1) VENDOR QUESTION: Wage-rate basis. The solicitation incorporates DOL Wage

Determination 2015-4157 Rev 31 (e.g., Laborer, Grounds Maintenance at $21.71/hr plus $5.55

H&W), while the in-text RFO 52.222-42 references an equivalent "Laborer NA-02, $18.40-$21.45/hr plus 30%." Please confirm that contractor pricing must be based on the incorporated Wage Determination rates and that the 52.222-42 NA-02 statement is informational only and not the required pricing floor.

RESPONSE: Please thoroughly read the clause

RFO 52.222-42. It is identifying the class of service employee and states the wages and fringe benefits payable if they were employed by the contracting agency. The Contractor is responsible for determining the correct wage for employees in accordance with local, state and federal laws, regulations and rules.

2) VENDOR QUESTION: Service-visit frequency.

Does the Government have an expected minimum number of on-site service visits per week (or per month) during the April 1 to November 30 season, or is the contractor free to propose any frequency that meets the weekly performance standards in the SOW?

RESPONSE: The Contractor shall provide service visits once per week during the April 1 through

November 30 performance period; however, shall adjust the frequency of mowing and trimming operations in order to maintain the height of the grass between 2” and 2 ½”.

3) VENDOR QUESTION: Site access and badging

What is the typical elapsed time and any fee for BNL orientation and badging, can crews complete badging in time to meet the start requirement, and is escort available if badging is incomplete at start?

RESPONSE: The Contractor shall provide groundskeeping and landscaping services within ten (10) business days of Date of Award. The badging office is located off campus in

Building 101 and can be accessed by contractors without gate clearance. No escort services are available Contractor employees/subcontractors.

All required BNL badging information, guidance and direct registration links will be provided to the Contractor after award.

4) VENDOR QUESTION: Catch-up services (SOW

Sec. 3A). The SOW requires all non-mowing services that were to be performed in April, May, and June 2026 to be completed within two weeks of award. Please itemize, or confirm the contractor should price, the specific catch-up services (e.g., spring bed cleanup, first mulch placement, irrigation start-up, first annual planting, first fertilization), and confirm whether these are within the Base CLIN price or separately compensated.

RESPONSE: Please review the response to

Question 1 under Amendment Number 0002

(06/09/2026).

5) VENDOR QUESTION: Material quantities. Can the Government provide the approximate total bed square footage / mulch cubic-yardage

(4-inch minimum in beds, 6-inch on tree mounds) and the approximate number of annual plants per planting cycle (three plantings per year across the four beds, island, and signage areas), so material costs can be priced accurately?

RESPONSE: The Government will not provide specific quantities or estimates for mulch, planting materials, or related landscaping requirements. Quoters are responsible for determining material quantities necessary to

6) VENDOR QUESTION: Winter scope. Please confirm that snow and ice removal is entirely outside the scope of this contract and that no services are required December 1 through March

31.

RESPONSE: There is no snow and/or ice removal stated in the Statement of Work.

7) VENDOR QUESTION: Irrigation system. Is the existing irrigation system fully functional at award? Are replacement sprinkler heads and controller repairs the Contractor's cost, and is there a cap or threshold above which repairs become a separate Government-funded action versus routine maintenance?

RESPONSE: The existing irrigation system is fully functional. The Contractor shall replace sprinkler heads that are malfunctioning or damaged, clean dirty or clogged sprinkler heads, and adjust sprinkler heads to ensure they are spraying in the correct direction to water plants, groundcover, flower beds and trees. The Contractor should notify the

Government Point of Contact of any irrigation system damage, malfunctioning issues, or deficiencies to so that these issues can be addressed.

8) VENDOR QUESTION: On-site storage and debris haul. Is any on-site storage (shed or staging area) available for contractor equipment or materials, or must all equipment be transported in and out each visit? Please confirm that all green-waste must be hauled off the BNL campus.

RESPONSE: No on-site storage, staging area, or equipment/material laydown space will be provided. Contractors shall transport all equipment and materials to and from the site as required. Yes, all green waste generated during contract performance must be removed from the campus and properly disposed of by the

Contractor.

(SOW Sec. 5A). The SOW requires a Site Manager located within 30 minutes of the site. Must the

Site Manager be within 30 minutes during all service hours, or only able to arrive within 30 minutes when summoned?

RESPONSE: The Site Manager is not required to remain on-site or within a 30-minute radius at all times. However, the Site Manager must be able to arrive at the site within 30 minutes if summoned by the Government.

1) VENDOR QUESTION: Initial "Catch-Up"

Services: Section 3.A of the SOW states the

Contractor shall provide all missed services from April, May, and June 2026 (excluding mowing) within two weeks of award. To ensure accurate pricing for this surge, could the

Government provide a definitive list of the specific seasonal tasks (e.g., specific fertilization applications, spring cleanup, or bed preparation) that were not performed during those months?

RESPONSE:

The Contractor shall be responsible for bringing the grounds to the required maintenance standards within two weeks of award. Quoters are encouraged to make a site visit to review the site conditions and price their proposals accordingly. All seasonal services required by the Statement of Work that would normally have occurred during April, May, and June 2026, excluding mowing, should be assumed to be included in the catch-up effort.

Also be aware that the standard Fall clean-up was not completed, and the rock beds around the building have been severely neglected requiring a backfill of new rock material.

2) VENDOR QUESTION: Annual Bed Planting

Density: Section 7.B.13 requires the planting of annual flowers three times per year in four beds. To ensure all quoters are pricing this requirement consistently, what is the

Government’s expected quantity of plants or bulbs per bed for each of the three seasonal rotations?

RESPONSE:

Quoters shall provide sufficient quantities of annual flowers and/or bulbs to achieve a full, professional, and aesthetically pleasing appearance in each bed. No specific plant count is prescribed because it can differ depending

Additionally, is the replacement of failing heads and lines considered part of the firm-fixed-price, or will repairs of pre-existing failures be handled via a separate mechanism?

4) VENDOR QUESTION: Security Badging vs. Start

Date: Section 9 states work must begin within three business days of award, while Section 5.E notes the badging process takes ten days. Can the Government clarify if the performance start date will be adjusted to account for the

Brookhaven National Laboratory (BNL) badging and orientation timeline for new personnel?

RESPONSE:

The Contractor shall initiate the badging and orientation process immediately upon award.

Work that does not require site access may begin within the required three business days.

The Government will coordinate access requirements and reasonable accommodation of the BNL badging and orientation process to ensure contract performance can commence as quickly as possible. All Contractor staff working on the site must be 18 of age prior to commencement work date and REAL ID compliant.

5) VENDOR QUESTION: Mulch Application

Requirements: Section 7.B.8 requires mulch depth of 4 inches in beds and 6 inches for tree mounds. Is it the Government’s intent for the

Contractor to apply a full 4–6 inches of new mulch annually, or to maintain that depth through replenishment?

RESPONSE:

The Contractor shall maintain stated mulch depths throughout the performance period. Each season the Contractor will assess conditions and provide replenishment or complete replacement as needed.

6) VENDOR QUESTION: Preferred Weeding

Treatment: Section 7.B.12 states that an organic alternative treatment such as "Go

Green" is preferable for rock beds. Is the use of an organic treatment a mandatory requirement, or will traditional EPA-approved herbicides also be considered acceptable?

RESPONSE:

Organic treatment methods are preferred for use in rock beds whenever practical. However, traditional EPA-approved herbicides may be used when applied in accordance with all applicable federal, state, local, and site-specific requirements. Contractors should ensure that any products used are appropriate for the application and do not adversely affect surrounding vegetation or site operations.
