source Availability (SOW Section 6): Is the Contractor permitted to utilize on-site water sources for chemical mixing and equipment cleaning, or must
Water is available on site.
Vendors will need to bring their own hose.
https://nmdeptag.nmsu.edu/aes/pesticide-compliance.html https://nmdeptag.nmsu.edu/aes/pesticide-compliance.html https://nmdeptag.nmsu.edu/pesticides/nm-pesticide-law.html https://nmdeptag.nmsu.edu/pesticides/nm-pesticide-law.html https://pubs.nmsu.edu/_circulars/CR597/index.html the Contractor provide all water necessary for performance via water trucks or other off-site means?
SOW Sec 6c and c.1
Waste Disposal Logistics (SOW Section 6.c and C.1):
The SOW requires the off-site disposal of all natural debris (limbs, dead animals, clippings) and man-made trash. Can the Government clarify if there is a designated area on-site for temporary staging of debris prior to transport, or must all materials be loaded and removed immediately upon collection?
There is not a staging area for debris. It must be removed upon collection.
4 SOW Sec 6d
Trimming Contingencies (SOW Section 6.d): The SOW states pruning should occur four times a year "unless a natural weather/climate event occurs that dictates the necessity to perform the service in an off month". In the event of such an occurrence, will the Government issue a separate task order for the additional work, or is the Contractor expected to absorb the cost of these additional unscheduled pruning events within the Firm-Fixed-Price?
No, the government will not issue a separate task order if a natural weather/climate event occurs that dictates the necessity to perform the service in an off month. This would not be additional work, it would just be moving the work to another month to adjust for those circumstances. It will still occur only 4x a year.
5 SOW Sec 4
Security and Access (SOW Section 4): The SOW notes that the Contractor must notify staff of their presence on the property. Given the sensitivity of the Radar/Satellite compounds mentioned in Section 6.b, please clarify the badging and background check requirements for contractor personnel. Specifically, will the Government require a certain number of days for security processing before a new employee is granted site access?
If security processing is not complete for an employee, the employee will be required to be escorted at all times while on the premises.
RFQ Sec 6, Factor 2
Certification Submission (Section 6, Factor 2): The Instructions to Offerors require evidence that personnel "will be properly certified and licensed in New Mexico prior to commencement of work". To ensure an acceptable technical rating, should these licenses be provided as part of the initial quote package, or is a written affirmation of the intent to provide them before the start date sufficient for evaluation purposes?
Please refer to the Evaluation criteria in Section 7 for what is required for a "pass" rating.
"Factor 2 - Staffing Plan/Task Scheduling: The quote explicitly names the supervisor and provides proof of current New Mexico pesticide/herbicide certification for all personnel handling chemicals. The quote affirms commitment to the SOW schedule and provides a staffing plan."
Licenses should be provided as part of the initial quote package.

8 RFQ
Can the Government provide a site map identifying:
Manicured areas Native grass areas Natural desert areas Radar/Satellite compounds Upper Air Building areas referenced in the SOW?
We do not have a usable map that describes the natural desert areas and manicured areas. The manicured areas are near the buildings, pathways and driveways and inside the Radar Tower enclosure. It is easy to identify the natural desert areas versus the manicured areas.
9 RFQ
Can the Government provide recent photographs of the property and all landscaped areas covered under the contract?
Not at this time.
10 SOW
Are there any irrigation systems, water features, or landscape infrastructure that the contractor is responsible for maintaining?
The site does not have an irrigation system. It is a combo of natural desert and xeriscape.
11 RFQ
Are there any existing landscaping deficiencies that the incoming contractor will be expected to correct during contract startup?
The landscaping rock areas by the balloon inflation building are in need of some extra care. They have become very weedy.
