Questions and Answers 1305M326Q0221 Landscape Services, Lake Charles, LA
| Q1: | To ensure accurate pricing, could you provide or confirm the total square footage or acreage of the maintained grounds at 500 Airport Blvd, #115, Lake Charles, LA 70607? Specifically, we are looking to understand the total maintained turf area, plant beds, gravel areas, and any other surfaces included in the scope of work. The aerial image provided in the solicitation has been helpful, but a confirmed measurement would allow us to submit a well-informed and competitive quote. |
| A1: | Grounds area = +/- 4.5 acres. Gravel beds around the main building are approximately 250 linear feet X 5ft width extending out from the building (South, East and West sides of Building). Additionally, the gravel area inside the Radar fenced area is approximately 4000 square feet. |
| Q2: | Could you clarify the preferred format for service tickets — is there a government-provided form, or may the contractor use their own format? Additionally, should signed tickets be submitted digitally through IPP with monthly invoices or delivered separately? |
| A2: | Contractor may use their own format and signed tickets should be submitted along with invoice in IPP.gov. If, for any reason, IPP.gov does not allow for the service tickets to be submitted along with the invoice, contractor will contact the Government Point of Contact (contact info provided upon award) for guidance on the best way to submit them outside of IPP.gov. |
| Q3: | We noted the inclusion of NOAA Acquisition Manual 1330-52.232-71 requiring electronic submission through IPP. Could you confirm whether all invoices and attachments for this contract are to be submitted exclusively through IPP at ipp.gov? |
| A3: | All invoices must be submitted through ipp.gov. |
| Q4: | Are there any flower beds requiring mulching at this location? Our site visit did not identify any flower beds. |
| A4: | No flower beds or mulching required. |
| Q5: | There are crape myrtle trees in the front of the building. Are these included in the trimming scope? If so, what is the desired trim schedule and height? |
| A5: | Yes, include the crape myrtle trees in the front of the building in accordance with the scope of work. Trim schedule in accordance with the scope of work (once in February). Trim to height that provides a uniform appearance between the various trees. Trim back branches that may contact the building. |
| Q6: | SOW Section 3 requires the offeror to include employee pesticide or herbicide licenses within the offer package to be considered for award. However, the Instruction to Offerors Addendum (Section 6) does not explicitly list these certifications in the required quote checklist. Please clarify if these personnel-specific licenses must be submitted with the initial quote package or if they are required upon contract award. |
| A6: | Although not explicitly listed in Section 6, it is one of the requirements supporting quoter’s technical acceptability/capability, therefore, quotes must include the employee pesticide or herbicide licenses with the offer package. |
| Q7: | SOW Section 6d requires the annual pruning of 8 trees located at the front of the property. To determine equipment requirements and safety planning, could the Government provide the approximate height or Diameter at Breast Height (DBH) of these specific trees? |
| A7: | 8 crape myrtle trees are approximately 8ft high and 6ft in diameter |
| Q8: | SOW Section 11i requires replacing mulch or pine straw in flower beds during the March timeframe. Please provide the approximate square footage of the beds to be serviced and confirm if the Contractor is responsible for the purchase and delivery of the mulch material or if it will be Government-furnished. |
| A8: | No mulch is required at this site. |
| Q9: | SOW Section 11h requires fire ant control in all lawns and flower beds concurrent with the mowing schedule. Is it the Government’s intent for the contractor to perform reactive spot-treatments as infestations are noted, or is proactive broadcast application required across all improved grounds? |
| A9: | Spot treatment will suffice as new ant colonies appear. |
| Q10: | Could you please clarify whether fertilizer application is a required service under this contract and should be included in our pricing? Or is it an optional service that may be directed on an as-needed basis? |
| A10: | This is not listed as optional in the Statement of Work. It is expected to be applied per the schedule given in the Statement of Work. |
